Shelby man gets life for felony sexual abuse
SHELBY -- A Shelby man convicted in 2008 of three counts of lascivious acts with a child was charged with four new sexual abuse crimes this month, and will face the rest of his life in jail.
SHELBY -- A Shelby man convicted in 2008 of three counts of lascivious acts with a child was charged with four new sexual abuse crimes this month, and will face the rest of his life in jail.

Kevin Eugene Morrison, 39, 500 Center St., Shelby, was charged in Shelby County District Court June 1 with four counts of second-degree sexual abuse. Each count is a class B felony, carrying a maximum sentence of 25 years in jail.

Morrison appeared June 7 in Shelby County District Court and pleaded guilty to one amended charge of lascivious acts with a child and requested immediate sentencing. Judge Kathleen Kilnoski ordered Morrison to spend not more than 10 years in jail on the amended count, and he was fined $1,000. He was given credit for time served.

The other three charges are dismissed upon expiration of appeal time.


And pursuant to Iowa Code, based on the conviction of a class C felony or greater offense, Morrison was ordered to the custody of the Director of the Iowa Department of Corrections for the rest of his life, with eligibility for parole as provided in the code. The special sentence begins upon completion of the 10-year sentence on the amended lascivious acts charge Morrison pleaded guilty to June 7.

Complaints filed by the Shelby County Sheriff’s Office allege Morrison committed a sex act upon a child under the age of 12 on four occasions during December, 2009; November, 2009; and during the summer months of 2009.

Back in 2008, Morrison, then 37, received probation on amended charges of lascivious acts with a child stemming from incidents that occurred in 2001-02. He pleaded guilty to the crimes, which allegedly took place at West Ridge Trailer Court in Harlan. He was accused of performing a sex act with a person under the age of 12. The alleged abuse was investigated after the victim told her mother, who then contacted police.

Morrison was sentenced to 10 years in jail on each charge, to run concurrently, but the sentence was suspended and he was placed on probation for five years.

Earlier in 2010, Morrison was ordered back into custody for alleged violation of probation, and was residing at a residential correctional facility in Council Bluffs.
