Can a Child Killer be rehabilitated? Regarding Joshua Phillips...

I was watching an E! special called "Too Young to Kill" & it piqued my curiosity. The murder happened in 1998 so many may have already heard about it.

I've been googling and the only "motive" I can find for his murdering Maddie Clifton is fear, but...that still leaves so many unanswered questions. I do beleive he feels empathy, guilt and shame, but is that enough?

Can we teach someone humanity who lacked it once?

There are several links but this one is somewhat current and from his home state of Florida.
