    Vincent Williams admitted killing a 9-year-old Camden boy to investigators last night, a prosecutor said in court today. He said 'I murdered him' and that's exactly what happened here," said Assistant Camden County Prosecutor Mary Alison Albright. Williams, also on probation for 2008 assault charges against the same child, is charged with the murder of Jamarr Cruz. His bail remains at $1 million.

    Authorities contend a man beat and kicked a 9-year-old boy in their East Camden home Monday morning, then repeatedly ignored the child's complaints about pain.

    By the time the victim, 9-year-old Jamarr Cruz, got medical care on Tuesday morning, it was too late. Jamarr, a fourth-grader at the city's Molina School, died at a city hospital shortly after 7 a.m. Tuesday -- 24 hours after being assaulted in his bedroom at the Ablett Village public-housing complex. His alleged assailant, 26-year-old Vincent Williams, was captured about 9:45 a.m. Tuesday, after a high-speed chase that led from Magnolia to Bordentown, authorities said.

    Williams, an ex-convict and the boyfriend of Jamarr's mother, was taken to Camden County Jail on a murder charge. "You wonder why things happen like this," said Jamarr's grieving grandmother, Monica McGree of North Camden. "Only God knows."

    "One time he came over, and he was scared," added Robert McGee Sr., the boy's grandfather and a North Camden activist. "He didn't want to go home."

    A colorful memorial of balloons, flowers and stuffed animals rose outside Jamarr's home at Ablett Village, an aging complex of brick rowhomes at State Street and River Road. "I came to give him a teddy bear and flowers, to show that I care," said Sasha Roldan, 15, a neighbor. "He used to play football. He used to give you hugs."

    At a nearby community center, children from the complex prayed and cried at their after-school program, said Kimberly Washington, on-site coordinator for the city's Housing Authority. "We're trying to comfort them," she said.

    "We talked about domestic violence," said Tracey Bestury, an Ablett Village resident who attended the session. "If it's going on in your home, let someone know."

    Children at Ablett Village said they knew the slain youth as "Jamal," a name that appeared in almost every message left on two sheets outside the boy's home. Police records identified him as "Jamar." Family members resolved the confusion by citing a letter from the Molina School to parents and guardians.
    "Jamarr was a friendly and quiet young man," said the note. "He was always respectful."

    The boy's mother was not home when the assault occurred Monday, said Jason Laughlin, a spokesman for the Camden County Prosecutor's Office. The mother, whose name was not disclosed, accompanied the boy in an ambulance to Cooper University Hospital on Tuesday, Laughlin said.

    An autopsy determined Jamarr died from "blunt trauma to the torso," according to the prosecutor's office. Investigators from the prosecutor's office and Camden police alerted area law officers to look out for Williams about 8:30 a.m. A Magnolia policeman spotted Williams at the White Horse Pike and Warwick Road about 9:25 a.m., then chased him along northbound Interstate 295 onto Route 130 in the Bordentown area.

    Williams was arrested without incident after his engine blew out about 9:45 a.m., officials said. He has two convictions for drug offenses, according to the state Department of Corrections. He was imprisoned for about five months in 2004.

Not just the mother but the other adults, the grandparents knew he was scared of this fucker and still, he's allowed to be around the boy and even supervise him. Excuse me, I mean beat the life out of him. This poor child suffered for 24 hours before getting treatment. Where the fuck was the mother?? I doubt seriously she was at work for 24 fucking hours. Jamarr might have lived had her ass been there long before that.

    Jamarr Cruz is being mourned now but something could have been done to prevent this tragedy. It seems often family talk and reminisce how oh, he was this he was that...I don't understand. What the fuck ever. I have a hard time feeling sorry for people who could have done something. Something right by Jamarr. My hope is this lesson will not be forgotten as I'm sure the bitch of a mother will once again breed.

    What a horrible, violent and preventable death this poor little guy had. I'd love to know what made the mother, or anyone think that it was ok to let this monster anywhere near this little boy. Look at him, in that picture boo-hoo for himself, the pathetic fuck. I wish they could/would just feed him to alligators and be done with it.     Poor, sweet little boy. Looking to 'outsiders' for the love he was so obviously not getting at home.

    And I agree with everything that has already been said. The 'mother' is a fucking loser to allow that violent tard to be around her son, especially after he had already assaulted him. Also, the grandparents. They knew he was scared, but sent him home anyway. Did they not ask why he was scared? If someone had just listened to this boy. If they had just looked beyond his friendly,quiet and respectful demeanour, then they might have caught a glimpse into his real world of horror and abuse. They might have been able to save him.

