Randall Carl Evans, 47, was arrested on charges including false alarm of fire and two counts of criminal mischief following the Tuesday afternoon incident in the 1700 block of Southeast Hillmoor Drive.
A maintenance worker told Port St. Lucie police that a patient identified as Evans was on the fourth floor in a prescription refill office.
Evans was engaged in a dispute with employees because his insurance apparently covered the cost of just 12 prescription pills “instead of the normal 20 pills.”
Upset, Evans walked out of the office and
punched the wall in a fourth-floor hallway, breaking the drywall. The affidavit states Evans walked down four flights of stairs.
“Near the first floor were red pipes and valves for the fire suppression system,” the affidavit states.
“Randall twisted one of the valves causing water to flow through one of the drainage lines to the janitor closet on the first floor.”
That activated the fire alarm system, prompting the evacuation of the five-story building.
The water “overwhelmed” the janitor closet drain and flooded the elevator shaft before the evacuation of hundreds of patients and employees.
“Several disabled patients confined to a wheelchair were unable to evacuate causing a severe state of panic,” the affidavit states.
