Ollie Morris duct taped a 9 & 6 yr. old boy hands, feet, mouth & eyes & choked oldest

A 29-year-old Barcelona Boulevard man was indicted Tuesday on charges he choked a 9-year-old boy and bound that boy and a 6-year-old boy with duct tape, according to Bibb County Superior Court records.

Ollie Mitchell Morris is charged with three counts of cruelty to children in the first degree stemming from the incidents that occurred on or about Jan. 15, according to his indictment.

Morris is being held at the Bibb County jail on $2,750 bond, according to court records.

Kelly Tharpe O’Conner, 30, of Barcelona Boulevard, also was indicted on two counts of cruelty to children in the second degree stemming from allegations she left the boys with Morris knowing he was physically abusive, according to the indictment.

O’Conner was arrested March 5 and released on $2,750 bond March 7, according to jail records.

Bibb County deputies responded to a local school Jan. 15 and met with O’Conner and an investigator from the Department of Family and Children Services, according to a sheriff’s office report.

The children told the DFACS investigator that Morris recently had bound their hands and feet together with duct tape and put duct tape over their mouths and eyes, according to the report. They said he had been abusive toward O’Conner since August 2008, according to the report.

During church Jan. 12, Morris allegedly placed both his hands around the older boy’s neck and choked him to the point where he nearly lost consciousness while the other boy watched, according to the report. O’Conner is reported to have told authorities everything the children said was true and that when she saw them bound by duct tape she “put a stop to it” and argued with Morris. Reached by phone Tuesday, O’Conner said she didn’t admit anything.

She said Morris is not abusive and that she never saw him harm the children before she left them in his care. When confronted by a DFACS investigator, Morris denied binding the children with duct tape, choking the 9-year-old boy and being abusive toward O’Conner, according to the report.
