Serial "mother" pregnant again-vows to keep it up until she is allowed to keep a baby

A MUM who has had 13 children is pregnant with her 14th - even though ALL her kids have been taken into care.

Last night brazen baby machine Theresa Winters, 36, vowed to carry on having children until social workers let her and jobless partner Toney Housden, 36, keep ONE.

Defiant Theresa, who lives on benefits in Luton, Beds, declared: "We're not giving up. For every child they take away from me, I'm going to have another one."

Theresa, who has had 13 kids, told The Sun of her determination after revealing she is expecting her 14th in November.

ALL the children were taken into care by social workers who had grave concerns about neglect and "lack of parenting ability" demonstrated by Theresa and her jobless partner Toney Housden.

But the couple, who admit they had problems and could be "aggressive" in the past, insist they are now capable of raising a youngster.


And Theresa, 36, said: "We just want to be a family. I won't stop until they let me keep one."

Last night the couple's actions were branded "scandalous" and "outrageous" by critics.

And pressure group the Taxpayers' Alliance called Theresa "extremely irresponsible" as it emerged the cost of the care has run into MILLIONS of pounds - paid from the public purse.

Theresa and Toney, 36, live in a one-bedroom council flat outside Luton, Beds, on benefits totalling £1,100 a month.

Both smoked throughout their interview with The Sun despite Theresa's pregnancy.

The serial mum has been expecting every year of her adult life except 2004.


Several of her children were born with disabilities.

But all have been legally adopted except a boy now aged 14 who has cerebral palsy. He remains in foster care which has cost an estimated £2.3million over the past ten years.

Theresa, who has also suffered a miscarriage, had her first child, a girl, in 1992 when she was 19.

The girl, now 17, and a boy now aged 15 were fathered by her first husband Frederick, who she divorced. He later died of cancer.

She then had three boys, now 14, 13 and 12, with Toney.

Two girls now ten and nine, another boy aged eight and a girl of seven followed.

The couple's next baby died at 18 months after he was born with Pheo Syndrome, a rare condition which stops the brain developing properly.

But they went on to have two more girls, now aged three and two. Their last baby, a boy, was born in March 2008.

The first four children were taken away from the parents after their second birthdays.

Social workers took the others, including the boy who subsequently died, within hours of their births.

Two boys have since been diagnosed with Pheo Syndrome. And the seven-year-old girl is blind.

All Theresa and Toney have is a handful of photos of some of the children as tots - and 13 birth certificates.

Toney said: "We are strangers to those kids but maybe one day they will come looking for us. I hope they do."

Theresa claimed she was wrongly accused of abandoning her latest child.


She said: "I gave birth at 7.25pm and at 10pm I was told he was being taken into intensive care and I couldn't see him.

"I went home as I wanted the support of my friends and family. We went to the hospital with Toney's mum the next day to see the baby - and he'd gone.

"The council filed a report saying we abandoned him. But I never did. I wanted to see him. We never had a phone call, nothing. We have never seen him again."

The couple said they had been so desperate to keep the boy they worked with Luton Council's social services and went to pre-birth assessment classes.

They hoped care workers would agree they had changed.

And they attended sessions in which they were asked how they would cope with children in various circumstances, such as when they were ill. But they said it was all to no avail. They also insisted they agreed to have private counselling as long as it was paid for by the council.

But social services told them to attend a free group session instead.

They refused, saying they did not want to air their issues in front of strangers.

They have asked the council about the possibility of another pre-birth assessment this time around. But they say there has been no response.


Theresa said: "We are being treated like murderers." She added: "If this one is taken away from me I will try for another one. I don't want to because of my health. But we so desperately want to be a little family.

"I want them to give us a chance. If we can't cope I will be the first to admit that and we will never try for children again. But I really think we can do it this time."

Both Theresa and Toney have been accused of being violent towards children but have never been arrested.

Theresa said: "Back when I was 19 I was aggressive but never towards the kids. I told them off as any normal person would. I shouted at them but I never hit them.

"I could shout at the social workers. I used to get very upset about allegations I was beating the kids up. They only saw that if I was aggressive towards them, I could be aggressive towards the kids." Toney also admitted he sometimes lost his temper with the children, but said: "I don't believe in smacking them."

The dad insisted he would "love" to work. But he said: "I want to do it for the right reasons - to support my family. But at the moment the council won't let us be a family."

Luton North MP Kelvin Hopkins has looked into the case.

A letter sent to him by the council said Theresa and Toney cannot keep their children due to "concerns about severe neglect, lack of parenting ability and the consequent risk to any child in their care".


It added assessments carried out over the years "had not revealed any significant change in lifestyle or reduction in risk".