    Things happen like this because women repeatedly put themselves before their children. They 'love' the penis, and if keeping him around means the child gets beaten, so be it. They consistently forget that they are responsible for keeping that child safe from harm, and responsible for loving that child more than anything else on Earth.

    She is just as guilty as him, and needs to be sitting in the dock, facing charges and and the same sentence as he is.

    Jamarr Cruz lived in fear and pain. The 9-year-old was attacked in his city home at least 20 times this year by his mother's boyfriend, Vincent Williams -- a brutal existence that ended with a deadly assault this week, officials said Wednesday. And all the while, Williams, 26 -- who authorities say has confessed to Jamarr's slaying and to hiding signs of his abuse -- was on probation for beating the boy with a belt in December 2007.
    The 2007 assault led to intervention by the state Division of Youth and Family Services, which was involved with Jamarr's family until November 2008.

    At a candlelight vigil for Jamarr on Wednesday evening, family members expressed shock at the violence inflicted upon the Molina School fourth-grader. They also demanded information from DYFS about its efforts on behalf of Jamarr, who was left in his home after the 2007 assault.

    "What happened? What went wrong?" asked a tearful Robert McGee Sr. of North Camden, Jamarr's grandfather. "And what's the plan to fix things?" "Until we get some answers, we're not satisfied," said Gladys Cruz of East Camden, who said Jamarr's mother, Omayra Cruz, is her niece.

    DYFS officials will conduct an internal investigation of the case, said Kate Bernyk, an agency spokeswoman. She also said a 1-year-old boy was removed from Omayra Cruz's home and placed in foster care after Jamarr's death.

    Williams took careful steps to conceal the child abuse from outsiders, authorities said. The ex-convict told investigators he punched and kicked Jamarr in areas where bruises would be less visible, such as the chest and stomach according to a court record. He acknowledged keeping the boy "from anyone who could possibly help him, including making up excuses so the victim could not see his grandparents." And, the court record says, "On occasions, he would send the victim's mother away from the home so that he could hit the victim," the court record says.

    Omayra Cruz was not home when Williams punched and kicked Jamarr in the boy's bedroom at the Ablett Village public-housing complex about 7 a.m. Monday, authorities said. Williams -- described as 5-feet-10 and 170 pounds by Department of Corrections records -- was angry that the child had gone to the bathroom on himself, officials said. The boy was denied medical care by his family on Monday, authorities said. Jamarr was taken to a city hospital about 7:10 a.m. Tuesday, after his mother was unable to wake him, and he died at 7:35 a.m. Williams, who was arrested Tuesday after a high-speed chase, cried softly during his initial appearance in Superior Court.

    "(Williams) said, "I murdered him,' and that's exactly what happened," said Camden County Assistant Prosecutor Mary Alison Albright as she summarized the suspect's statement to police. Williams told investigators that Jamarr was "very afraid" of him, according to the statement. He also said he knew he had hurt the youth "pretty bad." Williams could face life in prison without parole for the killing, which Albright described as "hideous." Superior Court Judge Thomas Brown set his bail at $1 million. Williams was imprisoned for several months in 2004 after two drug convictions.

    According to court records, he was sentenced to three years probation after pleading guilty to neglect and abuse charges in connection with the 2007 incident. He also was ordered to attend anger-management and counseling classes. DYFS employees worked with the family through monthly checkups until November 2008, said Bernyk. During a 10-month period, the family went through counseling and Williams and Omayra Cruz attended parenting classes, she said. DYFS determined an abuse complaint in September 2008 was unfounded, Bernyk said.

    Monica McGee, Jamarr's grandmother, believes the boy should have been taken from his troubled home after the 2007 incident. "None of this would have happened," she said.

    In cases of possible child abuse, the priority is to keep the child in the home unless it's found to be unsafe, said Mary Coogan, assistant director of The Association for Children of New Jersey. "The standard is whether the child can be safe," Coogan said. "DYFS is obligated to assess whether or not services put in the home can allow the child to remain there safely."

    In 2007, 23 children died in New Jersey from neglect or abuse, according to a report by the state's Office of the Child Advocate. Seventeen of the deaths were ruled homicides. The grandmother also said she wasn't aware of the recent abuse and couldn't understand why no one reported it. "I am just grieving really hard right now," she said. "Why didn't anybody come forward and let anybody know any information?"

