A mother and her boyfriend have been arrested and charged for maiming her 11-year-old child, according to Cumberland County Sheriff's Office.

Detectives arrested 35-year-old Tonia Michelle Powers and her live-in boyfriend, 34-year-old Todd Louis Lanford of 2418 Cleveland Avenue on Nov. 14.

In a press release, investigators say they received an anonymous complaint. The child suffers from extensive bruising all over his body, contusions on the forehead, eyes, neck, arms, legs, and torso. Investigators also say the boy was cut along the pelvic area and suffered injury to his genitalia.

Lanford is charged with assault on a child under 12 years old, malicious maiming, felony child abuse afflicting serious injury, assault by strangulation, and communicating a threat. He remains in the Cumberland County Detention Center under a $35,000 bond.

Powers, the boy's mother, is charged with aiding and abetting a felony and accessory after the fact. She was released from jail after posting a $25,000 secured bond.

The boy is in custody of the Department of Social Services.

Powers refused to speak with a WRAL News crew Monday, slamming the door to her house and quickly driving off.

Investigators said they received an anonymous complaint about suspected child abuse after the boy hadn't been seen for days at school or around his neighborhood.

They determined the boy had been punched, kicked and choked. They found that the boy has bruises all over his body, including his forehead, eyes, neck, arms, legs and kidney area, and he had strangle marks on his neck.

"The man picked him up with his hands and choked him until he passed out," said Debbie Tanna, spokeswoman for the Cumberland County Sheriff's Office.

Authorities said the boy also suffered a 3-inch cut along his genitals and bruises to his groin and pelvic area. The boy wasn't sexually assaulted, they said.

For some damn reason I cannot get the quote reply thingy ma jobber to work, but at one point in the thread, it said that the boy suffered a three inch cut near his genitals and that they were bruised....but the boy was not sexually assaulted.

Now I know that after the Clinton scandal we had to re-define what "sex" was, you know, the whole I only put a cigar in her cooter not my penis therefore it wasn't sex scenario. We've had to re-define drug use after the Clinton scandal, I never inhaled, therefore, I wasn't doing it.

Now I can see that we clearly need to re-define sexual assault because as far as I'm concerned, any child that has bruises on his/genitals or cuts, has been sexually assaulted. These people are sick. I do not understand how any rational loving mother could stand by and watch these things be done to her child. Nor can I understand why any mother, someone who carries life inside of her for 9 months, who nurtures and grows this baby, could inflict this kind of pain and torture on something that has been born of her body.

I hope this child receives the help he needs and is taken to live with a very loving and supportive family. May he find peace.
