ROCKPORT, Ind. - State police have arrested on a murder charge the stepfather of a 15-year-old southern Indiana girl whose body was found behind a shed near her home.

Indiana State Police say 32-year-old Ryan Lee Shelby of Rockport was arrested on a preliminary charge of murder. He was being held Wednesday at the Spencer County Jail. Police did not know whether he had a lawyer.

Authorities say Alexis Oesterle died from a loss of blood due to a wound to her neck area.

State police say they have enough probable cause to arrest Shelby but did not release many other details about the case.

Spencer County sheriff's deputies arrived at the girl's house Monday night on a report that she was missing. A deputy searching the area around the home found the body.

ROCKPORT, Ind. — Indiana State Police have opened a criminal investigation into the death of a 15-year-old Spencer County girl whose body was found Monday night outside her home on Grissom Avenue in Rockport.

The body of Alexis Oest-erle was discovered behind a shed in her backyard less than two hours after she was reported missing Monday night.

Sgt. Chad Dick, State Police public information officer, said Oesterle's death was not the result of suicide, declining to release any information regarding the manner of death.

I agree and I'm from Indiana. Time for me to hop a bus the hell out of dodge. Its pathetic what people can do to their kids here and get away with it. I was in walmart last night and witnessed a woman smack her toddler that wasn't more than 3 years old across the face hard. Of course I poked my nose in and asked her if she'd like to take a swing at someone her own size and got told to mind my own damn business. I informed her that child abuse is everyone's business and I won't put up with it. She then slapped the child again for crying and about that time a manager came up. The police were summoned and she went to jail. Baby went to foster care. I just wish they had let me have the baby.

You have no idea how much I wanted her to take a swing at me. I'm always watching out for children. I'm sick of seeing precious babies suffer. I will do anything and everything I humanly possibly can. When the manager showed up I had my cell phone out ready to dial 911 but he beat me to it. Man, I grew up less than two miles down the road from that. Stepdad graduated a year ahead of my brother, his sister was a year younger than my brother and two older than me, and I know his mom. He didn't seem to be the type of I'm gonna grow up to be a fucktard and kill my stepdaughter guy.

Its a very small town. Word is from my mom, the girl wasn't registered in school. And, he didn't beat her to death, he slit her throat.

I'm baffeled about his half-ass attempts to cover it up. Seriously its the middle of fucking nowhere. Seriously, there isn't a McDonald's in the entire county or a Wal-Mart. Middle. Of. Nowhere. They have a pond in the yard, less than a mile from the Ohio River, farmland upon farmland and woods and many better places to stash a body within a mile. Why report her missing until you've had the chance to clean up and hide the damn body.

The Spencer County, Ind., man accused of murder in the death of his 15-year-old stepdaughter appeared in court today and was ordered held without bond.

Ryan Lee Shelby, 32, was arrested Wednesday afternoon in connection with the death of Alexis Oesterle. His arraignment in Spencer Circuit Court lasted less than five minutes. Many friends and relatives of Oesterle sat in the courtroom. Some wept.

Seated alone at the defense table, Shelby, wearing blue jeans and a green T-shirt, listened as Judge Jon Dartt read him his rights. When Dartt asked Shelby if he needed an attorney to be appointed to represent him, Shelby answered, "Please, your honor."

Dartt then asked Shelby if he had the financial resources to hire an attorney. "No, your honor," Shelby said. Dartt said he would appoint Steve Ripstra of Jasper, Ind., to represent Shelby.

Investigators continued this morning to decline to provide specfic details about the case or any information on a motive.

Indiana State Police First Sgt. Rob Priest said Wednesday that authorities are confident they have the killer.

"We went in with a broad sense of 'let's find out what happened to this 15-year-old girl,'" he said. "And as we went, the picture just kept getting narrower and narrower and narrower. We ended up with enough probable cause that we felt comfortable making an arrest."

Priest declined to specify precisely when Oesterle was killed, if it was a premeditated act, what weapon may have been used or what, if anything, Shelby told investigators.

A dispatch log provided by the Spencer County Sheriff's Office at the news conference provided some insight into how the investigation began.

According to the log, Shelby called police at 7:44 p.m. saying the girl hadn't been seen since the night before and he was wondering if she had been picked up by authorities.

About an hour later, deputy Jason Dunsworth advised dispatch from the residence that "something seemed weird about the whole situation" and it "looked like there had been some sort of violence" inside, according to the log.

Dunsworth then commenced a search of the property, finding Oesterle's body outside about 9:30 p.m.

Officials praised Dunsworth's work in searching the area and said it may have been the key component toward making an arrest.

"Had he not done that, probably the body would have been disposed of and not discovered for a length of time after that," said Spencer County Prosecuting Attorney Dan Wilkinson.

Police intuition

"It was something extra special," Priest said.

"It's a policeman trusting the hair on the back of his neck."

More than two dozen of the victim's friends gathered around the outdoor news conference at the courthouse. One asked a question about Oesterle's injuries. Police told her, as they did multiple times to reporters' inquiries, that they couldn't answer because of the ongoing investigation.

After the speakers concluded their remarks, the friends remained on the sidewalk — shedding tears and sharing hugs.

Among the friends were 14-year-old Meggan Ficker and 15-year-old Mandie Roll, who said they were close with Oesterle since she moved to Rockport a year ago from Owensboro, Ky.

Ficker said Shelby and Oesterle had a strained relationship.

"He was nice to me," Ficker said. "But him and Alexis never got along. Never."

Roll said the same and that she suspected Shelby might be arrested, though it still came as a shock when it actually happened.

She and Oesterle used to hang out frequently at Rockport Park. Finding out about what happened was difficult.

"It was devastating and heartbreaking," Roll said. "I lost a best friend."

Investigators would not say if they found a weapon, but police did reveal the cause of the teen's death. Indiana State Police Sgt. Chad Dick said that an autopsy showed Alexis died from blood loss after a cut to her neck area.

From his home in Cleveland, OH, Jeff Spong, Alexis grandfather, said his daughter, Jessica, recently gave birth to a baby fathered by Shelby, and that Alexis and Jessica both were furious with the way he treated the child.

"She caught him abusing the new baby, as in the baby crying on the bed," Spong said. "He got upset and slammed the bed and the baby bounced up in the air."

Alexis was born in Cleveland, Ohio on January 10, 1994 to Jessica M. Shelby.

She is survived by her mother, Jessica M. Shelby of Rockport; sister, Aria Shelby; grandparents, Jeffery and Pam Spong; aunt, Jennifer McKinney; cousins, Jonell Difranco and Julianna Oesterle.

Services are 2 p.m. Sunday, November 8, 2009, at the Boultinghouse Funeral Home in Rockport, Ind. with Pastor Tim Coomer officiating.

Visitation is from 2 p.m. until 8 p.m. Saturday, November 7, 2009, and from 8 a.m. until the time of service Sunday at the funeral home.

Memorial contributions may be made to the Boultinghouse Funeral Home.

I knew this guy years ago from high school. They a couple of miles down the road from my mom. This is seriously about as small town area as you can get. There isn't a McDonald's in the entire county and Rockport is the biggest town around. They have three stop lights, two grocery stores, a Dollar General, and a Family Dollar.