    The prosecutor's office provided no comment as to whether Omayra Cruz is being investigated. Jamarr's mother attended Wednesday's vigil briefly. She silently held a candle next to Jamarr's father, Ellhajj Malik Monroe, then stepped into the crowd, embraced a family member and left.
    That came after Robert McGee Sr. urged some 60 listeners to avoid making judgments in Jamarr's case. "As much as you want to point fingers, I'm not going to," he said. "Now is the time to heal."

    the family wants answers from DYFS? They are not satisfied.

    Why were the family members not on the phone each and everyday with DYFS? Why were they not in court trying to get his boy out of that home. What did the family do to help this little guy?

    I get so angry when I see the blame being cast here on DYFS or DCFS. yes, case workers have jobs to do and they need to protect children, but so do family members. Family member have a responsibility to protect the children as well if not more in my eyes.

    DYFS in NJ is notoriously bad. Even if there were allegations of abuse, chances are the following happened: (Yes, I am from NJ. I have a DYFS folder that's probably several inches thick.)
    1. Incident is reported.
    2. Time passes, between weeks and months before it's addressed at all.
    3. DYFS calls home and informs them of an upcoming home visit sometime in the next month. The EXACT date and time are given. (This gives the abuser time to let injuries heal, and to thoroughly terrorize the child and coach them on what to say. If the parent is neglectful, they can clean up in time to avoid any actual problems.)
    4. DYFS worker comes to the house. If you are having semi-regular visits this can be a different one every few months. The parent is asked to give a tour of the house and living conditions whilst the DYFS worker takes notes.
    5. Case worker then sits down with the parent and discusses the complaint, without the child present.
    6. Case worker then will interview the child in front of the parent. While doing so they are looking for bruises, cuts or emaciation/disheveled or dirty appearance, or obvious distress. Child will regurgitate whatever the abuser told them to for fear of repercussions (which, btw, come anyway. Because the child is the reason why DYFS is looking at them in the first place.)
    7. For what seems to be a sadly high amount of the children involved, even if there are obvious signs, or if the child tells the worker about the abuse, the child is still left *in the house* with the abuser. Sometimes if they see the abuse, they'll interview the child separately. They still will probably not remove the child from the house even if the child tells them what is happening.
    8. Case worker leaves never to be seen or heard from again.
    9. Lather, Rinse, Repeat until the complaint is closed.

    It's worse if you're in foster care already. And your bio parents have to do something exceptionally horrible to you, usually in front of a lot of witnesses, or there has to be drugs involved before DYFS will take you away and put you in foster care.

    The reason why the family is all *WTF* is because the whole STATE has been like WTF for YEARS with DYFS. There are some absolute horror stories that I'm sure weren't posted on here because they pre-dated this site. But I can find the links and share if you like.

    DYFS should have never let that kid stay in that house with that man. Period.

    The mother is at fault to a degree, knowing that the fucker had abused that child before, but it seems like he went to great lengths to hide the abuse and avoid getting caught again. That poor kid was fucking terrorized and beaten for YEARS. And it's possible that after doing all that stuff that the court ordered him to do, and the fact that he wasn't hurting the child in front of her anymore and being careful about where he hurt the child, it is possible that she thought he'd been rehabilitated. I have to hope that if there was any chance that she knew what was going on that they would have arrested her too. And it also explains why the follow up visits didn't net any inkling of what was really going on. (Besides what I listed up above.)

    However, DYFS is supposed to have people who are trained to see the signs. There is always something. I mean, hell, you have to have a psychology degree to become a caseworker. DYFS is culpable here for even allowing this man to have access to this child again. And then for not monitoring things closely enough. I don't honestly care about the cries of "we're overworked and underpaid". No offense, but who the fuck isn't these days? If it's a huge issue (and it is) the state needs to hire and train more people (And do it better) and attempt to retain the good people that they have on their staff instead of running them into the ground until they quit from burnout.

    What's the point of having a governmental body whose sole job is to protect children in the state, if they cannot even do that? Even when it's obvious to the average person reading a newspaper can see what the hell was going on here.

    The state met with Williams and the boy's mother for nearly a year before determining the home was safe in November.

    The child died of blunt force trauma on Tuesday at Cooper University Hospital.

    Williams is charged with murder and is held on $1 million bail.

    On Dec. 18, 2007, Vincent Williams, 26, was arrested inside Cruz's home at 216 Ablett Village and charged with child endangerment. Court documents show that Williams used "excessive corporal punishment" by striking the boy with a belt and leaving marks and bruises on his back and hands.

