A detective's probable cause statement shows a school staff member saw the student leave the janitor's room, which had the door closed. The staff member reported the incident to the principal.
The principal found the student talking with a teacher and she appeared to be upset and crying. The student was taken to the office, where she told the principal that Ingalsbe had put his hand inside her shirt, touched her chest, kissed her on the lips and neck, hugged her and put his hand inside the back of her pants.
The detective wrote that Ingalsbe told the superintendent, assistant superintendent, principal and the director of maintenance that he had inappropriately touched the girl and put his hand up her shirt and kissed her on the cheek.
