Kelvin Flory Tries To Go Blind In Public, Blind The Rest Of Us

A Bellefonte man who’s already been arrested twice this month for allegedly masturbating and running around naked in public is accused of doing it again — the 16th time since 1994.

A naked Kelvin Flory, 50, was tackled by State College police early Wednesday running through Community Field along South Atherton Street after police got three separate reports over two hours about him, according to the charging documents filed Wednesday.

This is the third arrest just this month for Flory for the same kind of charges, and it’s his fourth arrest since May. He’d been able to post bail after the previous arrests.

The first report, around 11 p.m. Tuesday, was of a man wearing only socks and shoes walking between parked cars in a parking lot on South Barnard Street.

The second report, around 11:30 p.m. Tuesday, was at 514 W. Beaver Ave. A woman told police that the man ran toward her while masturbating but was gone by the time police arrived.

The third report, around 1:40 a.m. Wednesday, was of a naked man masturbating outside the window of an office building at 720 S. Atherton St.

Soon after, police spotted the naked Flory and chased him until they tackled him at Community Field.

Prior to Wednesday’s arrest, Flory had been charged with indecent exposure in connection with two separate incidents around the Fourth of July.

A Wendy’s employee singled out Flory in a photo lineup after she told Ferguson Township police she saw a naked man behind the Advance Auto store on North Atherton Street shortly before midnight on July 4. Police didn’t find anything when they searched the area.

About four hours later, across town, State College police spotted Flory after a report of a naked man near the Budget truck rental shop on East College Avenue in College Township. Police said they recognized Flory because of their previous run-ins with him, but he was able to climb a wall into a mobile home park and police couldn’t find him.

Flory was later arrested July 7 and arraigned on those charges.

Aside from this year, Flory’s most recent arrest was in 2010 after he was seen naked and masturbating in the Hills Plaza along South Atherton Street. He was sentenced to a year in state prison.

Flory was also arrested in 1994, 1995, 1999, 2001, 2003, 2004 and 2007 for similar incidents.

Flory is being held in the Centre County Correctional Facility on $25,000 bail.

Assistant District Attorney Kelley Gillette-Walker has asked a county judge to revoke Flory’s bail, saying he posted bail after his most recent arrests under the condition he wouldn’t get into trouble again.

“The defendant has a long history of running naked through occupied areas during the late night and early morning hours, sometimes while he masturbates,” Gillette-Walker wrote in her motion. “The defendant has violated the conditions of his bail and presents a clear and present danger to himself and the community.”

The motion is awaiting a decision by Judge Bradley P. Lunsford.
