    Testing On 30yo Rape Kits Found In Old Detroit Lab Show Serial Rapitsts In The City

    I have mentioned on here before ,they closed Detroit Crime Lab b/c of this crap

    All evidence now sent to Warren

    DETROIT, Mich. (WXYZ) - The initial test results of rape kits that went untested for decades show that some attackers have escaped prosecution for more years and have reoffended.

    A rape kit contains evidence collected from a victim to help arrest and prosecute their attacker.

    When the former Detroit crime lab was shut down in 2008, Michigan State Police found a stock pile of 11,000 untested rape kits. These sex crimes went unsolved for almost 30 years.

    “What happened to me was horrible,” said Julie Frawley.

    Frawley is a rape survivor. The Oakland County woman was 26-years-old and living in Royal Oak when she was assaulted. The stranger tied her up and raped her.

    “I felt like I was in the middle of a nightmare. It didn’t feel real,” said Frawley.

    One year later her attacker was caught. He is still serving life in prison for multiple sexual assaults. If Frawley’s rape kit had not been tested, he probably would not have been prosecuted for her rape.

    “That was the only proof that he was the one who attacked me,” said Frawley.

    Now she has a family, wrote a book about her attack, and works with Haven, a non-profit organization in Oakland County that helps victims of violence. She worries about the thousands of victims in the untested Detroit rape kits who were ignored.

    “There is a feeling, whether it’s true or not, that nobody cares,” said Frawley.

    Rape kits being ignored or in a backlog is not just a problem in Detroit. According to the Human Rights Watch, a non-profit group, there are 400,000-500,000 untested rape kits sitting in police storage facilities across the United States

    Testing the kits is labor intensive and expensive. The testing of one kit can cost up to $1,500 dollars.

    “It’s just another thing we have to deal with in a city that’s already resource strapped. But that’s no excuse,” said Wayne County Prosecutor Kym Worthy.

    The Wayne County Prosecutor’s office continues to collaborate with several agencies to test the Detroit kits. So far they have secured over $1 million dollars in grant money, but that is only enough money to examine 1,200 kits.

    “We had to get rid of the blame game and try to figure out what we are going to do,” said Prosecutor Worthy.

    Worthy survived a rape years several ago when she was in law school.

    “It’s something I chose not to deal with psychologically so I could complete law school and move on,” she said.

    Even though Worthy never reported her rape, she understands what these victims are going through.

    “I certainly want to be an advocate for rape victims coming forward. The key is to making sure whoever your rapist was or is that they are not out there to reoffend,” she said.

    The first 400 kits were tested through what’s being called “Project 400.” Results show there are serial rapists in Detroit that no one ever knew about.

    “They found that they could solve conservatively, between 1,200 and 1,800 crimes because most of the offenders are serial offenders,” said Wayne County Assistant Prosecutor Mary Murrow.

    “So you can imagine if you extrapolate that to 11,000 kits how many offenses you are looking at,” said Morrow.

    And they will continue to walk free unless agencies like the Wayne County Prosecutor’s office receive more grant money. More importantly they are working to make sure the same mistake does not happen again and that victims will not feel ignored or forgotten.

    “Just processing the rape kit would help me to feel like somebody cared and that something horrible really did happen to me,” said Farley.

    Earlier this month the first rape case from the untested kits went to trial.

    A jury convicted 38-year-old Antonio Jackson of first-degree criminal sexual conduct and home invasion. The sexual assault happened in 1997.

    The victim testified that she was raped in her sister’s apartment after she woke up to a man on top of her who threatened her with a gun.

    Jackson’s attorney said that the two had met earlier in the day and had consensual sex that night at a different location and that she got mad when Jackson did not pay her $500 dollars like they agreed.

    I've read that in some places victims are charged the costs of testing and they're outraged about that, but damn, better to pay the cost and hopefully get some scumbag behind bars than this. As if there's not enough reasons to stay the hell away from Detroit...

    Nope, Florida's waay worse. Ohio even blows you guys out of the water, and they're right next door... of course, Ohio's got Toledo and Cincinnati plus the methtastic rural areas.

    Oh, and a state with the least amount of bad shit going on? Well, that would be Wyoming. If you end up there, let me know. I'll visit you during the three month window when the snows recede.

Most of the crime that is committed here doesn't happen to strangers, it's done by people who know the victims. Crimes that happen to people just chilling in the city or enjoying Belle Isle, Hart Plaza, the Casino's etc is quite low.

    See with me being across from Belle Isle I get to hear the bomb squad once a week AT LEAST detonating bombs or grenades they find
    We hear ALOT more gunfire now on Belle Isle then before(Ive been here 14 and the past years been bad)
    It carries across the water and scares the shit outta me everytime

    A lot of victims can't afford the costs of testing, and having to pay for their own testing will most definitely deter victims from reporting rapes. I have no problem paying extra in taxes to pay for rape kits.

    And yeah, I wouldn't set foot in Detroit for a million dollars. I mean no offense towards any Demonites living in Detroit, but Detroit has turned into something that reminds me of the old Mad Max movies.

