    St. Louis- Woman Kills Children, Runs Down Pedestrians, Points Gun At Self

    St. Louis (KSDK) - A woman accused of murdering two young children in East St. Louis, Illinois was taken into custody Wednesday evening after striking three pedestrians at Memorial Drive and Market Street.

    Police sources say two very young children, one boy, and one girl, were found shot to death inside of an apartment in the 3000 block of Lincoln Avenue in East St. Louis.

    Authorities believe the woman shot the children, and then headed across the Mississippi River into downtown St. Louis.

    The woman then struck the pedestrians and got out of the car. She then sat down on the pavement with a shotgun.

    Police took the woman into custody in front of KMOV, the CBS affiliate in St. Louis.

    Authorities say the pedestrians have non-life threatening injuries.

    NewsChannel 5 has crews on the scene downtown and in East St. Louis.

    ST. LOUIS (KMOV) – A 25-year-old woman accused by her family of killing her two small children was arrested directly outside the KMOV newsroom in downtown St. Louis with a shotgun Wednesday evening shortly after 6:30.

    Relatives of the woman say a third child, 7 years old, saw his mother kill his 5-year-old sister and 4-year-old brother.

    Police believe this same woman hit a father and son with her car as they headed to the Arch grounds. Staff at KMOV witnessed her park outside of the newsroom, remove a shotgun and load it behind station vehicles.

    The woman's identity has not been released. Circumstances surrounding the arrest are unclear. More details will be provided as they become available.

    The only update I have so far today is that East St. Louis Police anticipate presenting their case to the St. Clair County States Attorney by this afternoon. East St. Louis is in IL and St. Louis (where she hit the pedestrians and was arrested) is in MO. IL no longer has the death penalty. I'll keep you posted!

    A little bit more info, from stltoday.com
    On Thursday, the St. Clair County Coroner's Office identified the girl as Yokela Smith, 4, and the boy as Levada Brown, 5. Autopsies were completed today but the coroner's office did not release details of findings.
    The article also quotes a cousin of the shooter's, who says that she had recently been prescribed medication for depression or some other mental illness.

    Authorities said they arrested the woman Wednesday night in St. Louis as she sat with a shotgun on a bench outside KMOV-TV after the wreck. Officers in nearby East St. Louis, Ill., responded shortly before to reports of shots fired and found the bodies of a 4-year-old girl and 5-year-old boy in a bedroom of the family's apartment, state police Capt. James Morrisey said.

    Autopsies on Thursday determined that each child was shot once in the head at close range with a shotgun and died instantly of the "devastating" injuries, said Danny Haskenhoff, St. Clair County's chief deputy coroner.

    The woman's 8-year-old son managed to escape unharmed and was in a relative's custody Thursday, Morrisey said.

    Investigators have interviewed the 25-year-old woman, who remained jailed Thursday in St. Louis, and "have an understanding" of why the shootings happened, Morrisey said without elaborating.

    A spokeswoman for the St. Clair County, Ill., prosecutor's office said no charges were expected Thursday, though they could be filed Friday.

    Word of the woman's arrest sparked celebrations among a throng that gathered Wednesday night outside the apartment where the killings took place.

    "This is a horrific scene inside," East St. Louis Police Capt. Bobby Cole told reporters before gesturing toward the onlookers. "Once we got word of her being in custody, they erupted in praise and clapping of the hands."

    The woman suspected of shooting her two young children to death was charged Thursday in St. Louis in connection with striking two pedestrians.

    The suspect, Yokeia Smith, 25, was charged by St. Louis police with two counts of first-degree assault and two counts of armed criminal action. Bond was set at $100,000.

    The Illinois Department of Children and Family Services investigated two reports of neglect against the mother, according to DCFS spokesman Kendall Marlowe.

    Child protection investigators substantiated a report of neglect in December 2007, Marlowe said. The children were never taken into protective custody. In February 2008, Marlowe said a care plan was put into place when a relative stepped forward and said they would ensure the children's safety.

    Services were offered to the family, Marlowe said, but the mother refused. Caseworkers continued to offer services until April 2009, when the case was terminated.

    "During that time, there were no allegations of abuse or neglect of those children," Marlowe said.

    Triplett said the family was aware that Smith had been involved with state social services.

    "DCFS was called to investigate. Her mother was right there to get them if DCFS was involved. Their grandmother never let them sit up in a system or a (foster) home. Those kids were loved, especially by their grandmother," Triplett said.

    Smith's mother and the children's grandmother, Irene Jones, was to distraught to talk Thursday, relatives said.

    The scene was so horrific for family and members of the community that police officials called in a psychiatrist, juvenile officers and chaplains.

    So the 8 years prior when she had her first child, was she probably not yet diagnosed. She goes on to have 2 more children. When was she diagnosed? it reads that during this time she managed, (with some help), to raise these children, albeit with some concern with neglect---but no dead babies.

