BUCYRUS, Kansas - The Kansas Department of Health and Environment has issued a Miami County daycare facility an Emergency Order of Suspension after its operator admitted to disciplining a child with a horse riding crop.
According to the emergency order, issued July 13, Shirley Joyce McClellan admitted using the crop to discipline at least one child and reported that she has swatted children with her hand and threatens them with getting a stick as form of punishment.
The matter was forwarded to the KDHE by the Johnson County Health Department and the Kansas Department of Social and Rehabilitation Services, who initially investigated a complaint regarding the horse riding crop.
McClellan has operated the Shirley Joyce McClellan Day Care Home in her house, 6708 W. 201st Terrace, in Bucyrus, since 1995, according to the order of suspension.
McClellan must now inform the parents of the children attending the daycare, in writing, that her license has been suspended.
She has 15 days from the day of the suspension order to request a hearing. If she does not request a hearing, the suspension will become a Final Order.
