Lancaster police launched a manhunt Tuesday for a 38-year-old city resident accused of severely beating his 3-year-old stepdaughter as punishment.

Felton Lee Gardner is wanted for a two-month "pattern of abuse" against the girl that included beating and burning her and holding her head underwater, city police Chief Keith Sadler said.

The assaults happened from February to April at Gardner's home at 649 N. Mary St., police said. The child's mother — who isn't accused of any crime— is believed to have stayed there with Gardner.

Police said they didn't know if the incidents happened while Gardner was alone in the house with the child. They were trying to determine how often Gardner watched the child by himself.

The child was not at a hospital Tuesday, and police were investigating when she was treated for her injuries.


"There was a pattern of abuse, and if she had been treated, he would have had to answer for the child's injuries," the chief said.


Sadler said the assaults are even more disturbing when the suspect's stature is considered.


"If you look at the size of this man — 6-3, 230 pounds (versus) a 3-year-old little girl," he said.

An alleged child abuser is in Lancaster County Prison after being on the run since May.

Felton Lee Gardner was arrested Jan. 28 in Delaware and extradited to Lancaster late last week, according to officials.

Police became aware of the alleged abuse after the victim's relatives reportedly found bruises and burns on the girl in April 2008. Police and Lancaster County Children and Youth employees interviewed the girl, and were told a disturbing tale.

According to the girl, Gardner burned her legs several times with cigarettes and repeatedly beat her with a belt. In some cases, Gardner allegedly held the girl's head under cold water.

Gardner also subjected the girl to strenuous physical exercises as punishment, police allege.

When police interviewed the child's mother at the family's North Mary Street home, she admitted Gardner had been "disciplining" the child. Gardner disappeared after that police visit.

The child's mother hasn't been charged.

After being returned to Lancaster, Gardner spent a day as a free man when the local charges were withdrawn because of a technicality in filing. He was rearrested Friday on a parole violation and the same child-abuse charges have been filed — minus the technicality.
