A 13-year-old boy with cerebral palsy was murdered by neglect, according to results of a Friday autopsy. Police and DCFS are investigating, and two other children living in the boy’s home have been placed in the care of a relative.

Jaylen Brown, 13, of the 8500 block of South Oglesby Avenue, was pronounced dead at La Rabida Children’s Hospital at 10:05 a.m. Thursday, according to the Cook County Medical Examiner’s office.

An autopsy Friday ruled Jaylen died of sepsis and decubitus ulcers caused by neglect, with a secondary cause of death as cerebral palsy. His death has been ruled a homicide, a spokesman for the Cook County Medical Examiner’s office said.

DCFS is investigating, spokesman Kendall Marlowe said. Two other children living at the Oglesby address have been placed in the care of relative, he said.

Between 2003 and 2006, Jaylen’s mother received “supportive services” from DCFS, Marlow said. He declined to elaborate on what services were provided.

Calumet Area detectives are conducting a death investigation.

Three women, including Jaylen's mother, were charged with two felony counts in connection with the case: criminal neglect to the elderly or disabled and preventing discovery of an abused child, said Tandra Simonton, a spokeswoman for the Cook County state's attorney's office.

Jaylen's mother, Kesheia Phillips, and two private-care nurses -- Morris Lee Brinkley and Loren Brown -- were all charged.

DCFS spokesman Kendall Marlowe said his agency was investigating a death-by-neglect allegation. The agency, he said, had prior contact with the family between 2003 and 2006 while providing supportive services, which can generally be in the form of delivering food or material goods to the family or counseling on taking care of a disabled person.

I agree, oops we had inmates in cells 11, 12 and 13? all three should rot in jail, over a long period of time, oh yeah and be tied down so that ulcers can form on their backsides, yeah and then finally turned so that those ulcers can be exposed to feed the goddamned rats (who incidentally have more class than they do!)

Thanks funnymommy! WOW! I can't understand how this could even happen. Everyone is dancing so fast to cover their asses on this one.

When the boy with cerebral palsy, mental retardation and severe scoliosis was brought to a hospital March 17, he had ulcers on his shoulder, ear, legs and hand. The ulcer on his lower back was a crater, seeping pus. A black, crusted patch dotted his tongue. His fingernails had grown long and dirty. His skin was flaky, and his hair was matted.

He had no wheelchair or crutches! Mom hadn't bathed him or seen him naked in over a year! She wasn't sure who was feeding him... it wasn't her! She didn't take him to scheduled dr. appointments. and there is probably TONS more of crap in just day-to-day neglect that aren't even mentioned.

DCS dropped a ball. Jaylen's doctors dropped a ball. Maxim Healthcare Services dropped a ball. The nurses and their supervisors dropped a ball. They shit-head mom dropped a ball.

And all those balls landed right on top of Jaylen.

What breaks my heart is that this child had to endure this for over 13 years. It offends me beyond all reason. I have a mentally and physically handicapped sister and this all hits far too close to home.

I hope they rot in hell... and then die.

Child welfare authorities, doctors and school officials had monitored the family of a 13-year-old South Side boy who died of complications from untreated bedsores for at least two more years than previously known—evidence they had more time to try stopping the neglect that killed him, according to medical records reviewed by the Tribune.

The records show that the Illinois Department of Children and Family Services had contact with the family at least as far back as 2001. Immediately after Jaylen Brown's death May 15, officials at the agency said they had been involved with the family since 2003.

Looking back on previous posts of other kids, DCF doing nothing or doing too little, too late is becoming more the norm.

The DCF workers involved need to be held accountable and removed from their positions.

There are plenty a cells in IL for all of them.
