Philip & Shireen Mathieu Charged With 863 Counts Of Child Neglect

MIAMI (WSVN) -- A couple appeared in bond court to face more than 800 counts of child neglect.
According to City of Miami Police, Shireen and Philip Mathieu, forced their 16-year-old daughter to sleep with them in a family car while they kept a neat home inside their duplex, which was also stuffed with garbage.

Police said the daughter told them she spent half her life, from the ages of 8 to 16, sleeping and even going to the bathroom outside the home her parents owned at 6329 and 6327 NW First Ct. The parents have denied these accusations.

Police have charged the couple with as many as 863 counts of child neglect. A judge ordered the couple held on a bond in excess of $430,000.
Police said the couple allowed garbage to pile up inside their home while they cleaned only a small section of it. "The entire family was not allowed to go into the house," said Miami Police Commander Delrish Moss. "The only thing that would happen during the day is mother would go into the clean part of the house and continually clean while piling all the garbage and filth into the other part."

Moss said the reason why the family would not sleep inside still remains a mystery. "Those are things we're still trying to figure out," he said. "I mean, detectives asked questions for hours, and they still have more questions to ask. There really is no good explanation for any of this."

I always feel bad for the kids of hoarders. They seem so desperate for normalcy. Ever watch the series on A&E? Hoarding is a mental illness for sure. I can't believe people live like that, and don't think anything of it!

That's just weird. I wonder how this came to light?

I'm thinking that in the mom's eyes, keeping up the living room was probably a priority, gained from her own childhood or just some form of reasoning. (In a pinch, I'll clean the public portions of the house before anything else. ) But the sad and obvious fact is that they were all sick, to let her force them to sleep in the car while garbage built up in the house. I mean, does garbage service cost that much? What kind of dad just goes along with this? Just take a some shovels and bags and start "cleaning" it all out. Get your bedrooms back. Get mom committed.

Philipe and Sherrine Mathieu have been arrested and charged with 860 counts of child neglect after forcing their own daughter to live outside for eight years. The child, now 16, was forbidden from eating, sleeping, or even using the restroom in the family home, and was forced to do it all outside.

Authorities responded to a tip about sexual abuse taking place at the Little Haiti residence, when they found that the entire family had been living outside on their property. Strangely, the house, which the couple owns, was in fine condition and had electricity and running water. Philipe told authorities that the family was not allowed in the house by the mother because it was being cleaned.

His wife, Philipe Mathieu told police, cleaned compulsively and wouldn't let her husband or family inside their home on the 6300 block of Northwest First Court.

But police say the south unit of the duplex was nearly empty and very dirty.

"There are jugs with dark water, plastic bags, garbage and mildew," said Miami Police spokesman Delrish Moss. "The smell was horrible."

The north unit was much cleaner, with nice furniture, electricity and running hot water, Moss added. Through the open door, a large TV set, wall unit and flower arrangement could be seen.

Moss told reporters that investigators from the Special Victims Unit found a single twin bed there.

"The girl said that's the part of the duplex they use in case [the Department of Children and Families] comes looking," Moss said.

But the family's actual "bedroom" he said, is a red Pontiac Grand Am, shielded from view by a tarp covering the chain-link fence on the property's north side and a strategically parked Ford Windstar van in front. Several other cars on the property also obscured the Grand Am.

Moss said Philipe Mathieu told investigators he allowed the situation because "he didn't want to have problems with his wife."

Police say the family would tell Department of Children & Families workers that the child slept on the one bed inside the duplex.

Inside, police found plastic bags that the family apparently used to defecate in and then clean out and reuse.

Police say this girl was crying out for help. At one point she tried to get into physical fights with her mother, and at another point she ran away hoping police would save her.

The DCF had been to the home multiple times and alerted police about the family's living conditions, but wouldn't say more.

Neighbors heard the commotion for years, but did nothing.

"I would hear her all the time, crying and begging her mama that she wanted to go into the house," one neighbor, who wished to not be named, admitted. "Her mama used to cuss her out all the time. Ever since I've stayed here, and I've been here, like, three years now."

Helberg was incredulous. "So for three years you heard a child crying?"

"I didn't know what was going on."

Seriously, I wish I owned a duplex, but it would be rented out -- both sides. I'd stay right here. I can't understand why you'd want to make house payments and choose to live in a car. The only sane one in the family was that girl, who desperately wanted to live in the house. Dad was just as sick as Mom. Totally bonkers!

What I can't get is how two hoarders find each other? I have a compulsive habit of checking door locks before going to bed, and I never married another person with my same disorder. How do these people find one another?

what i am trying to figure out is if she always kept one side clean, and never let anybody in it, where would the trash come from that she put on the other (dirty) side?

Same place your trash comes from... daily life... plus a bunch of reusable piss-shit bags (which I assume you don't have). Sounds like they didn't use the garbage cans often. Must have been too tired from cleaning the clean side to worry about the dirty side.

Why?? what sick fuckers. I can't imagine this child having to live in such deplorable conditions and NOT even in a home. I agree, the ass neighbor that comes out now and said, oh, didn't know what was going on, YEAH, whatever. No involvement when you knew something was very wrong, makes you a pathetic loser, and in MO should face charges too.
