    Sheriff's deputies arrested a 42-year-old man on suspicion of child abuse Wednesday after he allegedly duct-taped his handicapped stepson's mouth shut.

    Steven E. Kimball, of Riverton, ripped off several layers of skin when he removed the tape covering the 12-year-old's mouth and neck, said Salt Lake County sheriff's Lt. Don Hutson.

    "Half of his face is ripped off and skin is missing from one cheek," Hutson said, describing the injuries.

    The boy, who can only move his head and arms, suffered swelling, cuts and abrasions.


    Kimball told police he "wanted it to hurt" when he pulled the tape off, the booking statement said. He then used a rag to "briskly" remove some of the tape residue.

    The boy suffers from a form of muscular dystrophy and autism, and learns at a first-grade level, according to a Salt Lake County jail booking statement.

    Kimball taped the boy's mouth shut because he and the boy's mother were upset at things he was saying, Hutson said. The boy's biological father discovered the injuries when he picked him up from a visit with his mother and stepfather.

    The biological parents have joint custody of the boy. The injuries did not require hospitalization but were severe enough to arrest Kimball on suspicion of child abuse and neglect, Hutson said. There were no other injuries.

    The investigation is ongoing, and the boy's mother could also be arrested. There are other children in the home, Hutson said. Kimball and the mother told police they put the tape on the boy because "he would not stop chattering," according to the statement.

    Um, maybe he's "chattering" because of his handicaps and limitations? GMAFB: I hope the mother is charged soon. She's a douche for not turning in the step-dad in the first place.

    The father says half his face was ripped off, but the police said his injuries were not severe enough to warrant hospitilization. Uh, discrepancies anyone?

    The boy, Tyler, has a form of muscular dystrophy and has been in a wheelchair since age 10, according to Salt Lake County Jail records. He can move his head and arms but has no other mobility, according to the report. He also is on only a first-grade learning level.

    "I can't believe all this is happening," said Holly Kimball, Steven Kimball's wife and biological mother of Tyler. "I think he snapped and went overboard this time."

    Holly Kimball works at night and stays home during the day to watch Tyler. On Tuesday, Tyler was having a rough day, Holly Kimball said, so she took her daughters to soccer practice while Steven Kimball stayed home and watched Tyler.

    Holly Kimball said after ripping the duct tape from Tyler's mouth, Steven Kimball wrapped it around his head. When she got home, her first reaction was, "What the heck happened to his face?

    "He said, 'I didn't think it would leave a mark like that.' I tried to believe him. I can't," she said. "I'm more in shock. I don't know. (Tyler is) very mentally challenged and can't express or tell me if anything's wrong. I had no idea anything was going on. I wish he could tell me."
    Holly Kimball said she saw new pictures of her son today from doctors, and the injuries looked even worse than when she saw them on Tuesday. She has not been allowed to talk to her son during the on-going investigation. But she said social workers had talked to Tyler and told her that he seemed happy, was enjoying the attention he was getting and didn't quite understand everything that was happening in regard to the criminal investigation.
    The sheriff's office was notified of the situation after Tyler's stepmother picked him up and took him to his biological father.

    Holly Kimball has been married to Steven for 10 years and has two daughters with him. She said neither she nor her daughters had ever been abused by him. But she said she could not condone his actions with Tyler.

    "Not just on my kid, but any kid," she said. "I just want justice to be served and the right thing to happen."

    State court records show StevenKimball was convicted of simple assault in 2004 and a reduced charge of alcohol-related recklessness in 1991.

    Holly Kimball took her two daughters to soccer practice Tuesday and left her son in the care of her husband. The boy's stepmother received a text from Holly Kimball saying the boy "was acting out that day so she put duct tape over his mouth," court documents state. The boy had been acting "badly throughout the day" and "she became frustrated and put a piece of duct tape over this mouth."

    After she left, "Steve was frustrated with (the boy) and wanted the removal of the tape to hurt," according to court documents.

    After having the tape torn off, there was some residue on the boy's face. Steven Kimball rubbed his face "with a hot towel causing bruising and abrasions on his cheeks, ears and neck," according to court documents. "The residue from the tape would not come off so Steve rubbed (his) face and ear harder and harder."

    The boy was taken to a local hospital to be checked out and later released. He reportedly had a half-dollar-size bruise on his left cheek and a smaller one on his left ear, according to a jail report. His right cheek was swollen and discolored and there were scratches on his scalp.

    Holly Kimball spoke with reporters from different media outlets Thursday, including the Deseret News. Her story about how much she was aware of what had happened and whether tape had been placed on the boy's mouth before she left the house was not consistent in the interviews.

    Holly Kimball was in court Tuesday for her first appearance before a judge. The 34-year-old is being charged with inflicting serious physical injury on a child with criminal negligence. It's a class A misdemeanor with a maximum sentence of 1 year in jail and a $2,500 fine.

    In 3rd District Court, she pleaded not guilty to that charge. As she was walking out of the courtroom, she declined to speak to us about the case, but her lawyer insisted she was innocent and said it would be proven in court.

    "Holly is not guilty of this crime, and we're waiting for more facts to come out in the case. We have not received discovery yet from the prosecutors, but I am confident either the case will be dismissed or she'll be acquitted at trial," Kimball's attorney, Roger Kraft said. "There are exaggerated stories and misconceptions and facts that are not accurate. And when that happens, people charge you with things you didn't do."

    At this time, Holly Kimball's attorney says the two are still sharing custody of the boy and she sees him often.

    Steven Kimball is being charged with second-degree felony child abuse. Right now, Holly Kimball's attorney says they are in the process of deciding if the two will make their next appearance before the judge together or if they will continue to fight the charges separately.

    Good grief! Let the child talk you selfish bastard! As for "mom" you damn right string her ass up right next to him.

    I am disgusted that these assholes feel that it is okay to do this to a child and a handicapped one at that.

    So he wanted it to hurt... well maybe if someone did this to him and then rubbed a little salt in the wound, he might change his mind. Tha audacity of this bully of a "man"

    Why would the courts allow a step-parent to share cusotdy and see the boy he abused "often"? Am I missing something here?

    Sometimes the "challenged" child is a greater gift because in raising and caring for this child, it teaches one to achieve a higher discipline and strong character. It is those who are of little character and intelligence that fail to appreciate the challenge to achieve a 'higher self'. In the Middle East, challenged children are regarded as a precious gift which opens the doors to Paradise. In fact, many will tell you they are "favored" and "blessed" because The Creator offered them an open door to Paradise.
