Souran Manougian, 81, of 20 Islington St., Apt. 303, was arrested for offenses alleged to have occurred throughout a child's life.
According to Detective Capt. Corey MacDonald, each of the felony level offenses carry potential jail time and though the statute of limitations exists, police believe that certain aspects of the crimes, reported to the police in February, were stayed.
MacDonald said police have developed probable cause to believe these crimes to have happened.
"This is an example where a person came forward and reported horrific abuse that occurred during a period of time," MacDonald said.
Manougian is charged with the following 25 offenses: eight counts of rape, seven counts of forcible sodomy, five counts of incest, aggravated assault, three counts of tampering with witnesses and informants, and criminal restraint.
The victim in this case is alleged to have been assaulted from age 6 up to age 14 and their identity is not being released. The victim is reported to have also suffered injuries at the time of the alleged assaults requiring medical treatment, and which continue to require treatment.
The offenses brought are based on the law in 1973 and 1974. MacDonald said the case required substantial research because of this to identify what the actual standards were at the time of the alleged crimes as far as the laws pertaining to them.

"We want to send a clear message to child victims that they can and should come forward," he said.
He also said a case of this extent is unusual for the department.
"Obviously we don't see crimes like this every day or that go back decades," he said.
Manougian was released on $250 cash bail and $10,000 personal recognizance bail. He will be arraigned in Portsmouth District Court on May 7.

Also known as “Buddha Babe,” Manougian is alleged to have told the victim, who was related to him, that he would kill her, her mother, her grandparents, her dog, or “anything she loved if she told the police,” according to an affidavit by detective Kristyn Bernier.

“The victim was looking for closure for what she described as years of molestation and physical abuse which had never been reported to the police,” according to Bernier’s report.
That alleged abuse began in 1966, when the woman was 7 or 8 years old, and included her being forcibly raped and sodomized by Manougian who told the girl it was his responsibility to teach her “how to be a woman,” according to police. The woman said Manougian once showed her a badge and said he was “a special officer” with the city police department and that she “would never be believed” if she told anyone what he’d done to her, the police report states.
On five or six occasions, police allege, the young girl was sexually assaulted by Manougian and a second man at the same time. She told police she believed Manougian once stuck some cocaine under her tongue and that he tortured her with the toothpicks to teach her how not to scream while she was being raped, police allege.
According to the police report, after the alleged victim gave birth, a doctor discovered she had internal injuries related to the assaults and she recently underwent reconstructive surgery.
A second source confirmed to police that when the alleged victim disclosed her story of abuse at the age of 14, Manougian was fired by the manager of the now-closed Pic 'n' Pay, who also advised against reporting it to police, Bernier’s report states.
Last month, the woman told police, Monougian approached her in a local supermarket and asked her if “she wanted to pick up their ‘affair’ where they had left off.”
