CEDAREDGE, Colo. - It's been nearly a year and half since the death of Cedaredge resident Raelynn Kissner. She was found at her home in Cedaredge on November 22, 2010. Officials say she was in the hot tub, unconscious and not breathing. She was later pronounced dead at Delta Memorial Hospital.
Delta County Sheriff Fred McKee said, The incident that involved Raelynn happened back in November back in 2010. Our investigation that time left us with an undetermined cause of death.
However, investigators now have new information. They believe it's enough to charge her husband, Billy David Kissner, with second-degree murder.
"A few weeks ago we received some additional information, so we reopened our case. With further investigation, we came up with the information we needed to believe a criminal act had taken place in Raelynn's death," said McKee.
On Friday, an arrest warrant was issued and Kissner was taken in to custody later that day.
Dan Hotsenpiller, the district attorney for the 7th Judicial District, said, "New facts came into light and came into the attention of law enforcement ... we had a duty to act upon them."
Kissner's first court hearing was Monday. A standard mandatory protection order was entered against him.
"Those protection orders basically protect victims and witnesses to crimes. In this case we haven't identified the people who need protection and we haven't identified the possible terms, said Hotsenpiller.
Kissner will be in court May 17 for a bond hearing. He will remain in custody until then.
