FULLERTON An Anaheim mother and father were charged Wednesday with abusing their children by binding their wrists and ankles and leaving them tied up for hours at a time, including occasionally overnight.
Kimberly Joy Quebe, 48, and John Herman Quebe, 47, are charged with 62 felonies, including false imprisonment by violence, child abuse, inflicting corporal injury on a child with great bodily injury, and torture.
The couple, who have been married for 21 years, has been living in Anaheim Hills for six years with their daughter, now 15, and son, now 11.
They are accused of frequently tying up the children for long periods of time to punish them for minor issues, according to the Orange County District Attorney's Office. Some of the bindings lasted all night, requiring the children to sleep on the floor.
In addition, the Quebes also allegedly placed a latch six inches from the top of their son's door, out of his reach, and locking him in his room for hours.
Relatives were not allowed to see the children, who were kept out of school after the parents falsely claimed they were being home-schooled. The children were rarely allowed to leave the house or go outside.
The alleged mistreatment came to light when a citizen called the Orange County Social Services Agency and reported that the children were observed at a community pool with restraint marks and bruising on their wrists and ankles, said DA's spokesperson Farrah Emami.
Both children were taken into the protective custody by SSA, Emami said.
The Quebe's are being held on $1 million bail each pending arraignment Thursday at the North Justice Center in Fullerton.
