Officials: Man Used Toilet To Escape Jail
Suspect's Father, Grandmother Arrested After Jail Escape
    OSCEOLA COUNTY, Fla. --
    Osceola County sheriff's
investigators have arrested the father and 79-year-old grandmother of an inmate who escaped jail by removing a toilet from the floor, officials said. Michael Jamal Rigby, 21, escaped Friday from the Osceola County Jail, where he was being held on numerous felony charges, including attempted murder.

According to investigators, he was able to unbolt a toilet lift it off the floor. He then made a hole in the ground larger and climbed through it, investigators said. Rigby also managed to get past two fences while not being noticed, investigators said.

Rigby's father, Brian Rigby, of Orlando, was arrested Sunday after he helped his son get away, investigators said. Regina Ralph, Michael Bigby's grandmother, was arrested Monday on charges related to the escape.

According to investigators, after his escape from jail, Michael Rigby fled to his grandmother's house, which is located a few miles away, and she provided him with food and clothing.

The sheriff's office estimated that Michael Rigby may have had six hours before they were notified of his escape.

Ralph then contacted her son, Brian Rigby, who gave Michael Rigby money and a car to get away, deputies said.

"Anyone who assists with helping him escape needs to be responsible for their actions," said Twis Lizasuain, spokeswoman for the Osceola County Sheriff's Office.

Investigators said Michael Rigby may have fled the state with his girlfriend. Deputies said they may be driving a red four-door Mitsubishi Mirage with black rims, tinted windows and a possible Tennessee tag of #4H1 5251.

The county's corrections chief, Greg Futch, apologized for the escape, but said he had no explanation for how it happened.

Rigby was described as a black man about 5 feet 11 inches tall and 170 pounds.

Upon hearing the news of Ralph's arrest, a neighbor told Local 6 News that she's scared.

"I fear for my life and my grandson," said a woman who did not want to be identified. "Who wouldn't?"

Brian Rigby and Ralph are being held at the Osceola County Jail on no bond.

Anyone with information about Rigby's whereabouts is urged to call the Osceola County Sheriff's Office at 407-348-2222 or Crimeline at 800-423-TIPS.

Jail Chief Admits Mistake In Inmate EscapeOSCEOLA COUNTY, Fla.
-- Late Tuesday afternoon, the chief of the Osceola County jail admitted his staff made a mistake that helped a violent inmate escape from his jail cell.

Attempted murder suspect, Michael Rigby, is still on the run. He escaped Friday by pulling the toilet out of the wall in his cell and then crawling through the hole.

Chief Greg Futch of the Osceola County Department of Corrections confessed that no one had checked on Rigby in his cell for over five hours the night he disappeared. He's supposed to be checked every 30 minutes. The chief sincerely apologized to the community and wants to ensure that it will not happen again. He said there were a number of security failures.

"We apologize for this particular incident. Obviously, it's something we never want to have happen," he said.

Sources have told Eyewitness News Michael Rigby tore a toilet off his cell wall, kicked out cinder blocks and made his way over or under two razor wire-laced fences to escape. But how long it took is anyone's guess.

Officials said Rigby could have escaped any time between midnight Thursday and 5:40 Friday morning; jail guards didn't check on him between those times.

"We knew that there was a window of time prior to 5:40 when the escape likely occurred based on internal policies and the things that were supposed to have happened," Futch said.

The Department of Corrections says Rigby, by policy, was supposed to be checked on every half hour.

Futch will not comment on the exact method Rigby used to escape or why he was not seen by personnel or surveillance cameras. Futch insists the ongoing investigation will scrutinize people, policies, procedures and the jail building itself.

"I do hope that, as a result of this, we haven't lost the public's trust. We hold that very important," he said.

No one from the jail has been disciplined yet.

Based on information detectives obtained, they do not believe Michael Rigby is in Florida. They also have reason to believe he may be with a girlfriend from out-of-state.

Anyone with information is asked to call the Osceola County Sheriff's Office at (407) 348-2222 or Crimeline at (800) 423-TIPS (8477). Calls made to Crimeline remain anonymous and tips that lead to the felony arrest of suspects and/or the recovery of stolen property and drugs are eligible for cash rewards of up to $1,000.
