A bucket of dead rats was carried out of the home in which Susan Hensley, 45, lived.
At least 30 rats were found inside.
MCHD spokesman John Althardt said cleanup crews couldn't have been prepared for what they found in the home.
"This is one of the dirtier, filthier, more disgusting sites that I've seen in my 10 years working at the Health Department," he said.
Neighbor Rebecca Johnson said she watched crews haul away furniture and belongings from the rat and roach-infested home.
"I've heard them (cleanup crew) screaming a couple of times over there," she said.

Hensley was raising rats in the home, which backs up officers' finding that several rats were living in an aquarium.
"I didn't realize it was that bad. I had been in there -- the living room, dining room, kitchen and bathroom -- but I had never been in the back bedroom, so I don't know," Johnson said.
Health Department staffers oversaw the cleanup work, and Johnson said she is wary of where any animals that escaped may try to find refuge.
