    Rosie Orr Is Missing *found*

    MUSCATINE, Iowa - Police, family and friends are trying to find a 12-year-old Muscatine girl who was last seen around 3:30 p.m. Friday at Central Middle School.

    Rosie is 4'11 approximately 110 lbs. She was carrying a camo sports backpack with the Iowa National Guard logo on it. Rosie wears black glasses, but tends to go without at times.

    It hasn't been ruled out she didn't go to meet someone from online. Her phone hasn't bee used since Friday at 3:48pm.

    I hope she is found safe and brought home soon. At 12, perhaps there is a chance that she ran away and I hope that is the case here. :( Other possibilities are just too bad and I'm sick of bad news. hopefully we'll hear something good about this one and really soon so that her family can be relieved.

    Damn, last article I can find was one day ago. Where's the updates? Maybe the "gathering information for an Amber Alert" means they have information she did meet someone online.

    Rosie Orr, a seventh grader at CMS, is the daughter of Patty Mathias and Shane Orr, both of Muscatine. She may have met someone on the Internet and left - either voluntarily or involuntarily -- with him, said Shane Orr, an information and referral specialist at the United Way of Muscatine.

    The last call made on his daughter's phone was dialed at 3:48 p.m. Friday to a number in Jacksonville, Fla., Orr said Saturday. He said police are investigating calls made on the girl's phone and other leads. They are trying to gather enough information to release an AMBER Alert, he said.

    A spokesman for the Muscatine Police Department could not be immediately reached for comment. A dispatcher said a news release may be issued later.

    It works like it should. I bet than in their efforts to to gather info they found the likely online guy and tracked them from there. If they had credible info on who and where, an Amber Alert would have added more work to the issue and muddied the waters.

The above criteria will be strictly adhered to in order to discourage overuse of the Amber Alert Program which would make it less effective.

    According to Muscatine Police Department officials, Rosario Orr , 12, was located in Jacksonville, Fla. by local and federal law enforcement authorities. She is reported to be in good condition and not injured or harmed.

    The Federal Bureau of Investigation (FBI) is in the process of interviewing Justin Carter (36 yr old male from Jacksonville) about this incident.

    YAY! I am really glad that they found her, and am hoping that this will teach her a lesson. It sounds like she willingly went to meet this guy, and that would not surprise me, since my own daughter will be 12 this summer and I'm consistently horrified at her and her friends' having "boyfriends" without understanding the true meaning. I have already gotten the melodramatic accusation that I would have no idea what it means to have someone "to love you and care about you!" (eyerolling so far back that I may be blind for a while) This guy could have easily seduced a 12-year-old, as sorry as I am to say it. I hope like hell every day that I'm doing right by my daughter, but also am smart enough to realize that she can make a stupid mistake at any point and I may not be near enough to fix it in time. Sounds like that may have happened here.

    I hope that her parents will now take ultra precautions, but I do not believe that they could have always stopped this scenario. I wish we could bundle our kids up forever (at least till they're 18) but the sad fact is that at around this age, they can really fuck up if they follow their childish desires. :/

    Regarding the Amber Alert: I agree that it did as it was supposed to do. It covers a narrow niche of the abduction/missing kids scenarios. I have critisized it many times as have many others on here, but to be logical, it does what it's supposed to do. However, it's been so successful at what it does that it should have led to further methods and procedures to cover the myriad of other possible circumstances. I think that's what is leaving so many people a little confused and frustrated. Amber Alerts clearly work and I think that it would be easy to devise modified AA's to help in other cases like this one and Kyron's and any other abduction that seems to follow a pattern.

    He said that over the weekend federal authorities subpoenaed his daughter’s cell phone and text message records. The telephone had been off since Friday but was turned on Sunday.

    “The FBI was able to track down where she was based on that,” he said.

    He said FBI agents called her and that she spoke to them.

    “The next call I got was that they had been tracking her by her phone and had her in custody,” he said.

    Orr said his daughter’s action “is so out of character, and that’s why it’s so disturbing.”

    “She is a straight-A student involved in many school activities,” he said. “She was never in any trouble at school or at home — just minor kids’ stuff. I can’t remember the last time she was grounded.”

    He said he wants to caution parents to maintain passwords for their children’s online accounts and to check their cell phone records “to see if there are strange numbers.”

    “That is something we never did because she never gave us a reason to think we had to do that,” he said. “But you have to do that stuff. Don’t make the mistake that nothing is going on.”

    Shane Orr, of Muscatine, told the Journal he did not know why his daughter came to Florida.

    “All I can say is that we know it was somebody she had talked to on the Internet,” he told the Journal. He said the FBI tracked his daughter using cell phone records.

    Her mother, Patti Mathias told the Journal she received a text message from her daughter at 3:15 p.m. Friday indicating she would be home late from school to serve a detention.

    Westcott said the FBI is reviewing federal charges in the case.

    I'm wondering that as well...I'm sure it's much easier than it should be. I also think it's important not to underestimate the will of a 12 year old who is bound and determined to get wherever it is she wants to go. I only point it out b/c I was that sort of kid.

    I never realized how young I really was until I see my daughter at an age that I used to be.

