    OKLAHOMA CITY (AP) — Oklahoma City police have arrested a man in the death of his 5-year-old girl.

    Police said Monday that officers received a call from an apartment complex Saturday morning in reference to an unresponsive child. When they arrived, police say they found Serenity Deal with signs of abuse to her body.

    Detectives took 31-year-old Sean Brooks of Oklahoma City into custody, and later arrested him on complaints of murder and child abuse.

    Oklahoma City police officers said they made an arrest in the death of a 5-year-old girl.
    Sgt. Jennifer Wardlow said police arrested Sean Brooks, 31, on Monday in connection with the death of his daughter, Serenity Deal.

    Police said officers arrived at a home in the 800 block of East Drive in response to a call of an unresponsive child.
    When they arrived, officers said they found Deal, who had "obvious signs of abuse to her body."

    Police said Brooks had called 911, and later told police that his daughter had fallen in the bathtub.
    However, the paramedics who responded to the call said that account does not explain the extent of her injuries.
    According to investigators, Serenity's injuries include cuts and bruises to her head, face, arms, legs, hips and stomach. Some of the injuries were new and some of them were old.

    Police said they found blood in a bathroom, master bedroom and on the girl's mattress.
    Brooks was arrested on charges of first-degree murder and child abuse. A judge denied his bond.

    By Monday afternoon, a memorial in honor of the girl had been set up outside the home.

    What does this mean? That she had been in foster care and he got her back but didn't want her? That he received her body before getting arrested? There is more going on.

    I'm thinking this means maybe something happened to mom... (arrested, died, rehab, etc.) and he got custody of her (for some reason) and he didn't know or care about her. JMO

    A 5-year-old girl returned from visits with her father with black eyes and a bruised body, but child welfare workers pushed for the man to have permanent custody of his daughter, according to a report by the Oklahoma Commission on Children and Youth.

    Serenity Anne Deal died of a severe head injury less than a month after she moved in with her father, Sean Devon Brooks, 31.

    Brooks told authorities she fell in the bathroom of their Oklahoma City apartment, but police are finding holes in his story. They've collected blood evidence in the hotel where Brooks worked that weekend, indicating she may have been beaten there and carried out concealed in sheets, court records show.

    How the girl ended up living with her father is in a nine-page report released late Wednesday outlining her case with the state Department of Human Services before her June 4 death. In it, she's described as a sensitive, well-behaved child, rarely punished with timeouts for not minding. She had a pacemaker from a heart defect.

    She turned 5 in May.

    Brooks hadn't known his daughter before a paternity test in April 2010.

    The child welfare case was opened June 2009 in Lincoln County when Serenity's mother, Samantha Ann Deal, 36, was accused of molesting a 10-year-old boy. Serenity and her 10-month-old half-sibling were sent to live with their maternal grandparents, who tried to adopt Serenity. She remained there until Pottawatomie County child welfare workers got involved in August 2010.

    The report from the Oklahoma Commission on Children and Youth shows DHS workers knew of at least two instances when Serenity returned injured from visits with Brooks, and strongly implies workers from the two counties disagreed on the case.

    The report states:

    Serenity was moved from her grandparents' house into a foster home after child welfare workers discovered her grandmother was allowing her to stay the night with Samantha Deal and her boyfriend, a convicted sex offender.

    On Jan. 4, DHS received a report that Serenity had suffered black eye, a cut on her forehead and bruise on her chest after a visit with Brooks.

    Brooks claimed Serenity's injuries were from her running into a door.

    On Jan. 24, there was a second report that Serenity returned from a visit with Brooks and had two black eyes. A hospital emergency room visit showed bruising on both sides of her face, inside an ear, behind her left ear and on her right shoulder. She had lost almost half her hair due to a condition caused by poor hygiene.

    Brooks claims he accidentally dropped Serenity while carrying her into his apartment from the car.

    Serenity cried before her visits with Brooks, saying she didn't like him and didn't want to go to his house. Serenity said Brooks screamed at her, spanked her and did not wash her hair. Brooks denied those claims.

    Interviews with relatives and witnesses noted Brooks told them he wanted to sign over his birthrights to Serenity, and didn't request visits with her until “DHS pushed it.”

    Child welfare workers were told Brooks has three other children he had not visited in four years.

    Pottawatomie County child welfare workers in March reported Brooks could provide Serenity with a safe environment and recommended she live full time with her father.