Last night ex-Shadow Home Secretary Ann Widdecombe said: "It's scandalous this woman has had so many children. But what can you do? There is nothing the State can do to stop her."

Fellow Tory MP Philip Davies said: "This is a totally outrageous case and clearly highlights the dependency culture that exists in this country."

Mark Wallace, of the Taxpayers' Alliance, said: "It's unfair for this mum to simply keep having children in the full knowledge they will be taken into care."

I am kinda interested in how they are accused of abandonment, and how she was released after having the baby so quickly... I have never known a hospital to accuse a parent of abandonment if they released the mother and not the child after birth...

I am rather worried that she keeps having disabled children, now that being said I want to clarify that I do not condemn any parent for having them my own niece has Down's and my SIL is a WONDERFUL mom. While she doesn't ever plan on another child (she has her hands full), if she were to try again and that one were to have Down's I could not blame her... but this couple has, I think I counted, 5 disabled children.

I am bothered that these people haven't been able to get out of the system in 17 years. And that the system has deemed them a danger without any filed charges of child abuse... (I really have issues with the system for failing children that needed and interfering with families that were being called on by harassing neighbors and such and lost their kids for no reason at all --- I have seen the later too often).

The idea she is just going to keep having children, and not fight appropriately for the ones that are in care also bothers me. Does she think that proves anything other than she is able to have more kids?

I am sorry but on the pack of cigs or tobacco it clearly states that it causes birth defects. I was fortunate to have no problem quitting when pregnant...just knowing that I was carrying and caring for a little being that didnt have a choice...but I did have a choice. I am not judging her for smoking while pregnant..just pointing out that defects can be caused by smoking....while pregnant. She should quit smoking for the benefit of her child and he should have a job....if the past dictates the future...then they wont have to worry about it anyway cause I am sure when she goes out to have a smoke after giving birth...they will say she abandoned the baby.

There's a typo in this story, it's PEHO Syndrome, not PHEO. It's a rare disorder characterized by progressive brain disease, eye problems and facial anomalies, among other things. None of the "defects" these children had were brought on by her smoking.

The scare tactics placed on smokers state that it can cause low birth weight, premature birth, respiratory problems, or could lead to "Sudden Infant Death Syndrome" And since they have no idea what causes SIDS, blaming it on smoking while pregnant is ludicrous.

My mother, a heavy smoker - slender build, gave birth to me in her late 30's, child number 4 of 5 and I was 10 lbs 10 oz. I smoked through my pregnancies and all my children were healthy as horses and all over 8 lbs. The same goes for all my girlfriends who were heavier smokers than I.

Unfortunately, the chances of these two having a healthy baby with no defects is terribly slim because they are riddled with them as well. They are defects breeding defects.

I know plenty of 50 year olds that in the past two years have been dropping dead....I am happy to hear that those whose mothers smoked while preggie with them have no health problems....and those who smoked with their babies in gestation....dont have children with health problems...I stopped with mine and am glad I was able to...I have a couple Gfs who smoked with their babies and those babies werent so fortunate..maybe yall only smoked one a day or some crazy shit that I wouldnt understand. There are also long term problems for those babies. Count the blessings. Cerebral palsy is a birth defect caused by smoking while pregnant. Even if someone smoked and the child is aflicted with cerebral Palsy.....I still think that some would like to believe that smoking had nothing to do with the defect. Its a government conspiracy....fear mongering and all.

Where are the psych evals on these two? Unfortunately, with some mental retardation, the telling signs are recognizable on the faces of those plagued. As with perhaps, these two. Perhaps they don't understand the gravity of their statements. Maybe they are as simple as believing that they deserve to keep one of the babies they deliver. It's extremely plausible.

Many mentally retarded people can function on a high level and integrate into mainstream society with relatively no problem. But that doesn't mean their world and the consequences of their actions are mentally digested they way everyone else processes information. It seems they simply cannot process the gravity of their situation. If they have some mental illnesses, that wouldn't make them selfish, it merely places them in a tunnel where they simply cannot understand the complexity. I don't know how strong the causation link is but it seems pretty widely regarded by the medical community that there is a higher risk for cerebral palsy for children of smoking/drinking/drug using mothers.

The insinuation is not that it is fine and dandy. The not-even-an-insinuation is that it is not the automatic instantaneous horror that some would have you believe. Yes, it ups the chances but is not automatic.

Those that engage in fear mongering are doing a severe injustice to the message. Extremes of ANY message do more harm than good.

Using your logic, pregnant women should not be in the area of any vehicle (much less ride/drive one), not use any cleaning products, not enter new home construction, not eat anything but organic veggies, and about a zillion other things. Doing otherwise subjects your unborn child to many known causes of birth defects and death.
