    Daniel Ballard's 14-year old son weighs 60 pounds, lives in filthy RV

    The St. Bernard Parish Sheriff's Office is continuing to piece together the bizarre discovery of a malnourished 14-year-old boy found earlier this week in a cramped, foul-smelling mobile home in a rural section of the parish.

    Deputies said the boy, who is in the custody of the state Department of Social Services, is still at a hospital receiving treatment for a foot infection but is recovering quickly. St. Bernard Parish Constable Tony Guerra stumbled upon the boy Wednesday while serving an eviction notice at a trailer park in eastern St. Bernard.

    The boy weighed only 60 pounds, and police say he has not attended school or received medical treatment in more than four years. The father, Daniel Ballard, 30, was arrested and booked with cruelty to a juvenile.

    The Sheriff's Office is expecting the boy's mother to arrive from Arizona sometime next week. It's unclear whether she has any custody documents to claim legal guardianship of the boy.

    "Until we look at documents and see some facts, we can only go by what the boy and the father are telling us," said Sheriff's Office Chief Deputy James Pohlmann.

    The boy gave detectives his mother's phone number, and she told police that she has been in contact with the boy off and on over the past few years. The woman, whose name was not released, told the Sheriff's Office that she put the boy on a plane from Arizona in 2005 for a short visit with his father.

    From that point forward, Ballard kept the boy with him, although the mother told deputies over the phone that she has tried to get him back but could never track him down. She told police that Ballard often tightly restricted phone conversations and would never reveal their whereabouts.

    The boy's name is not listed anywhere as a runaway or a kidnapping victim, Pohlmann said.

    Both Ballard and the boy told deputies Wednesday that the swollen, discolored foot came after the boy had dropped a speaker on it earlier in the week at a storage building Ballard had on the West Bank.

    Guerra, the constable who initially discovered the boy, said he also noticed what appeared to be an untreated fractured arm. Detectives in the juvenile division said the boy told them the injury was due to a past motorcycle accident. The boy said he was never taken in for medical treatment. The bone was never set properly, police said.

    According to the initial police report of the incident, Ballard told deputies that he had not taken his son to a hospital or enrolled him in school because the boy didn't want to do either.

    The report from Ballard's arrest Wednesday sheds light on deplorable living conditions inside the RV. The report details a "very strong, foul odor emanating from the inside of the trailer" and "numerous pieces of what appeared to be animal feces throughout the trailer floor." Deputies also noticed "there was no food in the trailer, no running water and only the air conditioner had electrical power," according to the police report.

    Ballard and his son were also living with six dogs and one cat inside the cramped mobile home. The pets were taken to St. Bernard's animal shelter.

    The owner of the mobile home park, Charles Fanz, said Ballard had only been living there for about a month. Bruce Jackson, a local justice of the peace, said he was told that Ballard's upkeep and living conditions were unacceptable.

    Jackson later issued the eviction notice that prompted Guerra's discovery.

    For now, detectives are still patching together Ballard's transient lifestyle throughout the New Orleans area for the past four years. Ballard said he made a living by cutting grass.

    Detectives know the boy has lived throughout the New Orleans area since summer 2005, right before Hurricane Katrina. From initial conversations with the boy while at the hospital, detectives believe Ballard had only recently gotten the RV.

    The two had lived in a trailer park on Airline Highway in Jefferson Parish before they moved to the Fanz Mobile Home Estates park last month. Detectives said the boy mentioned that Ballard had a girlfriend they lived with in a Metairie apartment at some point.

    They also lived in a vacant building on the West Bank at one point, the boy told detectives.

    Ballard does have an outstanding warrant in New Mexico for possession of marijuana, but criminal searches have turned up no warrants alleging kidnapping.

    I don't believe that was the real reason he didn't go to school or the hospital. I think the father was afraid the mother might be able to track them down. Now, why the mother never reported him as being taken from the father doesn't make any sense at all.

    I can guarantee you one thing, if my ex ever took my kid and did not return her from visitation, my ass would be on a plane or in a car to find her. I'd call every law enforcement agency I could think of. I'd buy commercial air time on the major networks if needed.