    The report indicates it was Lincoln County social workers who investigated the complaints about Serenity's injuries, her attitude toward her father, and found that Brooks didn't have a valid driver's license in December and was wanted by authorities for unpaid traffic fines.

    That information was supposedly passed on to child welfare workers in Pottawatomie County.

    There also was concern about a potential conflict because a relative of Serenity's works in the Lincoln County DHS office.

    “There were extreme disagreements between workers in the two offices about what to do,” a source close to the case told The Oklahoman. “Some people thought the reunification was moving too fast, and no one foresaw this.”

    Shawnee Attorney Joe Vorndran represented Chuck and Annette Deal, Serenity's maternal grandparents, in their attempt to adopt Serenity.

    “We are deeply saddened by this tragedy and hope that the investigation into this matter will result in changes at the Oklahoma Department of Human Services that will prevent a similar incident in the future,” the Deals said in a written statement.

    Vorndran said Serenity lived with her grandparents for three years. He said while she was under DHS supervision, his clients were never given a copy of the DHS plan that prohibited them from allowing Samantha Deal from visiting her children.

    He said at no point did Chuck and Annette Deal allow Serenity to live with their mother as alleged by DHS officials.

    Officials from DHS have little to say about the report. The agency's spokeswoman, Sheree Powell, said their internal review is ongoing and they plan to release a summary of their findings sometime next week.

    Powell said they are surprised the Oklahoma Commission on Children and Youth completed their report so soon, and question whether they had all of the information to do a thorough review.

    Assistant District Attorney Greg Pollard said the woman has entered a blind plea, allowing a judge to determine her sentence. The crime is punishable by up to 20 years in prison.

    The sentencing was delayed because she is pregnant.

    What a bunch of fucked up losers! Both in her family and in the DHS offices that were busy having a dick swinging contest and failed to do what was truly right for this child.

    Foresaw what? The death of this child? The signs were flashing neon...DANGER! DANGER!!!...Her bio monster DID NOT want this child. He proved it time and time again with his fists, and yet...its hard to go on...she was given to this monster, just because she shared DNA.

    You know whats relly effed up, is that this child lived with her grandparents for 3 years. What I read, is that she was a wonderful child, sensitive, well-mannered.She was in a good home. And yes, grandparents didnt use common sense. They did allow the girl to visit pedo boy lovin mom. But couldn't a court order be made to prevent the visits? That mistake by the grandparents is pale in comparison to the obvious danger her bio dad was showing. He didnt know her, he didnt want her. But the DSHS kept pushing it.
    Serenity had a chance of a good life. She was a wonderful girl. She was doing well at grandparents house. She wasnt a freakin experiment for the child welfare workers to do "good" when the signs say different. She was beaten and neglected. And they (DSHS) STILL ignored the danger and wanted her there with him..OMG! This actually hurts my heart for lil Serenity, her grandparents, and her siblings who will never know her.

    p.s. What I want to know is if her baby brother was also removed. and if not, why just her?

    So Lincoln County was the service that investigated and knew about the abuse during previous visits, her fear of visiting the man called her father, and because a relative was in that office, the Pottawatomie County office thought everything they said was tainted? Or is Pottawatomie maintaining they were never told about the investigations? Is Pottawattomie also the office that was pushing for reunification against everyone's wishes? Why were there two offices involved?

    That poor child never had a chance.

    The only decent place she ever was was with her grandparents and they screwed up by letting her stay over at the child molestor mom's place. I still think that they could have done something about the visits and allowed her to stay with her grandparents. At least, they wouldn't have killed her.

    I really hope someone isn't sleeping well at night these days, knowing how they failed this little girl.

    How many of these stories are out there right now, detailing the failure of the the Child Protection system to truly protect children? How many children must die or be terribly injured just so these departments and their workers can "prevent a similar incident in the future?" How about NOW?? How about preventing that incident NOW, in the cases each one of them are handling NOW?!?

    Brooks sure as hell ranks top of the list for piss poor, POS, father of the year, child killer award.

    So this Sean Brooks a low-life thug with a violent history, attacked his then gf in '03, no concern, was left to care for a child he didn't want and didn't even know and had no real interest being a father. Clearly the asswipe with violent tendencies should have been stripped of parental rights after on going signs of abuse were evident.
    wtf was CHS doing? squabbling over how many beatings sufficed in marking him off the list as an acceptable parent?! From what I gather, the grandparents wanted Serenity, meant well but screwed up, ok, I get that but how was it worse than handing Serenity over to dickweed child beater? WHY is it such an insistence with DHS to pair a child with parents although it is glaringly obvious they are absolute useless, pathetic scoundrels!