    Makes me wonder if this is a case where an adverse side effect to a prescribed drug caused psychosis?
    From what I gather she wasn't violent prior to this incident.
    Like the mother who decapitated her children after losing her unborn child, also started a medication for post-partum depression (if I'm remembering that right). My guess, she had a psychotic break down induced by the drug and or combination of the drugs and depression that turned to psychosis. Which came first?

    More than 106,000, (that's a highly conservative number from '03) people die a year from adverse drug reactions, for all types of treatments--a good number of that number are people taking meds for depression or other mental condition.
    American's are on a downward spiral, over medicated and under treated for the cause of their poor health. It's not something new we are hearing about it, but the number of such cases are sky rocketing.
    "Statistics prove prescription drugs are 16,400% more deadly than terrorists". When you see it that way it's really no wonder people are losing their minds and committing such horrendous acts. Some are just wicked, evil people other's I think are finding crazy in a pill.
    Just my opinion--you know what that's worth.

    My doctor prescribed me an RX or ten way back in the day when I had trouble dealing with anxiety and/or depression. It shot me outta my mind, and made me a completely different person. I worked hard to get off of them. Now I just bite my nails.

    Really? there seems to be no real reason for this horror, and she has a questionable past that involved some violence. Don't you just love how the emphasis by family is on the killer and not the innocent babies? Sure part is shock and disbelief. But this woman had a violent past, these babies were innocent.
    She's aware and coherent, I'd like to hear her lame ass excuse for killing her babies--shooting their faces off. Think about the babies, all they lost without warning, with out care, stole their lives...and they knew it was mommy.
    They were precious. . . and mommy took it all away. So sorry Levada and Yokela..... in the heavens together.

    Dexter Nicks tells the Belleville News-Democrat that he watched 25-year-old Yokeia Smith load the shotgun the day of the Aug. 31 killings in the family's apartment.
    But he says he felt fearful and left for a friend's house, only to hear moments later of the deadly shootings allegedly involving Smith.

    Nicks said a police officer pulled behind them and tried to stop their car, but Smith said she wasn't going back to jail and sped up.

    Nicks said Smith had been locked up for two weeks on a felony DUI charge and had recently gotten out of jail.

    "When we got to the mall (St. Clair Square), she almost got into an accident. I was scared. I think she blanked out. The police stopped following us and I think Yokeia thought they were going to come to the house to get her," Nicks said.

    "When we got to East St. Louis, near the Kingshighway exit, she called a man she knew and told him somebody was trying to rob her and she needed a gun," said Nicks. "That wasn't true."

    Nicks doesn't know the person Smith bought the gun from and he doesn't know who she was talking to on the phone.

    Nicks said he repeatedly told Smith not to buy a gun, but she wouldn't listen. "It was like she wasn't there. She kept staring straight ahead and smoking cigarettes. I don't know what happened to her," he said.

    "She started counting her money and everything. She had it in her mind that she was going to buy that gun. I stayed in the car with the kids when she got out of the car and started walking up this alley," he said.

    Nicks estimated that it was between 20 and 25 minutes before he saw Smith come walking down the alley. This time, she had a shotgun.

    Nicks said his thoughts were scattered. He felt on the one hand he should leave, but on the other he felt he needed to stay to try to help Smith through whatever she was going through. It never crossed his mind that in the condition he saw her in that she could shoot him or the children.

    "When we got back to the apartment, she went to her room and loaded the gun. I was looking at her load the gun.

    "She had a bottle of Smirnoff Ice sitting on the floor between her legs. I tried to get the bullets and hide them, but I couldn't. I started pacing back and forth in the apartment and she wanted to know why I was doing that," said Nicks.

    The children were in the living room playing with their video game.

    "I heard her back there loading and clicking the gun while I was in the living room with the kids. She turned around real fast and walked into the kids' room and shot that gun out of the window," he said.

    Thinking that the blast had to come from the outside, Nicks rushed outside. He saw people outside looking around. They asked him if he heard the blast. Nicks told them he did. He said to himself, "I know she didn't just shoot that gun," he said.

    When Nicks returned inside and asked Smith if she shot the gun, she said she just wanted to "test it out."

    After that, Smith put the gun in her closet, he said. "Then, she sat on her bed and started rocking back and forth."

    "She was not looking at me or responding to anything I was saying to her. I told her she was tripping (or not behaving normally). She just kept rocking back and forth. I don't know if she heard or understood anything I said. She probably wasn't even listening to me," he said.

    Nicks said he knew Smith was taking prescribed medications because she was diagnosed as bi-polar, suffering from depression and schizophrenia.

    Nicks said he became fearful at different times after that that Smith could get violent with the weapon. And he knew if he got into a tussle with her over the gun and it went off and shot her, "I might go to jail."

    After about 45 minutes of being at the apartment, Nicks said he made a decision to leave because he became afraid, but never felt the children were in danger.

