It not so uncommon to have a large number of DUI's in the drunk world.
Think about it. 20-30 years ago it was little more than a ticket. People racked them up. They have progressively got harder on DUI's and repeat offenders in particular. Now a person will get a mandatory year in jail for the 2nd DUi. It doesn't mean you will do it. The 3rd,4th and 5th is habitual offender and brings on even more time. You have to get the DUIs within 5 or seven years of each other for then to count legally.
You could have 10 DUI's in your life, but if you have not had one for 10 years it is like starting over legally. It all varies by state and county but a judge looks at your entire history in determining sentencing. Your entire history is not always exposed. If it happened in the mid 80's or earlier, chances are it is sitting in a file cabinet somewhere not entered into a computer system.
repeat offenders need to have revoked liscenses and some sort of monitoring until they have been clean for several years. If they drive anyways, then well what do you do with that?