    Another child is the grave and I point the finger firstly at dead beat parents, a mother facing up to 20 yrs for forcible oral sodomy! ffs, and a low life thug violent father. But the finger points squarely on Pott County DHS, who's job it is to protect children, who were last in line to give this poor child a chance. Like domino's they all fell as they failed Serenity.

    My heart is broken over several times reading the various source and the sordid tale on how this child lost her fair chance at a happy life. There are days I can hardly breath as I read as I know this failure is yet to be repeated again. So sorry Serenity, the blame lies with the adults in your life that failed to protect you. one, by one they failed.

    A Pottawatomie County judge Thursday granted Chuck and Annette Deal temporary guardianship of the baby, which is scheduled to be born Friday to their daughter, Samantha Anne Deal, 21, said their attorney, Joe Vorndran.

    The grandparents were caring for Serenity and her younger sibling because Samantha Deal is accused of sexually assaulting a 10-year-old boy. Samantha Deal is scheduled to enter a blind plea Tuesday in Lincoln County District Court. Prosecutors have recommended she receive a 15-year prison sentence.

    Her sentencing had been postponed because she is pregnant with her third child. Brooks is not the father of that child.

    Vorndran said DHS officials Thursday argued vehemently against placing the unborn child with Chuck and Annette Deal. Since the child will be born in Oklahoma County, DHS may try to have an Oklahoma County judge issue a different order and take the child anyway.

    “We're hoping that doesn't happen,” Vorndran said. “My clients want to be able to take their grandchild home and care for it this time without any disruptions.”

    Vorndran said there will be a hearing next week to review the temporary placement of the infant.

    I have not read every article that has been linked, but I can't understand why DHS is so against the new baby being placed with the grandparents? It seems like the only place within that family where the poor thing will be anything like safe... unless I missed something? :(

    The DHS report doesn't offer any explanation as to why the case was taken out of the hands of Lincoln County workers and moved to Pottawatomie County.

    In January, child welfare workers did not include in their report to the judge that Brooks' visits with Serenity had been halted while they investigated suspicions that he may have been physically abusing her. Serenity had been taken to the hospital by her foster mother after the child returned from a visit with Brooks with a black eyes, bruises and cuts on her face, the report shows.

    The report indicates the judge was eventually made aware of it in a May 25 progress report, but it doesn't specify what the progress report told the judge.

    Powell said there could have been better communication between the child welfare workers and others involved in the case, but no one could have foreseen Serenity's death.

    Cumdumpster was sentenced July 5th:

    The mother of a child who was beaten to death has been sentenced in a separate case to 15 years in prison for molesting a 10-year-old boy.

    The Chandler woman, Samantha Deal, 21, is the mother of Serenity Anne Deal, 5, who died June 4, a month after child welfare workers recommended she live with her father.

    Deal was sentenced July 5 in Lincoln County District Court. She pleaded no contest to felony forcible sodomy in connection with the May 28, 2009, sexual assault of a child.

    A judge decided her sentence after efforts to reach a plea bargain with prosecutors failed.

    Deal's arrest in 2009 set off an investigation by the state Department of Human Services to determine whether she could care for her two children.

    The children were living with their maternal grandparents, Chuck and Annette Deal, of Chandler, but later were taken from them when child welfare workers alleged the couple allowed Samantha Deal to visit her children without supervision.

    The grandparents have denied any wrongdoing. Annette Deal said despite her daughter's problems, she was a good mother and a hard worker.

    A child welfare worker and foster mother tried relentlessly to warn others to slow down placing 5-year-old Serenity Anne Deal with her father before she was killed, The Oklahoman has learned.

    Child welfare worker Donald Wheeler killed himself during the investigation of the girl's death. Wheeler, his supervisor and the foster mother, Donna Linn, of Chandler, all warned officials with the Department of Human Services that the 5-year-old suffered while visiting Sean Devon Brooks and expressed concerns about placing her with Brooks permanently, according to emails, logs and other documentation obtained by The Oklahoman.

    The documentation shows Wheeler and Linn expressed concerns to other DHS workers about Brooks after the child returned from visits with him with black eyes and bruises. It's not clear whether these concerns were passed on to a judge and a prosecutor involved in the case, although the agency has said both knew of the black eyes.

