MINOT, N.D. — The victims of a quadruple slaying in North Dakota were a mother, two of her children and her boyfriend, and all four suffered gunshot wounds, police said Saturday.

No arrests have been made in the two Friday shootings in Minot, but authorities said they’ve questioned a “person of interest” and insist residents aren’t in danger. North Dakota averages only 11 homicides a year.

Sabrina Zephier, 19, was found dead after police received a call about “a woman down and bloody” at an apartment Friday afternoon, police said in a statement Saturday.

Less than an hour later, a similar call came in about a boy lying on the floor bleeding from the mouth in a trailer southeast of town. Police responded and found three more victims: Zephier’s mother, Jolene Zephier, 38; her brother, Dylan Zephier, 13; and Jolene Zephier’s boyfriend, Jeremy Longie, 22, said Minot Police Capt. Dan Strandberg.

Strandberg said police have questioned a “person of interest,” but officials would not say whether that person was being held or what may have led to the shootings.

“Nobody has been taken into custody,” Strandberg said. “But we don’t have somebody out there randomly shooting people at random.”

A steady stream of onlookers drove past both crime scenes in the snow-covered city Saturday.

Rick Ricker, of Dallas, rented an apartment next door to Sabrina Zephier’s place a week ago to take a construction job in town. Ricker said police were at her apartment well into Friday night.

“I’m ready to head back to Texas,” he said.

Andrea Proper, 34, of Minot, said she learned about the killings Saturday morning.

“I’m not scared,” she said. “I think it’s just an isolated incident.”

“Everyone’s going to say that this doesn’t happen in Minot, but it has,” added her husband, Derek. “Welcome to the real world.”

Minot, about 100 miles north of Bismarck, has a population of about 36,000 and is home to the Minot Air Force Base, which has about 4,800 active-duty military personnel. It’s also in the shadow of the state’s booming oil patch and has benefited from the region’s increased crude production in recent years.

The North Dakota Attorney General’s office said 15 homicides occurred in North Dakota in 2009, up from four in 2008 — the lowest on record. The 2010 statistics were not yet available, but the state has averaged about 11 homicides annually.

Police have arrested a Somali man in the killing of a Minot woman. They are still seeking a suspect in the killing of the woman's mother, brother and the mother's boyfriend.

Police say Omar Kalmio is charged in the death of 19-year-old Sabrina Zephier, who was found dead in an apartment on Jan. 28. He is the father of an infant girl found alive in the apartment.

Zephier's 38-year-old mother, Jolene, 13-year-old brother, Dillon, and 22-year-old Jeremy Longie, the mother's boyfriend, were found slain in a nearby mobile home. Police Capt. Dan Strandberg says Kalmio is not an official suspect in those deaths. He says the investigation into those killings continues.

A man with ties to four Minot residents who were found dead last week has a criminal record in Minnesota, including the stabbing of a Minneapolis man.

Omar Mohamed Kalmio was charged in 2006 for stabbing a man in the back three times and once in the face during an altercation on Jan. 6, 2006, a criminal complaint from Hennepin County, Minn., stated.

Kalmio was charged with assault in the third degree, a felony, and was sentenced to serve one year and one day in jail. Credited for 143 days already served, Kalmio completed his jail sentence in January 2007.

On Feb. 1, Kalmio was detained by Immigration and Customs Enforcement in Minot, and was held in the Ward County Jail until the following day, when officials with ICE picked him up.

Neudauer noted that Kalmio was previously held in ICE custody until May 2010. He cited a Supreme Court case, Zadvydas vs. Davis, for the reason that Kalmio was let go: "Short of the alien posing an immediate threat to the public or having a mental health ailment which would pose a threat, an alien in this position must be released." In short, without a justifiable reason for detention, Kalmio was released after 90 days.

The fact that there is no government in Somalia for Kamlio to be removed to the country has been without a government since the Somalia Civil War, in 1991 complicated matters for deportation, Neudauer said.

Neudauer could not comment on information regarding Kalmio's status or the specific case against Kalmio at the moment.

Kalmio is the father of Sabrina Zephier's infant daughter. Zephier, 19, was found dead in her home in south Minot. Their daughter was also found there, but unharmed.

An hour later, the bodies of her mother, Jolene Zephier, 38; her brother, Dillon Zephier, 13; and her mother's boyfriend, Jeremy Longie, 22, were found dead at their home in the Jefferson Mobile Home Court, in southeastern Minot.

Police contend in court documents that a witness claimed Kalmio and Zephier argued, and that they had an argument days before she was killed. Kalmio's co-workers at an oil rig site near Williston told investigators that Kalmio had allegedly made statements about Zephier getting pregnant on purpose and ruining his life. Authorities say Kalmio also allegedly described injuries to Zephier that had not been publicly disclosed.

I guess if there's anything good about this, it's that the baby didn't get killed this time.

I just don't get why someone kills another person (or people) b/c of a stupid argument, especially if they'd argued a couple of days before. Why didn't he just stay away and control his temper? He's certainly done himself no favors. Sabrina didn't ruin his life by getting pregnant. HE ruined it by committing murder.

It's been a rumor for awhile that he had help, but no one knows for sure, and if so, who it is. And he ain't talking. Also, the evidence they have against him for Sabrina is very circumstantial at best, so while he's been arrested, at this point it's pretty iffy whether they'll get a conviction.

A Somali man charged in the fatal shooting of a 19-year-old woman in northwest North Dakota is now accused of killing her mother, brother and the mother's boyfriend, who were found dead the same day in mobile home across town.

Omar Mohamed Kalmio, 27, who has a history of violent crime, was charged with murder several months after his infant daughter's mother, Sabrina Zephier, was found dead at her home in Minot in January 2011. The baby was found in the home unharmed.

Court documents show prosecutors filed additional murder charges Friday, alleging Kalmio also was the gunman who killed 13-year-old Dylan Zephier, 38-year-old Jolene Zephier, and Jolene's 22-year-old boyfriend, Jeremy Longie.

Multiple slayings are virtually unheard of in North Dakota, which had 10 murders and non-negligent homicides in all of 2010, according to data compiled by the FBI.

Kalmio was arrested last August at the Grand Forks County jail, where he had been held since February 2011 on an unrelated charge. Police have said that last summer's devastating flooding in Minot may have delayed his arrest, because police had to divert their efforts elsewhere.

The Somali national has said he was in the U.S. under political asylum. He's scheduled for a preliminary hearing June 19, and Larson said she expects the case to go to trial.

Kalmio was convicted in 2006 of second-degree assault with a dangerous weapon and sentenced to about a year in prison. Kalmio also was convicted of theft in 2006, and ordered to pay a fine.
