    Poor little guy. They didn't feed him for weeks at a stretch. And this was supposed to be the family who'd take care of him because his mother had a drug problem. Harumph. Bunch of fucktards. Rest in peace, small one.

    JACKSON, Miss. -- An autopsy revealed that a 4-year-old child died of starvation in Scott County, authorities said.

    The Scott County Sheriff’s Department was called to a home at 3726 Riverbend Road in Lena on Sunday where they found Austin James Watkins dead. The child appeared to have been sick and appeared much younger than 4 years old, Sheriff Mike Lee said.

    The child’s body was taken to the Mississippi Crime Lab for an autopsy, which revealed that Watkins’ death was due to starvation, Lee said. The child weighed 19 pounds when he died, Lee said.

    Sheriff’s deputies arrested the child’s paternal grandmother, Janice Mowdy, 43, and the child's aunt, Stephanie Bell, 23. Both women were charged with murder and felony child abuse, Lee said.

    Lee said the child had not eaten for about two weeks. He said that investigators believe the women tortured the child by not letting him have anything to eat and his organs shut down as a result.

    Three other children, ages 9, 6 and 2, were taken from the home on Sunday by the Mississippi Department of Human Services, Lee said. It appeared that those children had been fed, but were probably not given food on a regular basis, Lee said.

    Lee said that all four children were taken from their mother by MDHS and given to Mowdy about a year ago. Mowdy's son is incarcerated and their mother allegedly had a drug problem, Lee said. Calls to MDHS were not immediately returned.

    Watkins’ funeral was held Thursday morning in Morton.

    Mowdy and Bell were being held Wednesday without bond at the Scott County Detention Center, Lee said. It was not known Thursday whether Mowdy and Bell have hired attorneys.

    And to have other children around him that ate, (although not well), was even more so cruel.
    I'm so sorry Austin that you were failed by your own family...the hope for a better life should have been yours.

    I hope these sick bastards get swift and severe punishment but let me give the first blows.

    How fucking sad. My daughter weighed 19lbs when she was 6 months old. Even worse is that it was his own grandmother and aunt who killed him. People like them make me ashamed to be a member of the human race. Let's hope someone shuffles them off of the mortal coil before too long.

    This is the kind of case where CASA is so valuable. An impartial third party that has only the child's well being in mind. It's just a shame that more judges don't assign CASA reps when kids are removed from parents. While they can't save every kid, they damn sure try.

    I'd like to take these two women and give them a gasoline enema and light them off like a roman candle.

    What kind of person can starve a child? My son is three and almost double that in weight and hes a happy healthy little boy. Im sorry little guy that the people who were supposed to protect you killed you.

    This is the kind of case where CASA is so valuable. An impartial third party that has only the child's well being in mind. It's just a shame that more judges don't assign CASA reps when kids are removed from parents. While they can't save every kid, they damn sure try.
    Exactly Harley, my sister use to do this. Some CASA workers are volunteers that take courses to help because not that many paid positions. It is a wonderful thing to do and yes time consuming but well worth it because you can save a child from abuse, taken advantage of etc.

    If you ask me the whole damn fucking family had some kind of problem. This is absolutely horrible and devastating. I cannot comprehend how someone can starve a child. I hope they get they get convicted of murder and child abuse. On top of that I hope the prison starves them.

    Ah, in a perfect world maybe. My CASA reps did not help me whatsoever and I was given to my abusive father for a year when I was 4. Granted this was many many moons ago but it still makes me angry to this day.

    I've mentioned this before but my sister is only 28 pounds at 6 years old and was only 20 pounds at 4 years old. She is actually doing great for her situation. Its not always easy for outsiders to tell who is being neglected and who isn't.

    That being said, its disgusting that the grandma and auntie killed this baby. Completely heartless.

    "She couldn't stand the baby," Peterson said.
    Peterson said her family wasn't allowed to visit but she knew the child was being abused, because another niece told her what was going on.
    "The little thing couldn't even sit down," Peterson said. "He didn't even have a back side. He had to stand all the time. He couldn't even sit down. All he had back there was skin and bones." Peterson said her sister and mother would let the other children eat in front of Watkins and make him stand and watch. She said her niece called child services.
    "The DHS would call out there, 'What time is it convenient for (us) to come out there?' and they would show up," Peterson said. "They would give them warning they were coming out there."
    Peterson's father stayed with Mowdy after Hurricane Katrina. He said he remembers how she treated Watkins.
    "No matter what to eat, he'd have to eat it with his little hand," James Watkins said. "You can't tell (Mowdy) nothing. She'd blow her top if you did."

