Kimberly Ann Moore, the mother of deceased 5-year-old Zachary Dominguez, who authorities said was the victim of long term physical abuse, has been under investigation before.
Department of Child Protective Services’ Public Contact Person Marleigh Meisner said CPS was called out to Moore’s home in August 2010. Meisner said that there had been previous accusations of abuse regarding Moore’s children.
Though she did not give many details about the case, she did say that on completion of their investigation, CPS had decided the best course was to provide the family with ongoing services. Meisner did not specify what services were offered to the family at that time.
Moore, 27, along Ralph Martinez Jr., 25, were arrested Sunday afternoon on a first-degree felony charge of injury to a child with intent to cause serious bodily injury. They remain in the Ector County Detention Center on $100,000 bond each. Martinez Jr. also has a charge of motion to revoke probation on a possession of cocaine charge. No bond has been set on that charge as of Wednesday.

“Once police got (to the scene), they could see the abuse was apparent,” Carruth said. “Due to the circumstances, officers were able to see the abuse. You know (the child) didn’t do that to himself.”
Moore has three other children, a 10-year-old girl, 3-year-old boy and a 1-year-old boy!!
Ongoing services, my ass, Lil Zachary was old enough to tell about his abuse, so why wasn't he questioned?? Grrrr!!

Rest peacefully, Sweet Zachary, I'm praying justice is swift and harsh!!Randy Martinez said he noticed bruises on the boy’s head when he would cut the boy’s hair, but never thought much about it. He said he has never seen his brother hit a child.
“Everyone who knows my brother knows he would never hit a kid,” Randy Martinez said. “Spank, yes, but never hit.”
