Sylvia Stocking & Matthew Skaggs have a stoned 2 y.o. and a nasty house

An El Mirage toddler who police said ingested marijuana and lived in a home littered with human and dog feces is now in Child Protective Services custody.


The 2-year-old girl's parents, Sylvia M. Stocking, 22, and Matthew A. Skaggs, 24, were both booked into jail Friday on counts of child abuse, endangerment, possession of marijuana and possession of drug paraphernalia, said El Mirage Assistant Police Chief Bill Louis. Stocking was also booked into jail in connection to issuing a bad check.


El Mirage police responded to a call from a hospital on Thursday regarding a child who was "non-communicative and lethargic," Louis said. According to police reports, medical tests showed that the girl had ingested an unknown quantity of marijuana in the past 12 hours, but the child's parents denied that was possible.

Detectives then searched the couple's home in the 12900 block of West Windrose Drive and discovered what police called a "disgusting and unhealthy" living situation, Louis said. Police reported finding marijuana and drug paraphernalia around the house and in the bedroom where the child sleeps.


Along with drugs, Louis said the home was littered with human and dog feces, urine, dirty diapers, spoiled food and soiled clothing.

I have no right to judge anyone for smoking a little weed, but FFS keep it out of reach of children. And if you, the baby, or dog shits in the floor, clean it up!(or potty train, maybe?) Don't let it turn into furniture. That poor little girl.

Well my daughter doesn't really "talk" with strangers..and she's not potty trained. Same age as their kid. Working on the damn potty training and the talking thing though.

However, the drugs and the decrepit house...ew...just...gross... I wonder what kind of drugs it was besides pot. I've never read a story before that described the child as "lethargic" as well as the parents...
