MILWAUKIE, Ore. -- A missing teen and the 34-year-old man she was last seen with were located Saturday after a couple who were target shooting spotted the man's truck along the Molalla Forest Service Road.
Clackamas County Sheriff's Detective Jim Strovink said that 34-year-old Robert Best was arrested just before 2 p.m. Saturday after the couple spotted his truck nearby and followed him while alerting police.
Strovink said the couple had a GPS system that they were able to use to help officers narrow in on the exact location of the suspect's truck.
Officers pulled over Best's truck at Hwy 211, one half mile north of Upper Highland Road. The 15-year-old girl was located inside the vehicle and was taken into custody.
Best was arrested and charged with third degree rape. He was booked into the Clackamas County Jail and was being held on $150,000 bail.
Milwaukie police said earlier in the week that tips from concerned citizens indicated the missing 15-year-old girl and suspected sex offender were seen in the Portland-Vancouver Metro Area as recently as Thursday.
An alert was issued up and down the West Coast as detectives search for the teen and Robert Best, 34, a Milwaukie man they believe the girl ran away with.
The teen was last seen in Oregon City last month. Detectives believe she ran off with Best after meeting him on a telephone chat line.
Police were concerned she could be in danger.
The teen left home after she learned police were investigating her relationship with Best.
The two began a relationship in which Best would travel up to the teen's Woodland, Wash., home, pick her up and bring her to Milwaukie, according to investigators.
Detectives believe the two had a consensual, sexual relationship.
The relationship is considered illegal under Oregon law due to her age.
A neighbor said he saw the two enter Best’s Milwaukie home “a couple of times.”
“She'd come into the house … I don't know how long she stayed or anything at all. I don't think she stayed over night,” Bruce Wickward said.
Best was driving a white 2004 Ford F-150 with Oregon license plates 622-BGK.