    Using the Front Page as a guide only rules out the wild and weird. Most of the crimes in Detroit aren't even FP worthy. Not that they aren't violent, just not the sort of stuff that the writers focus on. Unlike Florida - which seems to attract violence AND weirdos.

    I would go for Wyoming. Certainly not going to recommend my state because I'm trying to keep it a secret.

    Well I still won't complain since there haven't actually been any reports of bombings in the city or near it so that means that everyone is doing their jobs correctly.     Great. I don't know if that was supposed to be an insult but it wasn't. We can stay un-front page worthy as far as I'm concerned since I'm tired of hearing people who have never stepped foot in the city talking shit about it constantly. <= That wasn't aimed at you personally, it's a general statement.

    There is a LOT of good things going on in the city and beautiful neighborhoods with awesome people but since that never makes the news all that gets reported is the bull and it's sad for me since I love the city. Many things are true the first being how bad our public school system is, transportation and local government but we aren't the war zone that so many brainwashed people want you to believe.

    I would go for Wyoming. Certainly not going to recommend my state because I'm trying to keep it a secret.
    When I move I'm going to buy my beach front property on an island, have a home in Maine somewhere and still have property here. I do hear Wyoming is lovely though.

    Thanks. I haven't been to Detroit in many, many years, and it breaks my heart that a city that was the source of so much awesomeness has deteriorated so badly in this crap economy. It was a lot of fun back before all the bad stuff started sucking away the good.

    Honestly, I miss it as well. I hope that it can come back around but that won't happen until every single old politician has been fired and new ones are brought in (preferably not even from Detroit), the school system changes, we get better transportation, more cops on the street to lock up these idiots and not let them out. Building a city to be entirely reliant on a car was a bad decision.

    I used to live in Chicago and miss it dearly. The one thing I learned from those dirty politicians is that they take care of the city BEFORE lining their pockets. We have it backwards.

    Wasn't intended to be an insult. Just an observation on what gets reported on the FP. You really have to be special to earn a spot up there and some places just seem to have more talent available. As for Detroit, there is a high crime rate but only the ignorant believe the whole place is riddled with it. The lovely parts of it just aren't headline worthy... same as any place on earth.

    People talk shit about every state/city. In my case (North Dakota), for the most part I encourage the misconceptions because I AM truly trying to keep what I view as a small slice of heaven a secret. (Raised in MN and lived elsewhere - including AZ - and returned to rural living on purpose). I wouldn't want a ton of asshats moving here and ruining it... like what seems to have happened in Florida. Ya shur U betcha... we be a bunch of hicks.

    I tell everyone i meet that Detroit is lovely, so they stay the fuck away from Oregon.

    I love to look at that website about abandoned buildings in Detroit. It makes me sad that so many beautiful mansions were just left to rot.

    Only way thats going to happen is when every Kilpatrick is either dead or out of Detroit and all his buddys are locked up

    He was just indiucted on more corruption charges last week,not sure if you saw
    He accepted close to a million in vacations from developers
    I love Greek Town and Dumouchelles,havent been to casino there ,Oakland Mall etc
    (I have only been minbe 1x and I live a mile up the road from it)
    As for the houses I think what the fire chief proposed few weeks ago is a good idea
    If an abandoned house is on fire and nobody and no homes are endangered by the fire then let them burn
    Those are the crack houses and other stuff that kids are being dragged to on the way to school and raped in
    The mayor attempted to have cops live in the city for free homes etc,that didnt go well for him

    you can buy the lot for $200.00 and not have to pay taxs for x amount of years
    I hope that does work out for alot because then maybe they will get torn down

    He was just indiucted on more corruption charges last week,not sure if you saw

    As for the houses I think what the fire chief proposed few weeks ago is a good idea
    If an abandoned house is on fire and nobody and no homes are endangered by the fire then let them burn

    It goes back past Kilpatrick to the Coleman Young era, ALL of the people who were under that group need to go, that's where the Kilpatricks learned it from, except for one thing. Coleman A Young really did love his city like Daly loves Chicago.

    I know quite a few people who are purchasing the homes under the programs that they have now to live in which is much better then those fools who own land in the city for a write-off and leave it there to rot (Martha Reeves who BTW sounded HORRIBLE on DWTS!).

    The Grand Prix is June 1-3rd. I'm working that, Movement, APBA Gold Cup and the Target Fireworks in Detroit so far this summer.

    Yeah I dont remember Coleman,I remember him,the name but I didnt live here and was prob to young to pay attention to politics back then

    @Whisper are you sure they are bombs or grenades? Hmmm.....I need to do some research. A quick google search only gave me one instant of a bomb being detonated there and it was a message board. Maybe it's something they do on the sneaky sneaky.

    It's those loud boat races. I used to be able to watch them out of my apt on Jefferson (lived on the 28th floor). We're trying to support as many things in the city as we can.

    I'm not old enough to know the politics of Young but I remember the impact that he had on my family when he and Bill Bonds would get into it on television about Detroit.

    I didn't think that they would since it's a family park...seriously there are many people playing cricket, fishing, rollerblading and bike riding there daily. Plus they have their own station on the island.