    Wheeler shared the concerns with Jennifer Shawn, a DHS supervisor in Pottawatomie County, in an email March 17.

    Shawn and Randy Lack, who worked for Shawn and was the primary caseworker, were in the process of being fired last week, according to sources close to the case who spoke to The Oklahoman on condition their names not be used. Lack also posted a message about being fired on his Facebook page.

    In March and April, emails about the case between Lack, Wheeler, Linn, Shawn and Priest show that workers from Lincoln County wanted to slow the reunification, while Pottawatomie County workers wanted it hurried.

    “Wisdom would dictate that we as an agency be cautious,” Wheeler wrote in an email to Shawn.

    He gave 10 detailed reasons why they should slow down placing Serenity with her father, including that he had been arrested on a complaint of driving without a license, failed to take his daughter to the doctor when injured, and was yelling at and spanking the girl.

    Linn, Serenity's foster mother, sent emails to Lack expressing much of the same concerns and suggesting the girl be placed with a great-aunt and great-uncle who had continued to maintain a close relationship to her.

    Linn said Brooks was charming and clean-cut but was rough father material. She kept meticulous logs of his visits and contact with Serenity. She shared the logs with Wheeler.

    Linn's logs show Brooks often showed up late for visits and made excuses to cancel visits. Brooks wasn't washing Serenity's hair during her visits and, as a result, the girl contracted bacteria that caused her hair to fall out, she said.

    Linn said she started suspecting abuse when Brooks brought Serenity home Jan. 2 with a black eye after a supposed extended visit with his family in Texas. She said both claimed she ran into a door. Serenity returned from her next visit with Brooks on Jan. 21 with two black eyes and bruises on her head and shoulders, Linn said.

    Brooks later told workers he dropped Serenity while taking her out of his car.

    “I do not believe he dropped her one time on a flat surface. She looks like she's been thrown into the dash/windshield of a car,” Linn wrote in her log Jan. 21.

    For two months, between Jan. 22 and March 23, Brooks made no effort to contact Serenity, even by telephone, according to the log. His visitation had been suspended while her injuries were investigated, although no one could say for sure it was abuse, DHS records show.

    Serenity's attitude toward her father changed after that.

    “Explained to Serenity that DHS will eventually set up more visits with Dad — she began to cry and said she never wanted to go with him,” Linn wrote on Feb. 4.

    Feb. 14: “The mention of his name makes her nervous and the mention of visits brings tears.”

    On March 15, Linn sent an email to Lack with several of her concerns. Shawn responded the following day, saying it was their intention to place Serenity with her father “very soon.”

    “I think the main issue we are dealing with is the department and the court system can drive people nuts,” Shawn wrote back. “I think it is apparent in the documentation during this last investigation that there is a bias against Sean.”

    She said that from then on, Brooks would be communicating solely with Randy Lack.

    “While I understand your concerns and give them value, we are and will continue looking out for Serenity's best interest,” Shawn wrote.

    Priest responded in a March 21 email backing up the concerns of Wheeler and Linn and asking her to re-examine their reasons for worry.

    Despite the documented concerns about Brooks' ability to parent, DHS officials in Pottawatomie County allowed Brooks to start visiting Serenity again in April. By May 11, she was living full-time with him and, on June 4, she was killed.

    Wheeler, 64, of Chandler had worked for DHS since 1981. Co-workers say he was a staunch advocate for children and was almost obsessive about documenting every turn in a case.

    He made photograph collages of each child and included them in his file. He passed copies of those collages on to judges, prosecutors and others working with the child to drive home the idea they weren't just a case, but a living, breathing person, Priest said.

    Wheeler killed himself July 13, two days after investigators from the Office of Inspector General questioned him at his home.

    Priest spoke with Wheeler after authorities left his home. Wheeler was shaken and didn't seem his normal, relentless self, he said.

    “I think that's what drove him over the edge,” Priest said. “He dedicated his entire life to helping kids, and they treated him like a criminal.”

    He said investigators took Wheeler's cellphone, computer and other items. They made him think he was going to lose his job or possibly go to jail, Priest said.

    Wheeler told Linn the same thing.

    “He said ‘They're going to fire me — they're going to pin it on me,'” Linn said.

    Linn has temporarily closed her home to foster children. She said she's having trouble stomaching working with a system that failed Serenity and Wheeler.

    “He killed himself because he thought everything that was important to him was going to be taken away,” Linn said. “Donald Wheeler was not to blame in this.”

