Oklahoma County prosecutors charged Christopher Culver Bowman and Rebecca J. Bowman with the felony, which carries a prison term of up to life if they're convicted. Neither was in custody as of today.
According to court papers, the Bowmans' 3-year-old daughter and 18-month-old son were found inside a bedroom at an apartment on Tinker Air Force Base that had been tied shut with a green cord.
An affidavit says the apartment had dirty laundry, rotting food and trash strewn about.
The children were taken into protective custody July 11th after a neighbor alerted authorities the children had been locked in their bedroom unattended.
A sheriff's spokesman said Christopher Bowman is a member of the Air Force, but officials at Tinker couldn't be reached to confirm his status.
