HIALEAH (CBS4) — Hialeah Police have arrested the father and mother of a child who was found wandering through the streets all alone Tuesday morning.
The two-year-old girl, nicknamed baby Bella, was found wandering the streets at around 9:30 a.m. in the area of West 9th Ave and 74th Street in Hialeah. She was wearing a pink “Bratz” tank top and diapers.

A family member who was staying in the apartment left early in the morning and left the door unlocked, CBS4’s Jorge Estevez reported. The girl wondered outside the apartment complex in Hialeah and was wandering the streets for up to two hours.

The child’ father, Carlos Aybar Oliveras, 31, was arrested and charged with child abuse and child neglect. Hialeah Police said welts were found on the little girl. The mother of the girl, Jessica Pinon, 23, was also arrested.
Police said the abuse only came to light after she was found wandering the streets.

Eyewitnesses Alex Chamorro spotted the toddler Tuesday morning near the apartment.
“I saw her today in the morning like around 7:40 when I was going to work,” an eyewitness said.

Chamorro said the girl was crossing the street.
“I went into the middle of the road with my friend to stop the car,” Chamorro said. “She was crossing the street and the lady on the other side got the little baby because she was crossing the street alone.”

After receiving a 911 call, police arrived at the complex and found the girl’s parents.
“It was as much as a surprised to them to learn that their child was missing,” Carl Zogby of the Hialeah Police Department said. “Apparently, she must have walked out while they were asleep this morning.”

Detectives also brought the girls mother to the Hialeah police station for questioning. After a couple of hours they discovered what witnesses had seen was true.
“She as running around she was crying,” Chamorro said. “And I saw that part of her body was red, like, she got hit.”

Police said that Oliveras confirmed to physically striking the child.
“He admits that he disciplined the child who was misbehaving and he may have gone too far with the discipline,” Zogby said. “As a matter of fact, some of the markings on her body and the welts match the belt that he was wearing so that has been kept as evidence of the crime.”

DCF took the child into custody this morning and also took two other siblings, including a one-year-old sister and a three-year-old brother, from their parents’ care.

That poor little tyke. I'm both appalled and pleased that she was wandering around outside by herself. Whoever left the door unlatched was a careless idiot, but probably that saved her life. Beaten . . . welts . . . "part of her body was red". Granted that last could mean she had a red wrist, but I just felt like she had a large portion of her body red. "Like she got hit." Again, could mean a hand print, but could mean being thrown into a wall. Who knows?

Hialeah Parents Told To Keep Away From Their Wandering Daughter

MIAMI – (CBS4) – A day after her child was found wandering the streets of Hialeah, a bond court judge sent the child’s mother Jessica Pinon home on house arrest.
But her husband, also the 2-year old girl’s father, Carlos Oliveras will be staying in a Miami-Dade County jail until he can post the $20,000 bond the judge ordered him held on.

Oliveras and Pinon were also ordered to stay away the girl.

Oliveras argued with the judge Wednesday after he issued the stay-away order.
“But I’m her father,” Oliveras said through an interpreter.
“Yeah, and you’re accused of having abused her,” Judge Antonio Arzola told him.
“I don’t abuse her,” Oliveras replied.
“That remains to be seen. This is the United States of America and we have a trial by jury,” Arzola said.

“They are good parents, sometimes you know kids leave out of the home it happens a lot,” said relative Mari Martinez. “They were sleeping, it was an accident.”
Police said the abuse only came to light after the girl was found.

Martinez refuted the claim.

“They don’t hit their kids, they don’t abuse (them),” said Martinez
During a custody hearing Wednesday afternoon a judge ordered that girl, along with the couple’s other children, ages one and three, remain in state custody until studies can be done of relatives’ homes to determine which one would provide a safe environment.
A doctor who examined the children told the judge they all appeared to be in good shape except Bella who had a bruise on her right thigh which looked like it may have been made from the bottom of a shoe. He also noted that the girl had scratches on her cheeks, arms and legs as if she had been hit with something.

I'm sure it is a lot of work for them. Kids of one, two and three. But these babies did not ask to be born, the parents either chose to have them or they were too stupid/irresponsible to realise that they were too stupid/irresponsible to cope with more than one, and to take the necessary precautions to limit their family to a managable size.

Baby Bella is quite simply beautiful. I don't care if she has taken the terrible two's and made them her own, she doesn't deserve to be beaten by her daddy. I never thought I'd say this, but thank god the visitor left the door unlocked and Bella was able to get out of that house and wander. And thank god some decent people found her, and CPS acted promptly for once.

Who the hell thinks it is ok to hit their child, a baby really, with a belt, as a form of discipline?? I hope this asshole and his fugly bitch wife don't ever get those children back.

Watch them give the kids back to the parents. Just watch. The parents can then "love" those kids to DEATH. Or maybe it's just Bella who will benefit from that so-called "love."

It will happen, if they are put back into that home. It's inevitable.
