Police arrested Christina Gradillas, 30, Thursday after reports that she was walking along Midlothian Boulevard carrying the child and falling down repeatedly.
Gradillas told officers the child had fallen at home and she was taking him to a friend's house to get a ride to the doctor.
Officers said Gradillas had what appeared to be a crack pipe in her brassiere and was twitching.
They notified Mahoning County Children's Services.
Gradillas was charged with endangering children and illegal use or possession of drug paraphernalia.

Gradillas, 30, of 3705 1/2 Loveland Road, on child-endangering and drug paraphernalia charges after witnesses reported seeing her drop her 4-month-old baby three times in the snow and on the pavement as she was walking on Midlothian Boulevard Thursday.
When officers found Gradillas around 4:20 p.m., she said she was trying to make it to a doctor because the baby had fallen off of the couch earlier.
Gradillas was not speaking clearly and was unable to control herself physically, police said. Marks on her arm were consistent with heroin use, and a suspected crack pipe was found in her bra.
The baby was taken into the custody of the Mahoning County Children Services Board, and Gradillas was taken to the Mahoning County jail.
I don't even have words for this. I just want someone to drop her on her head from the top of a 3 story building repeatedly until she dies.
