Stark naked, cuffed, and screaming at the top of his lungs; California Highway Patrol officers say that's what became of a driver who lead them on high speed chase through Sacramento.
"On the way down the bank, the aircraft was calling-out play-by-play as he was stripping down to get into the water," said Sergeant Bill Languemi.
In the exclusive FOX40 video, you can see the blood from the bite marks Jesse Tom got when a police dog took him into custody.
Before that, it all started with a BMW going 120 miles per hour, Westbound on Highway 50, according to CHP. A CHP officer gave chase as the car veered onto Interstate 5 North, and then off at Q Street and onto local roads.
Police say at that point, Tom smashed through the barriers onto a pedestrian bridge in downtown Sacramento and finally crashed on an embankment at the Riverwalk south of Tower Bridge.

"We followed him downstream a bit, at that point we had him cornered. Sac PD ordered him to come out of the water. He wouldn't come out. So they put the dog on him, and he came out," Sgt. Languemi said.
As crews fished him out of the water, Tom allegedly headbutted a police dog.
Police say there were two passengers in the car who were detained. Officers also found a spent round and the cartridge for a handgun, but they could not locate the gun itself. Officers believe it was tossed from the car during the chase.
At this point police think Tom was under the influence, most likely of the drug PCP. He's been arrested on charges of Hit-And-Run, DUI and Reckless Driving
