Cody and Felicia Beemer Charged In Rape Of Their Own 1 Year Old

A mother and father accused of raping their 1-year-old daughter during a supervised visit at Trumbull County Children Services appeared in Common Pleas Court Friday to face the charges.

Both are in jail and most likely won't be getting out soon.

"The state requests a $1 million bond due to the possible life sentence in the rape count," said Assistant Trumbull County Prosecutor Diane Barber.

Judge W. Wyatt McKay granted her request.

Felicia Banks Beemer and her husband, Cody Beemer, were indicted on charges of rape and pandering sexually oriented material involving a minor. Cody Beemer also faces a charge of gross sexual imposition.

The two are accused of raping their daughter during a visit at Trumbull Children Services and also having sexual contact with another baby while at a home in Trumbull County.

During the hearing, Cody showed little emotion while Felicia sobbed and mouthed the words "help me" to her family that sat in the rear of the courtroom.

"I know my daughter did wrong, but Children Services done wrong themselves. I am tired of Children Services. They have been bothering me since my kids were young," said Felicia's mother, Loretta Banks.

A video of both alleged crimes were found on a cell phone.

Both Felicia and Cody are due back in court next week. If convicted of all the crimes, they could face life in prison with parole eligibility after 25 years.

Children Services officials released a statement Thursday saying they are shocked and saddened by the tragedy and that the Ohio Department of Job and Family Services will conduct an independent review of the department's policies and procedures.

A document obtained Friday at the Trumbull County Sheriff’s Office says the Beemers were baby-sitting the 18-month-old boy at an apartment on Elm Road in June or July.

The boy’s mother told Warren police she believes her son is the boy in one of the Beemers’ videos being molested.

The document also says the acts that reportedly took place while the Beemers were visiting their biological daughter at CSB took place while Cody Beemer was changing the girl’s diaper.

The document says a Warren police detective contacted the sheriff’s office asking for assistance with an investigation. The detective said “juvenile sex offender register Cody Beemer had reportedly molested a child,” according to the document.

The Ohio Department of Job and Family Services has agreed to conduct an independent review of CSB’s visitation policies. The review came at the request of CSB, said Nick Kerosky, CSB executive director.

Kerosky has refused to discuss what type of visitation the Beemers were taking part in or what type of supervision was involved.

A woman whose 20-month-old daughter died while in foster care in 2009 and her husband have been charged with raping their 1-year-old child during a visit with her at the Trumbull Children Services Board offices in July.

Felicia Banks Beemer is the mother of Tiffany Banks Cross, a 20-month-old girl who died in 2009 while living with a foster family in Champion.

Bonnie Pattinson, the foster mother, pleaded guilty to involuntary manslaughter in Tiffany’s death and was sentenced to nine years in prison.

Felicia Banks and Tiffany’s father, Thomas Cross, were never allowed to bring Tiffany home from the hospital after she was born, Banks family members said. For 17 months, they were only allowed to have supervised visits with the girl.

In the several months before Tiffany’s death, they didn’t get to see her at all, family members said.

CSB took possession of Tiffany at the hospital one day after she was born. The courts eventually removed all parental rights from Felicia Banks and Thomas Cross.

In 2005, Felicia Banks gave birth to her first child at age 15, family members said. That child ended up in CSB custody at about one year of age.

Felicia Banks had another child in 2009. That child was living with the father’s family, Felicia Banks Beemer’s mother, Loretta Banks said.

During Cody Beemer’s video arraignment Friday, Judge Thomas Gysegem of Warren Municipal Court ordered that Cody Beemer be held without eligibility to make bond. He set bond for Felicia Banks Beemer at $250,000

They didn't kill kids..well that we know of. The child that died was a different child that bitch had and CPS also took away. She died while in foster care.

Nick Kerosky, executive director of CSB, said in a press release that CSB asked Ohio Job and Family Services to conduct the review.

I'm still trying to figure out how a "child sex offender" would end up with visitation with a child, supervised or not? I'm not taking away from what they did but shit, how the hell were they allowed in the same state as their kid much less in the same room?

This is the perfect case in justification of forced sterilization. She should have been snipped after the first kid died. He should just have his damned head snipped off. I can't get my mind around how someone could do this to a one year old baby, or ANY child for that matter. WHAT is it with these baby raping pervs?

He's a juvenile sex offender. I took it to mean that he offended while a juvenile and thus due to the secrecy of juvenile records, not much info is available. Until this shit the fan, few folks may have even known about it.

He is not listed on either the Ohio or Federal registries.

The gun-slinging crimes I generally assume it's blacks but when the crimes are really sick and horrific I usually assume it's a white person. Though that is pretty silly of me, I still feel surprised when some particularly nasty crime turns out to be done by a black person - like that woman who put her son in the oven this year, I was stunned.

I would have been equally surprised if this was a black person too. I am surprised however how horror movie fucking crazy the mother looks - Now that is a shock! See I expected a peaches and cream mommy not one that looks like someone who would actually do something this messed up.
