Charges listed against Rodderrick Richards, 23, of Ellwood City, include endangering the welfare of a child, aggravated assault and drug possession.
Richards' mother called police with a tip, and officers went to the man's home on South Street, where they found the girl with lacerations on her back and buttocks.
The child told police that a hanger was used to inflict her injuries, according to the complaint. Police said they also found cocaine and painkiller pills in the home.