    Nicks said the children will always have a special place in his heart.

    "Like I said, we were a family. I stepped up and accepted the responsibilities of dealing with a woman who had three kids," he said. "I was there for her and them. I still love her."

    I don't think I would have found this person safe to leave with her children based on her very odd behavior---and she had just loaded and shot a gun out the window. nope, no way, no how would have left her alone with those babies.

    An Illinois woman accused of gunning down two of her children was denied bail and granted a public defender Friday before being led in shackles back to the jail and isolated confinement under suicide watch.

    Yokeia Smith faces two counts of first-degree murder. Associate St. Clair County Judge Julie Katz entered a not guilty plea on the 25-year-old's behalf during Friday's brief arraignment. A day earlier, the single mother of three agreed to be returned to Illinois from St. Louis, where she was arrested shortly after the Aug. 31 killings.

    Smith, shackled at the wrists and ankles and appearing disheveled, declined an Associated Press reporter's request for comment as sheriff's deputies led her shuffling from the courtroom back to jail.

    Investigators have offered no details about what may have motivated the killings, and no such explanation may be made public anytime soon. Smith was indicted last week during closed-door grand jury proceedings that take the place of open-court preliminary hearings in which testimony and evidence would have been presented.

    Smith's relatives have publicly pledged their support for her, saying she was bipolar and on anti-depression medication. Smith's lengthy criminal background includes a litany of traffic offenses and various instances of assault and battery, most of them misdemeanors that authorities have suggested were not indicators that Smith's legal troubles would escalate to murder.

    The East St. Louis mother who is accused of the shotgun deaths of two of her children wrote the judge presiding over the murder cases a letter from jail explaining that on the day her children died, she heard voices, saw things and believed the police were after her -- again.

    Cathy MacElroy, Smith's lawyer, has asked that Smith be evaluated to see if she is mentally competent to stand trial.

    "I can't comment on a pending case," MacElroy said.

    Daniel Cuneo, a psychologist, will evaluate Smith and prepare a report that will be submitted to St. Clair County Judge Milton Wharton. A hearing is set for Dec. 6.

    In the letter Smith wrote to Wharton, she detailed the days before police found 4-year-old Yokela Smith and 5-year-old LeVada Brown dead from shotgun blasts Aug. 31 inside Smith's home at 3040 Lincoln Ave. in East St. Louis. Smith's oldest son, 8-year-old Xaveious Brown, escaped the home and survived.

    Smith, 25, was released from the Madison County Jail on Aug. 26 where she was held for aggravated battery on a police officer. The charges stated that Smith punched Collinsville police officer Douglas Talbot in the shoulder on Aug. 9. In a plea deal with prosecutors, Smith admitted guilt and agreed to a one-year probation sentence.

    "If I get into anymore trouble, I will do 5 to 7 years in the white woman's institution, it was said," Smith wrote in a letter to Wharton.

    Her plea bargain also resolved two other Madison County cases.

    In January, Smith was charged with resisting a Collinsville police officer after she refused to follow commands.

    In March, Smith was charged with disorderly conduct for allegedly trying to force her way into a neighbor's apartment in Collinsville.

    Both of those cases were dismissed as part of the plea agreement to the felony assault charge.

    Smith went home to her three children on Aug. 26.

    Five days later, on the day her two youngest children were murdered, police tried to stop her as she drove from an O'Fallon video game store to her East St. Louis home, Smith wrote in her letter. Her license was suspended for two driving under the influence tickets. Her boyfriend Dexter Nicks said Smith told him that she wasn't going back to jail.

    Smith wrote she was hearing voices and seeing things.

    "I had been drinking and popped an X-pill. I had got scared and lost it. Everything went black," Smith wrote. "When I came to, I was sitting on the couch with a gun to my head, trying to kill myself."

    But Smith didn't kill herself. She drove to St. Louis -- with a gun.

    "I was so scared. I ran to St. Louis and hit a white man because I think this was some racist stuff going on," the letter said.

    Smith was holding the shotgun when she got out of the car after hitting the man and his 3-year-old son in the Memorial Drive crosswalk in downtown St. Louis. She sat down and waited for police.

    Smith, who is currently being held without bail in the St. Clair County Jail, wrote the judge that she is taking medication for bipolar disorder, depression and schizophrenia.

    "I am truly sorry for what happened to my kids," Smith wrote. "I loved them dearly and miss them, too."

    An East St. Louis mother accused of the shotgun murders of two of her children is unfit to stand trial, a judge ruled Thursday.

    St. Clair County Judge Milton Wharton accepted a report dated Nov. 23 from Dan Cuneo, a clinical psychologist, that states Yokeia Smith was unfit to face murder charges.

    "Dr. Cuneo finds that there is a substantial probability that she can be found fit within one year with psychiatric treatment and psychotropic medication," Wharton said.
