A weeklong police investigation into a child’s disappearance, spurred by a tip from a news outlet, has led to a 28-year-old woman being charged with the murder of her 4-year-old son.
The case first appeared on the radar of the Philadelphia Police Department’s Special Victims Unit on Dec. 30, when police received information about a child who had gone missing in West Philly, Officer Tanya Little, a department spokesperson, said Saturday. 6ABC, in a report on its website, wrote that the news station had shared the tip with police.


Relatives of the child’s mother, Dominique Bailey, told investigators that Bailey had allegedly claimed that the boy, Damari Carter, had been struck and killed by a car, Little said.
Detectives, however, found no trace of such an occurrence.
The boy’s body has not yet been found.

On Jan. 5, police executed a search warrant at a home on the 3800 block of Reno Street in connection to the investigation and apprehended a man who has been identified by police as Kevin Spencer.

That same day, Bailey told police she was involved in her child's death, according to investigators. Police said they have not yet found the child's body, however.
Bailey is charged with murder, endangering the welfare of a child, false reports, abuse of corpse and other related offenses. The unidentified man has not yet been charged but police continue to investigate.

Spencer, 30, has been charged with criminal conspiracy, murder, endangering the welfare of a child, abuse of corpse and other charges.

Police have identified the child found inside a duffel bag in West Philadelphia in March as 4-year-old Damari Carter, who was reported missing three months earlier.
The child’s decomposed body was found stuffed in a duffel bag at 38th Street and Haverford Avenue on March 18. Investigators had been looking for the boy ever since his mother told family members in December 2023 that he had been hit and killed by a car.
Family members were suspicious of her story and went to the authorities. Officers brought the mother, 28-year-old Dominique Bailey, in for questioning, who then “provided information on her involvement in the child’s death.” Police said they found evidence that led them to believe the child was killed inside the home.
