A Lakeville school bus driver, Irene Briggs, who said she saw the cow being towed, called animal control, but when contacted by a reporter this week would say nothing beyond confirming that she witnessed the event and, "It was awful."
Lakeville Animal Control Officer David Frates did not return calls seeking comment.
The cow, owned by Pacheco, strayed from his property, which is just over the town line near Mill Street, early that Thursday afternoon. It wandered down Beechwood to Mill Street, which crosses into Lakeville, where it entered a barn on a small horse farm almost a mile from Pacheco's home. An animal control officer was called along with Pacheco, police said.
With the animal officer present, the cow was put in a harness while Pacheco prepared to lead it home. But the animal control officer, a deputy,
was called off on another emergency and apparently did not witness what happened next.