    And that is exactly what they would have done, I'm sure. Someone has to be the scapegoat. Looks like this is one of the few workers that do what they do because they want to protect children. More than just a job. Anyone with that passion is a huge loss to the children in the system when they leave (or in this case kill themselves). Plenty of good workers have left because they do the footwork, the visiting, the documenting, the interviewing, but they actually have no say... all they can do is make their report and most often the recommendations for that child's care is left up to someone above him or her that probably never even met the child.

    I live "kiddy corner" to the childrens aid building here,brand new state of the art building is across from me but between Hirams and The Nature Reserve they have
    Anyways all blue glass walls and landscaping up the wazooo
    But they couldnt afford to keep many kids with foster families so they have CHILDREN starting at age 12 living in motels paid by the city alone
    Few years back a few were molested by men that knew they lived alone and took advantage of an already fucked up situation
    The social worker that tried for years to get this situation taken care of and stop the kids being alone and checked on maybe 1x a week committed suicide at the new building(6-7 months after it was built)
    It was all landscaped hilly kinda front lawn,he stabbed himself,set him and his truck on fire and floored his truck intro the new glass building
    Leaving behind a note that he couldnt go on knowing there were hundreds of kids living here alone and being molested and taken advantage of and the system wasnt listening
    Thats got to be the hardest when you know whats going to happen and nobodys listening

    You know whats relly effed up, is that this child lived with her grandparents for 3 years. What I read, is that she was a wonderful child, sensitive, well-mannered.She was in a good home. And yes, grandparents didnt use common sense. They did allow the girl to visit pedo boy lovin mom. But couldn't a court order be made to prevent the visits? That mistake by the grandparents is pale in comparison to the obvious danger her bio dad was showing. He didnt know her, he didnt want her. But the DSHS kept pushing it.
    Serenity had a chance of a good life. She was a wonderful girl. She was doing well at grandparents house. She wasnt a freakin experiment for the child welfare workers to do "good" when the signs say different. She was beaten and neglected. And they (DSHS) STILL ignored the danger and wanted her there with him..OMG! This actually hurts my heart for lil Serenity, her grandparents, and her siblings who will never know her.

    p.s. What I want to know is if her baby brother was also removed. and if not, why just her?
    What about the hair loss due to poor hygiene, though. Did the father have custody then? That doesn't happen over night, if she was living with the grandparents at that time, they were responsible. Washing your head and scalp just once a week will prevent most hygiene issues. Most of our grandparents only washed their hair once a week.

    Sheeee- it! This is just the most frustrating, heartbreaking, unjust case of bureaucratic nonsense ever. Someone was pushing this like a bulldozer and those with the charge to observe and document were ignored . . . at the cost of a life. Two lives, now. WTF is wrong with people?!!

    An Oklahoma Department of Human Services supervisor has been fired for alleged misconduct and dishonesty in the case of a 5-year-old girl who died of child abuse.

    DHS officials say Jennifer Shawn committed 67 policy violations in the case of Serenity Deal. The girl died after being placed in the custody of her father - who is now charged with first-degree murder in her death.

    Shawn on Thursday called the accusations "absurd" and an effort to shift blame from the agency to individual workers. She said she will appeal.

    DHS Committee Established To Review Cases
    OKLAHOMA CITY -- Commissioners overseeing the Oklahoma Department of Human Services created a new review committee on Tuesday.
    Wes Lane will chair the special review committee, which was established to review both child and adult deaths that have not risen to committee awareness and involvement. The committee will look into past cases as well as current ones.
    Brad Yarbrough will chair an existing committee, which announced its next order of business at Tuesday's meeting: To review the performance of the DHS director and to consider compensation.

    Serenity Deal Discussed At Meeting
    Department of Human Services commissioners are discussing the Serenity Deal case during their regularly scheduled meeting Tuesday.
    The death of the 5-year-old has sparked controversy and brought DHS into the spotlight, bringing the commission under intense scrutiny by lawmakers and the general public. Oklahoma Gov. Mary Fallin criticized the commission for becoming lax in its duties.

    Police arrested Deal's father, Sean Brooks, and he was subsequently charged with murder. The child was found beaten to death in his apartment.
    Commissioner Steven Dow said the commission chairman, Richard DeVaughn, has repeatedly denied his requests to discuss the case and the firing of caseworkers who handled it.
    Nearly 150 people showed up to the commission meeting Tuesday. That's more than the normal amount, according to a DHS staff member.
