A Kenner man with four felony convictions for obscenity was arrested Sunday after he allegedly fondled himself in public while watching a woman sun-bathing at a motel pool in Kenner, police said.

Ricky Scott, 53, was booked with obscenity, marking the 19th time he has been arrested on that charge since 1984, said Detective Brian McGregor of the Kenner Police Department.

He said Scott's rap sheet includes a string of arrests for allegedly exposing himself to children at fast food restaurants, including a January 2007 incident in LaPlace involving a 3-year-old girl. The man fled the restaurant after repeatedly exposing himself.

A woman told police she saw a man masturbating on a second-floor balcony Sunday afternoon as she lay next to the pool at the Best Western Motel at 1021 Airline Drive, McGregor said.

The woman later saw the man get into a car in the motel parking lot. As she approached the vehicle to get the license plate number, the man got out and shouted obscenities at her, while trying to place a clipboard over the license plate, McGregor said.

He then shoved the woman and drove away, but not before she got the license plate number, McGregor said.

Scott had been arrested twice in 2004 after similar incidents at fast-food restaurants in Metairie.

In May 2004, he pleaded guilty to obscenity and received a five-year suspended prison sentence and three years of probation, according to court records.

Scott had pleaded guilty to obscenity three previous times and was sentenced to eight months in prison in 1993. The other two convictions resulted in probation.