    I hope that this wakes this child up. If she (and her parents) are lucky, she will be able to see this in clarity and that will help her in future decision making.

    when i was 13 and 14 i used to hitch-hike. among my multiple moronic decisions was getting into a frickin Winnebago with a complete stranger. for some reason, nothing bad happened to me, but i will never underestimate the stupidity of a kid this age. and i'm PETRIFIED looking at my sweet little daughters, thinking ahead about 5 years.

    Charges have not yet been brought against Justin Carter for his connection in this.

    Dad:
    He said the family is still piecing together everything that led up to the girl's disappearance. He said, however, it appeared his daughter met someone online who likely drove her to Jacksonville. He said it was something he never suspected would happen.

    "I guess what I would tell other parents is she was an honor student with a lot of activities and great support from her family. Even so, you can never be too careful about who they're talking to on the Internet or the phone, so you need to keep track of that kind of thing," he said.

    He said his daughter is fine, physically. He said she was grateful to see her parents waiting at the airport when she was driven to JIA by federal agents. He said his daughter is still trying to absorb what happened.

    "I think she does know quite a bit. But I think it will take a while to sink in," he said.

    Orr said he's not angry at all.

    "She's a 12-year-old girl. When someone is possibly manipulated by an adult, I can't place any blame on her," he said.

    School principal:
    Once Orr turned up missing, authorities searched her locker for any clues about where she might be. Hogenson contacted each of the girl’s teachers “to ask if they’d heard anything,” he said.

    He said that one school staffer looked at the class list and contacted parents of her friends. That search turned up a student “who knew that (Orr) had talked about this person, and we passed that on to law enforcement.”

    The incident reinforced the importance of being diligent and staying ahead of the curve with students’ involvement with technology, including social-networking websites and the Internet in general, he said.

    At Central, students are not allowed to visit sites such as Facebook and MySpace while at school, he said. At the beginning of the year, parents and guardians sign a copy of the school’s technology policy to advise them how the school will handle, among other things, students’ access to websites.

    In addition, teachers and other staff are asked to bookmark sites on school computers that students can be expected to use to do online research. That saves students from visiting search engines, which, their principal said, “can lead them to some very strange places.”

    Federal charges:
    Federal authorities charged Carter, 35, of Jacksonville, Fla., under a federal law that makes illegal the taking of a person younger than 18 across state lines for sex. The maximum penalty is 30 years in federal prison.

    Documents filed in U.S. District Court in Jacksonville reveal that Carter built a relationship with Rosario Orr, then 12, for months over the Internet and by cellular phone, which culminated with him meeting her after school Friday and taking her to Florida.

    Federal authorities found Orr in a tent near Carter's Jacksonville home Sunday.

    According to an 11-page criminal complaint filed by FBI Special Agent Jonathan MacDonald, the timeline of Carter and Orr's interaction is as follows:

    Carter made contact with Rosario Orr on the social- media website Facebook in April. Their relationship developed in the next three months.

    Carter arranged to meet Orr outside Central Middle School at about 4 p.m. Friday. Orr, who had finished her last day of seventh grade, sent a text message to her mother saying she needed to serve detention and would be home at about 3:30 p.m. She climbed into Carter's 1991 Chevrolet Blazer and he drove toward Jacksonville.

    When Orr didn't come home, her parents, Shane Orr and Patti Mathias of Muscatine called police. While at the Muscatine police station, Mathias received another text message from Rosario Orr that said "her life was ending that evening."

    Orr's friends told officials the girl had a "25-year-old boyfriend who was going to pick her up on the last day of school and take her to Texas or Florida."

    Authorities used Rosario Orr's mobile phone records and information posted on her Facebook page to identify Carter as the suspect.

    FBI agents staked out Carter's Jacksonville home. Carter arrived in his Chevy Blazer on Sunday. He admitted talking to Orr on the Internet and by telephone but initially denied knowing where she was.

    Agent MacDonald asked Carter to call Orr's cell phone several times. During one attempt, Carter left a voice mail for Orr and "stated that he loved the child."

    Eventually, Carter reached Orr on her cell phone. Putting the call on speaker phone so agents could hear it, Orr said she was staying at a friend's house but refused to identify the friend.

    Carter finally admitted to agents that he drove to Iowa to meet Orr but denied any sexual contact. Carter told authorities the girl was staying a few blocks away from his Jacksonville residence.

    MacDonald and another agent found Orr staying in a tent in a wooded area described by Carter.

    Orr told authorities she and Carter spent the night in a Motel 6, but could not recall the state. She told agents Orr provided her "with alcohol which tasted 'fruity' and made her 'dizzy.' "

    Carter told authorities "he understood that his involvement with the child constituted kidnapping" but Carter believed "he was intervening in order to prevent the child from committing suicide," MacDonald wrote.

    The affidavit states that after agents found the girl in the tent, Carter said he had taken her from Iowa out of fear she might commit suicide and "believed that his actions should not be considered illegal."

    He also said that he "hoped that the judge would take his intent into consideration."

    According to the document, a member of a Florida child-protection team told agents a medical examination of the child produced "no physical findings," which MacDonald states "neither confirm nor negate allegations of sexual abuse."
