If You See Ken Froude, Stay Away & Call Cops; High Risk Sex Offender Sought

    Kenneth Froude

'If you see him, stay away and call the police'
High risk, violent sex offender may be in Windsor or London
He's a violent sex predator considered a high risk to reoffend, he's on the loose and he could be in Windsor.

Kenneth Froude, 44, a longterm offender wanted on a Canada-wide warrant, has breached parole and disappeared. The OPP unit tasked with tracking down fugitives believes he could be hiding out here.

"We're just following up a couple leads," said Const. Charles Lorway with the Repeat Offender Parole Enforcement squad. "We don't have a whole lot. We have some info he might have been here last Monday. If you see him, stay away and call the police right away."

In June 2004 a single mom awoke in the bedroom of her London townhouse to find Froude straddling her with a knife in his hand.

The woman started screaming, trying to fight him off as he used his free hand to alternate between covering her mouth, holding her down and pulling her pants off. He held the knife to her neck, threatened to beat her.

He finally stopped fighting her when she agreed to masturbate him.

Froude, who was a stranger to the woman, attacked her after stalking her for a year. He would suddenly appear in places where she was, including a downtown London bus stop and Zellers, where he asked her if she wanted a ride home.

Froude was sentenced to two years and six months in prison for break enter and commit sexual assault and sexual assault with a weapon. He was also convicted of uttering threats to cause bodily harm.

After that conviction, Froude was labelled a long-term offender and put under the supervision of corrections officials for 10 years.

He had already amassed 52 previous criminal convictions. Among those crimes was the sexual assault of a coworker driving him home.

He also attacked and sexually assaulted a friend in her bedroom. He punched her, tied her arms with his belt, covered her face with a pillow and warned her not to call police.

He also exposed himself to a female employee at Millhaven prison, and did the same to a psychologist at Kingston prison.

Froude was most recently sentenced to one year and seven months for criminal harassment and two counts of breach of his long-term supervision. He was released on parole April 14 and was supposed to report to a halfway house in Montreal. He never showed up.

When he disappeared, the ROPE squad went on the hunt.

The unit is responsible for tracking down and apprehending provincial and federal escapees, parole violators and dangerous offenders - those who are most likely to re-offend.

The squad, established in 2002, is made up of 15 members from various police forces including Windsor and local OPP.

Det. Const. Brett Anderson, also with the ROPE squad, said Froude is a violent individual and people should give him a wide berth.

"There is always a concern that he may reoffend," he said. "That's why we're working so hard to put him back into custody."

Anderson said police have no information that Froude is armed, but people should assume he is.

"I think we should put that to consideration, especially a member of the public that does see him," said Anderson.

"Consider him armed and dangerous and call 911."

Froude is five foot 11 and weighs 152 pounds. He has brown eyes and greying hair.

He also is known to frequent the London and Greater Toronto areas. He's from Northern Ontario and also has contacts in Iroquois Falls and Timmins.

If you have any information about Froude's location, call the provincial ROPE Squad at 1-416-808-5900

When I reread this lastnight I noticed a few more thing
How the hell is he still walking after 52 convictions??
Why hasnt he been labelled a dangerous offender and put away for good with Bernardo and Talbot?

Does ROPE have discretion to shoot him on sight?