    I'm thinking there's a little more going on with Mom here. Did she have a new boyfriend at the time the boy went to see his dad? Was the boy a troubled child? Did she just decide she's happiest being single and child-free?

    Oh, I totally agree! Just like I don't actually think, that guy who beat his toddler, did it because she "fell out." Sarcasm doesn't translate very well...

    It's funny because the excuses these guys come up with makes them look dumber than if they had told the truth. At least if he said he didn't take him to the hospital because they were hiding out, he would've been showing capability of forethought.

    don't be too hard on the mom...now, she may very well be an unconcerned parent glad to be free, but there may be another, equally valid reason for her not pursuing the bio dad. sounds like the asshole has lived a "transient lifestyle" since taking the boy, so she might not have been able to find him, especially if he moved after each phone call. she probably does not have the money or the freedom to travel to La to search for her son; and if she did come here she could only go to his last known address. think about it..he has no job history, probably does day labor for cash, the boy's not in school, you can bet asshole isn't making close friends to keep in touch with. aw shit, it's a classic, textbook case of "make the bitch suffer". he doesn't want the boy, obviously; the kid is the knife he twists in his ex's gut. "that'll teach the bitch to cross me!" i want a baseball bat and 20 minutes alone with him..well, maybe someone to hold him down for the first whack.
    oh, i'm not saying my scenario is the only possible one, but i saw a lot of this in the Battered Women's Programs. in fact, i saw shit there that i didn't even know existed till i started working there. and it's still going on.

    The only reason I don't really buy that, is the fact that she doesn't have to have his work history to report the kid as missing. She could have called the police and reported a kidnapping. Not to mention the fact that she said she's talked to the boy off and on over the last couple of years. Surely there is a way to track him from there, yet, she still doesn't contact the police?? Idk.. Just doesn't add up to me.

    Daniel Ballard, 30,Father arrested after 60 pound teen found injured in home

    ST. BERNARD, La.
    -- A 14-year-old boy who weighed only 60 pounds and who hadn’t been in school or seen a doctor in four years was removed from his home and his father was arrested by St. Bernard Parish deputies Wednesday.
    Captain Steve Cannizaro said the boy was discovered when a constable went to serve an eviction notice to Daniel Ballard, 30, at his RV home.

    Constable Tony Guerra called the Sheriff’s Office after seeing the young man, obviously malnourished and with an untreated leg injury that appeared to be a swollen, who had an infected right foot.

    Guerra said the young man was also living in deplorable conditions.


    “I could see inside the place and it was horrible,’’ Guerra recalled. “I could see he was limping.


    “I asked the father why he (the son) wasn’t in school and he said he was home-schooling him. I knew that wasn’t true.’’


    Cannizaro said the father said the boy’s injured leg was the result of a speaker that fell on him as they were moving it, but that the boy didn’t want to go to the doctor.


    Cannizaro said deputies found out the boy hadn’t been to school or seen a doctor in the four years the father has had him in the New Orleans area. The young man apparently had also injured his arm a few months ago and didn’t receive medical attention.


    Ballard is being held in the St. Bernard Parish prison. Cannizaro said the two had been living in the parish for just over a month after having lived in other parishes.


    If convicted of cruelty of a juvenile, he could face up to 10 years in prison.


    Detectives said Ballard couldn’t answer basic questions, such as when the boy had last attended school and if there was a copy of his birth certificate.


    "Instinctively, the detectives knew something was wrong, something was amiss there," said Col. John Doran, chief of detectives at the Sheriff's Office.


    The teen, who is being treated for his foot and arm injuries, is in the custody of the Department of Social Services.


    Cannizaro said neither the young man nor Ballard has given them much information, but they believe the boy has been living with him since shortly before Katrina struck.


    No birth certificate for the boy or any legal custody documents have been found. According to Doran, the boy lived with Ballard and his mother in Ohio before 2002. Ballard then moved to the New Orleans area, and the mother moved to Arizona with the boy and his sister.


    In summer 2005, the mother, whose name was not released, put the boy on a plane to New Orleans to be with Ballard. Since then, Pohlmann said, the mother has tried on and off to locate the boy but has been unable to track him down