    WTF??? Even if DHS told them when they were coming, the so-called childrens services worker would have to be BLIND not to see that a child was being starved? W-T-F???
    Didn't the case worker even LOOK at the kids while she or he was there? Were they fucking blind? Maybe they asked for braille drawings of the children? Oh, yeah....from a childrens services taped conversation with the accused...

    Poor baby.......It is so heartbreaking reading these stories of children abused/neglected by the people they are suppose to trust to take care of them.

    The insurance policy was free from Gerber Baby Foods but would've paid $10,000.

    Oh, that is the lowest of the low. It was bad enough just to know they starved him - but to find out a possible motive was a mere 10 grand? WTF bitches!!??

    This just keeps getting more and more disturbing!

    I am praying that they are charged with PRE-MEDITATED murder and both get death. And whatever form of DP they have there, something goes terribly wrong and both are made to suffer for a long, long time in agonizing pain.

    Next, I hope they find others who watched this child die so slowly and painfully and punish them publicly and severely. If any have children, take them away!

    I really don't get it. If I see someone abusing a child, especially in that manner, I'd fight as long as I'd have to with any instace, any social service, anyone. I couldn't live with myself if all I did was shaking my head with "oh my". Maybe that's just me. But I sure as hell wouldn't be scared of some ugly fat bitch and let her starve a child.

    I don't know how these "witnesses" sleep at night. I actually hope they don't.

    Sure, people have questions now, but what about the people who came into contact with this poor child? Didn't THEY have any questions? I'm just glad that they are going to TRY (key word here) to hold people accountable.

    Watkins weighed 19 pounds when he starved to death, police said. Investigators believe he had not eaten for about two weeks. The sheriff said investigators are looking into claims that Watkins may have been locked in a room and given only water, kept in a cage or tied up.

    According to investigators, his aunt, Stephanie Bell, and his grandmother, Janice Mowdy, may have actually forced the child to eat whatever was left or crawling around on the floor of their trailer just to survive.

    "No one was contacted here at the Scott County Sheriff's Department," said Scott County Sheriff Mike Lee.


    "Anyone who did not call could be accountable," Lee said. "If someone had any knowledge about it, that this was going on, they should have called every day. They should have done anything they could to get law enforcement and DHS involved."

    The mother spoke like a distant spectator....readers of this story have more emotion...I am in awe when I hear the director of the world food bank trying to raise money to give every school aged child in THE WORLD a CUP of food a day with a vitamin, to end hunger of SCHOOL AGED children IN THE WHOLE FUCKING WORLD. But it's the under 5 age group that we need to find some "check point" or screening to put into place that would ensure that they are eating, healthy and not being abused. Most of these kids aren't even seen during that portion of their life. This boy was so hungry and so small for 4. I have a 2 yr old little boy and 4 year old girl and when they are hungry for just a minute they beg for food instantly; they stop playing, and they're thirsty, hungry whatever...it breaks my heart to see them suddently in need. So I think of what this little boy felt, and it rips my heart to shreds, I can barely breathe and I listen to the callousness of his mother's voice who has loved addiction over life and says, wow this is just unbelieveable...Get the fuck outta here already! Children shouldn't be starved, especially by well fed heffers! And when abuse is reported I DO NOT UNDERSTAND HOW IN THE LIFE OF ME...DO THEY ALWAYS ANNOUNCE WHEN THEY ARE COMING!!!!     "Anything they need, we want to be able to give to them," the sheriff said. "There is no doubt in my mind that the children, especially the 6- and 9-year-old, would have had an idea of what was going on."

    Lee said he believes it was possible for Austin to starve without anyone noticing because Mowdy lived in a rural, isolated area of Scott County near the Leake County line.

    "There were tenant workers on a poultry farm," the sheriff said. "The home is in a secluded area that is not regularly visited. They kept to themselves."

    His final days were the complete opposite: he was starved to death at the hands of his own grandmother and aunt, according to Scott County Sheriff Mike Lee. The boy weighed just 19 pounds when he died.

    "These things don't happen in this area," Lee said.

    Lee is leading the investigation into Watkins’ Nov. 9 death. The sheriff puts accountability for what happened to the 4-year-old in the hands of his grandmother Janice Mowdy, 43, and aunt Stephanie Bell, 22. They’re both charged with murder and felony child abuse.

    "No one else is responsible,” Lee said. “You can't blame any agencies. From our records, no one was notified."

    Investigators checked records from the Sheriff's Department and the Mississippi Department of Human Services and none showed any calls or complaints of abuse.

    That baffles Mowdy's sister Brenda Peterson who said her niece recently grew concerned about Watkins.

    "The little thing could hardly sit down,” Peterson said. “He didn't have a backside. He had to stand up the whole time."

