RIVIERA BEACH, FL -- Riviera Beach Police have arrested a man they say has been exposing himself to people at the Woodbine Apartment Complex.

Earnest Howard was arrested today and charged with exposure of sexual organs, stalking, and child neglect.

Police say they have had received several complaints of a man exposing himself in the Woodbine Apartment Complex.

One of the victims is a US Postal worker, who would deliver mail in the apartment complex. Police say Howard would sit in stairwells close to the mailboxes and expose himself.

The other female victim was at the pool area of the complex when Howard exposed himself. Howard was apprehended by Riviera Beach detectives as he was in the stairwell area of an apartment building watching the postal worker.

Investigation revealed that Howard had left his 5-month old son unattended inside his apartment located in another building, say police.

Whenever I expose myself to people, I always make sure that there is a federal employee involved so that I get the maximum penalty. I make sure of that by identifying the uniform first..

The best thing you can do when someone exposes themselves like that is start cracking up and saying "really, that's it? It's that small? That's really just sad".

They won't do it to you again. You've just crushed their manhood!