    Camden police declined to elaborate on the seven visits they paid to the home afterward, but the first, on Jan. 4, 2008, was for a domestic issue. Police would not say if anyone was arrested during that call or others, but court documents show that Williams was in custody from Jan. 21, 2008, to Feb. 1, 2008.

    Police also visited the home on the following occasions:

    * April 4, 2008: report of an accident.

    * June 26, 2008: crime.

    * Oct. 13, 2008: crime.

    * Feb. 11, 2009: Two visits for drug-related issues.

    * March 25: Larceny/theft.

    On Tuesday morning, Cruz's mother, Omayra Cruz, called police after her son was unresponsive. He later died at Cooper University Hospital.

    Williams, according to a probable-cause statement, admitted beating Cruz on at least 20 occasions since January of this year alone. Williams, who also admitted to hiding the abuse from others, said he punched and kicked Cruz on Monday morning because the special-needs student had unrinated on himself.

    Last March, after Williams pleaded guilty to abuse and neglect for the belt-beating incident, New Jersey's Division of Youth and Family Services opened a case with the family. That case was closed in November.

    His mother's boyfriend, 26-year-old Vincent Williams, is charged with murder. Williams has confessed to the slaying and to beating Jamarr regularly over the last three months, according to the Camden County Prosecutor's Office.
    He is on probation for a December 2007 assault on Jamarr. DYFS workers visited the boy's home for about 10 months after that incident, requiring Williams and Jamarr's mother to attend counseling and parenting classes.
    Jim Hmurovich, who heads Prevent Child Abuse America, said he understands the rationale to keep such an intervention secret. Abuse claims could be false, for example, or a family's privacy could be violated.
    But he said some disclosure, such as alerting a child's school, could help children in danger.

    Vincent Williams, the man charged with beating 9-year-old Jamarr Cruz to death in Camden in March, called 911 on the morning of the child's death and told the operator that Jamarr "got kicked in the stomach."

    Williams, the live-in boyfriend of Jamarr's mother, Omayra Cruz, called for an ambulance a few minutes after 7 a.m., when Cruz discovered her son unconscious and panicked.

    On the recording of the call, a copy of which was obtained by The Inquirer, Williams, 26, asked when an ambulance would get to their East Camden apartment, and told the operator he couldn't tell if Jamarr was breathing.

    "He's just not responding," Williams said. "He's just not responding to anything."

    The next morning, Cruz tried to wake Jamarr for school and found him close to death. When she pulled up his shirt, she saw bruises and asked Williams what he "had done" to the child, according to the prosecutor's office.

    As Williams spoke to the 911 operator that morning, Cruz can be heard in the background, screaming in anguish.

    *twitch twitch twitch* Let me get this straight...Convicted Felony, already charged earlier with assault against the victim, is left alone with the kid, who is subsequently beat to death because the mother ignored his pleas of being in pain and she walks away with just the guilt while the felony penis asshole sits in jail...Did i miss anything?

    N.J. Man Admits Beating Child To Death
    CAMDEN, N.J. (AP) -- A New Jersey man has admitted punching and kicking a 9-year-old and waiting a day to seek medical attention for the boy, who died.

    Vincent Williams pleaded guilty to aggravated manslaughter on Monday.

    The 28-year-old Camden resident is expected to be sentenced to a 30-year prison term next month.


    New Jersey's child welfare agency closed its file on the family four months before the child was beaten to death.

    The Division of Youth and Family Services became involved after Williams was accused of beating the boy with a belt in 2007. He later pleaded guilty.

    The only difference between the "mother" and the POS that inflicted the fatal blow is that she ALLOWED him to do her dirty work. No woman who truly values being a mother, loves and treasures her children would have this child within 10 feet of this man. She is just as guilty, if not more so, as he is. He may have dealt the fatal blow, but she sacrificed him. FUCK YOU BOTH!!!!

    "Jamar Cruz, a 9-year-old, was beaten to death by this defendant simply because he needed to use the restroom," Albright said. "If that's not the essence of depravity, then I don't know what is."

    Shortly before he was sentenced to 30 years in prison by Judge Ronald Freeman on Friday, Williams turned to face the boy's family in the back of the court room and apologized.

    "Everything she said was true," Williams said in a soft voice of Albright's account of the crime. "I really can't justify anything."

    He should have at least been sentenced to life, he will do it again in 30 years. He has admitted to beating him continuously over time. WTF!!!!?
