"The 66-year-old pedophile from Richland, Wash. was caged this week for 25 years for his role in making sickening child pornography that exploited impoverished children in the undeveloped world.
If he ever gets out of prison, Smith — a registered sex offender — will be under lifetime probation."
" Judge Mary Dimke said in Yakima Federal Court that even with just a cellphone, the sicko poses a danger to children around the world.
Smith directed real-time recording of the rape and sexual abuse of destitute boys in the Philippines with some as young as eight years old.
He had previously been convicted of molesting two boys under 12 in 1996. But Smith never saw the inside of the jail. Instead, he was given treatment with a “promise not to harm another child.”
“That seemingly did not impact him at all as he moved on to other child victims who desperately needed money,” Assistant U.S. Attorney Alison Gregoire said in a court document."
" After investigators began probing Smith, they uncovered a litany of horrors.
According to cops, the sex fiend would direct the child porn to his tastes remotely.
In one recording obtained by cops, the pedophile can be heard calling the Philippines, telling the person shooting a video what he wanted to see and also what they should tell the young victims to do.
Smith spoke to the boys through an interpreter."
" Another boy in Guatemala was also a victim. He needed money, he told Smith on Facebook. But Smith said there was no dough until the boy sent sexual images of himself.
The child agreed and Smith sent cash. His mom collected it. He was later removed from the home."

" Law enforcement officers were able to locate and interview several of Smith’s victims, although many more could not be identified with certainty. Several of Smith’s victims described him seeking them out online and offering them money or cell phone minutes in exchange for them performing sex acts on video for Smith.
Where it was possible to do so, American law enforcement and diplomatic officers worked with local authorities to remove children from dangerous situations."
"In October 2017, Smith traveled to the Philippines in person. The Filipino authorities checked Smith’s records, learned that he was a registered sex offender based on a prior conviction in Benton County Superior Court for two counts of First Degree Child Molestation, and denied him entry. "
"Instead, he tried to lure the boy from Guatemala to his home."
“Defendant was reaching out to increasingly more children and was distributing the images he encouraged them — sometimes encouraged by payment — to make,” Gregoire wrote in a court document.
She added: “Defendant’s abuse of children was not a discrete act or a momentary lapse in judgment. This had gone on for years.”
"Only when cops probed his Facebook posts did Smith stop but investigators learned his “conduct was even more severe than downloading images from the internet.”
Officials then seized a computer from his home. It contained a folder entitled “Allen’s files” and a subfolder named “FB & Twitter Friends from Around the World – Collection of Pics& Vids.”
That file kept a list of the victims’ names, ages and locations.
Investigators were then able to interview some of his victims. They found little boys whose lives had been shattered."