    Peterson said her niece called DHS. Even Watkins' biological mother Tammy Watkins said she noticed a red flag soon after Mowdy gained custody.

    "Once she got her hands on them she wouldn't let anybody -- not even their family come and see them,” Tammy Watkins said.

    Tammy Watkins lost custody of her son and his two siblings in 2005 because of an alleged drug problem. Tammy Watkins said she never complained about Mowdy to DHS.

    "I knew she hated me. She never really liked me," Tammy Watkins said.

    Another relative, Mowdy’s father James Watkins said he never filed authorities either.

    "You can't tell her nothing. She'd blow her top if you did,” he said.

    The sheriff was concerned about what family members said to 16 WAPT News during interviews. Lee said he considered filing charges against family members, but decided not to because he believes the two people charged are the right ones to pay for Watkins’ death.

    DHS would not comment specifically on Austin Watkins' case, but the Sheriff's Department did reveal that Mowdy got full custody of Austin a little more than a year ago. In a case like that, DHS would drop all monitoring and control of a child, unless complaints are made.

    A former DHS worker, who's didn’t want her identity revealed, said she fears that before Mowdy was given custody the ball was dropped by the agency because of a heavy caseload.

    "The biggest fear is -- are there anymore kids that will slip through the cracks?" she said. "It can be overwhelming."

    Before she left DHS about a year ago, the former social worker and investigator said she carried a caseload of 96 children all at one time. With such a high caseload, our former insider said she would get overburdened. By law, in all active cases, social workers are supposed to make monthly contact with each child they're assigned to. They also must attend all court proceedings for them. With so much to do, the former social worker said it's too easy for some children to fall through the cracks.

    "A lot of worker’s frustrations were from the case load,” she said. “They felt that they didn't get a lot of support from their immediate supervisors in handling their cases and people become frustrated."

    Lori Woodruff is deputy commissioner of DHS.

    "I can't sit here and say no case has ever fallen through the cracks," Woodruff said.

    Citing privacy laws, Woodruff didn't answer the question of how many cases the person overseeing Watkins' case was handling. She did say the agency is in the process of fixing caseload problems.

    DAMNIT...my f'ing cat weighs more than 20 pounds. I hear him meowing and stomping around if I'm late feeding him. That poor baby boy probably cried and got beat too for crying because he was so hungry.

    It is evil that they tortured him and that the other kids had to eat in front of him. FAT ASS scum bitches. And that includes all the others who witnessed or even suspected there was a problem.

    As I was reading the reports, the message I kept getting was that this was some kind of problem between the so-called adults WTF??? How someone could not give at least the basics to a child regardless of who donated the bio-material, what color or creed, what relationship with the them and the child, whether they even liked kids or not? FUCK I DONT GET IT!!!

    Unbelievable!!!!!! How does any human being intentionally starve a little innocent child!!!
    So what if she thought little Austin wasn't her sons child, gosh, give him to child services and say 4 kids is just too much to handle. But Jesus Christ, don't starve the precious little angel.
    I'm always so freaky about making sure my kids eat and especially drink.
    I hope the prison withholds food for a few days, then give them just a bit, then withhold it again. Prolong their agony just like they did to Austin.

    Scott County Circuit Court Judge Marcus Gordon confirmed Monday that Clarke County was chosen as the county of origin for selecting jurors. The selection is scheduled for July 20 when the jury, once seated, will be brought to Scott County for the trial where testimony is expected to begin July 21. The jury is expected to be sequestered during the trial.

    Stephanie Bell, 22, and Janice Mowdy, 43, were indicted in April for capital murder in the death of Austin Watkins, 4, whose official cause of death was ruled starvation. The women, both, who plead not guilty, have remained in custody without bond since their arrests in November.

    Watkins, who was found dead at his home near Ludlow on Nov. 9, was the grandchild of Mowdy and nephew to Bell. The two women could receive the death penalty. Prosecutors have not said whether capital punishment will be considered.

    Thanks for the update. This case just breaks my heart. I have a houseful of kids, and I can't understand letting a child starve. I hope those tards fry for what they did. Regardless of how you feel about the child, whether you believe it to be your sons child or not, he was still an innocent child. I can't imagine the pain he went thru with no one to hold him, comfort him and love him. And, 19 lbs- I can't even wrap my mind around it. My fatass cat weighs more than that and he is howling for food right now. Hell, my son will be 3 wed. and weighs 43 lbs. Maybe it irks me even more since I have an Austin James, who knows.

    god i hope they do receve the death penalty. esp to deter any other asshats out there from doing the same thing. and i dont even like the death penalty.
