Candace Barnes & Stephen Huggins Arrested For Horrific Abuse,CPS Knew About Abuse

A mother and her lover behind bars for horrific child abuse and 19 Action News is investigating just how much child welfare workers knew.

According to police reports the kids were so hurt and angry that they cut eyes out of dolls. Apparently wanted to do to it to mom's boyfriend for beating them.

Neighbors heard what went on behind closed doors.

Cops say a 10 year old girl and 12 year old boy were viciously beaten again and again with a belt, fists and even a dog leash.

Cleveland cops have locked up mom Candace Barnes and Stephen Huggins.

"Children and Family Services came over to the house they just did not do anything," said a neighbor.

A police report shows in the past a teacher called the agency for Cuyahoga County social workers as did neighbor did too.

But the alleged abuse not stopped until now.

A County spokeswoman said it when the mom was first investigated last April they tried to work with her but she was evasive.

Neighbors saw a big difference in the kids after cops barged in.

"They were just happy to get up out the place," sid a neighbor. "When they was leaving with the social worker they seemed happy leaving relaxed not crying."

@Robynne Bales, I am going through the same shit with this gal who treats her kids like shit. Its in the child abuse awareness area. Her, and the bf LAUGH at cps, and says cps are stupid motherfuckers. And the shit continues. So, Im not surprised that cps blew these kids off, and didnt investigate with a fine tooth comb.

I'm glad the children were finally rescued, and that they are aware of their good fortune. Too often these poor victims just want to stay with their mom even when she's useless and sacrificing them to satisfy her latest BF. I hope things continue to look up for them and that they get a loving home and help to deal with the emotional fallout of their abuse.

I also hope a more careful reporter gets to this story tomorrow.

Sad thing is in most states there is no laws against punishing children however you want to get cps to leave you alone all you have to do is call the police and tell them that they are accusing of abusing your children and the police will tell them to leave and there is nothing that cps can do about it

Now, 19 Action News has learned the kids have been placed with a relative who has already had her own children removed from the home!

The kids' parents, Candace Barnes and Stephen Huggins remain locked up at the Justice Center.
