A Clarksburg couple is facing child neglect charges after Clarksburg Police located three children a quarter mile from their home.

According to the Clarksburg Police Department, on the morning of June 1, officers responded to a call in reference to three juveniles running around the area with no clothes on. One of the children was carrying a serrated blade steak knife, according to a criminal complaint.

Officers said when they arrived, they observed two girls, ages 3 and 2, wearing no clothing, and a 4-year-old boy wearing only a diaper, which was full of feces. There was also dried feces on the boy’s leg, according to a criminal complaint.

The police had located the children a little more than a quarter of a mile away from their home. The children were without parental supervision for about 25 minutes, according to a criminal complaint.

Officers contacted the children’s mother, Sarah Nardo, 24, and her boyfriend, Donald Johnson, 27, and learned they had both been asleep during the incident, police said.

Child Protective Services was notified of the incident, according to a criminal complaint.

Nardo and Johnson are charged with gross child neglect creating risk of death or injury.

Sarah Elizabeth Nardo, now living in a Fairmont motel, pleaded guilty to felony child neglect with injury and misdemeanor second-offense child neglect creating substantial risk of injury.

Nardo admitted the conditions last March 10 in the Bridgeport hotel room were unclean, and that among the clutter, one of her children was unsupervised when he cut his finger on broken coffee pot.

The mother of five — she gave birth to a fifth child about 4 months ago — immediately was required to start registering with West Virginia’s Central Abuse Registry, as per West Virginia Code 15-2C-1. That registration will last for 10 years.

Nardo told the court she hadn’t been using drugs or alcohol around the time of the crimes, or on that day. She said her diagnosis for depression, anxiety, PTSD and battered-woman syndrome could have played a part.

On Defense attorney Gina Renzelli’s motion, the court dismissed a felony child abuse resulting in injury charge and three other misdemeanor second-offense child neglect creating a substantial risk of injury charge.

Stallman alleged a Department of Health and Human Resources Child Protective Services worker “observed discarded food, dirty diapers, approximately 10 … overflowing trash bags on the floor … there was also a foul odor in the room and both beds were covered with personal items and very dirty bedsheets.”

The CPS worker also “did not observe an abundance of food in the hotel room for the children. There was only a box of Fruity Pebbles, a bag of some sort of bread and a burger that had a bite out of it laying on top of the dresser,” Stallman alleged.

One child also had a cut on his arm, according to Stallman.
