    Land O' Lakes, Florida - A Pasco County man has been charged with killing one of his 2-month-old twin daughters.

    Pasco County Sheriff's detectives say Thomas Ludwig, 24, is in the Land O' Lakes jail charged with first degree murder.

    Investigators say the death happened December 20th in a Port Richey home which Ludwig shares with a married couple.

    The babies were born in prison, where their mother is serving a sentence for grand theft.

    Ludwig had custody when he reportedly lost his temper after one of the girls started crying. One of his roommates reportedly told detectives that she saw Ludwig snatch the child from her stroller, call her a "little bitch" and then slammed her onto a bed.

    The roommate says she then heard banging noises and the child stopped crying. An autopsy says the the infant died of blunt trauma to the head.

    The dead girl's twin has been placed in protective custody.

    PORT RICHEY -- A 24-year-old father has been charged with first-degree murder in the Dec. 20 death of one of his 2-month-old twin daughters, according to the Pasco Sheriff’s Office.

    Thomas James Ludwig, of Richwood Lane in Port Richey, is being held without bail at the Land O’Lakes jail. An autopsy found that the baby died of blunt trauma to the head.

    The twins’ mother is Nicholle West, who is serving 13 months at a state prison in Marion County for a 2007 grand theft arrest. Pasco sheriff's spokesman Kevin Doll said the twins were born in prison.

    Ludwig had custody of the two girls and shared a home with a married couple. The female roommate told investigators that one of the girls was crying and that when Ludwig snatched her from a stroller, the baby’s head popped backward.

    The witness then saw Ludwig "place the victim back onto the bed with force. The defendant called the victim 'a little b----' and told her to shut up,'' the sheriff’s report says.

    The witness said she returned to her room with her husband. They later heard a loud banging noise and the child stopped crying. Shortly after that, they heard a series of other banging noises.

    Later, the two roommates realized a nearby house was on fire. They ran outside to watch, and so did Ludwig, leaving the babies behind. After they returned home, Ludwig returned to his room and screamed. The female roommate ran into the room and saw the baby lying on a pillow. The baby was not breathing. The female roommate picked up the victim and was taking her to the fire rescue squad when Ludwig took the baby away and carried her to EMS.

    The baby was pronounced dead the following day at St. Joseph's Hospital.

    Ludwig told authorities that the baby was cranky just before her nap. He said that after he returned from the fire, he found her limp, cold and unresponsive. The other twin has been placed in appropriate care, Doll said.

    Ludwig has an arrest record dating to 2003. It includes a felony larceny charge and numerous probation violations.

    The surviving twin , Shiloh Ludwig, has been removed from the home, said sheriff's office spokesman Kevin Doll, who would not comment on whether any abuse is suspected on that baby.

    What sort of people allow a man to do even the first act without calling the police? I guess the sort that would live with an asshat like that. And who calls a baby a bitch? Someone needs to cover him in some Land O'Lakes butter and throw him in the next house fire. I'd watch that. Maybe we could get the Beauty Queen pyromaniac to serve community service by catching that house on fire too.

    Obviously someone should have looked into his background before giving him custody. The mother gave birth in prison, the dad has an arrest record...hmmmm. DCF should have given these 2 little girls to a foster family to raise them. Or better yet, how about putting them up for adotpion? There are plenty of people who can't have kids, desperately try and would have been so blessed by having twins! Now the other baby, has no mom, no dad, no twin. What a shame. I hope he gets the death penalty. Maybe someone should slam his head around until he becomes limp and unresponsive. What a punk!

    My question is why this female witness didn't step in and call the police when the father grabbed the crying baby out of the stroller? This was her home that this baby was being beaten in. This would not have happened in my home. WTF is wrong with this female witness...let me guess...mental problems.

    Good question! Why didn't she get suspicious when she heard the banging noises followed by the child suddenly NOT crying anymore. In my experience, banging things seldom made my baby be quiet. I mean, there's just not that much soothing about daddy (or mommy) having a temper tantrum of his (her) own.

    HORRIBLE. Just horrible. Calling the 2 month old baby a bitch & telling her to shut up??? Sick LOSER. I HOPE that someone in jail makes him a bitch, tosses him around & tells him to shut up EVERY DAY. I hope he cries like a baby.

    I think it needs to be a felony to see child abuse and not report it. Her head popped back? He called his baby a bitch? And instead of taking the baby from him and sending him away to calm down -- instead of calling 911 -- the roommate went to hang out in the bedroom with her husband?

    Sadly someone like that probably feels not the least bit guilty.

    And sadly, the mother will get out of prison and be granted custody of Shiloh, because that's the way it goes.

    Who ever gave the twins to this fucking retard ought to be taken out back and fucking shot. In a normal 2 person, loving house hold, twins can be a real handful. In this place they never had a chance, like nurseronda said, why the hell didn't the other people do something about it?? considering the mom and the dads backgrounds it was probly more of the same kind of FuckTard looser.

    I am a twin and I have been around plenty of twin infants. Its not easy keeping up with 2 newborns and giving them the love and care they need. Poor little girls didn't have a chance in life, born in a prison to a meth head jail bird mom, given to a scumbag AssHat dad who doesn't even care about his other children much less these two.

    If only that woman would have stepped in! I hope she is full of guilt. She'd have to be a terrible person otherwise. How hard is it to say "here let me try to calm her down" when she saw him take her out of the stroller like that. It's so easy for some one to get out of hand with an infant when they are frustrated, shaken baby syndrome is all too common. Daddy was shit anyways, and he was probably either high, or wanting to get high, so he's doubley at risk. She should have taken her. She should have gone in the room when she heard banging. She might have been able to save the little girl, but she did nothing.

    TAMPA - A day after a Port Richey father was charged with murdering his baby, a state review found child welfare authorities failed to protect the little girl.Thomas James Ludwig, 24, got custody of his newborn twins in October after his girlfriend gave birth while jailed in Marion County.

    State and local officials agreed to give him custody, but no one checked whether he could properly care for them, said Nick Cox, a regional director for the Florida Department of Children & Families. Caseworkers also failed to follow up to ensure the young man had access to services such as parenting classes, Cox said.

    "It's not as much a systemic issue," he said late Tuesday, minutes after releasing DCF's review. "It's failures."

    On Dec. 20, Ludwig, 9845 Richwood Lane, and his roommate left the babies in a back room while they checked out a nearby house fire. When they returned 10 minutes, Ludwig found Diella lying motionless on a pillow on the floor.

    She died the next day at St. Joseph's Hospital in Tampa.

    Witnesses told detectives Ludwig grew frustrated by Diella's cries and at some point became forceful with her. An autopsy found she had skull fractures and hemorrhaging. Medical officials ruled the injuries were consistent with shaken baby syndrome, Cox said.

    A Hillsborough County medical examiner ruled the death a homicide, prompting Ludwig's arrest on a first-degree murder charge Monday night. The surviving twin is with a relative, Cox said.

    Diella, Thomas and Shyloh



    PORT RICHEY — Diella Ludwig’s life began in prison, one of the twin girls born to a mother who got in trouble again and sent to live with a father who had no steady job, no car, no place of his own. Her life ended just two months later, on Dec. 20, in the bedroom of a rental house on Richwood Lane. Her tiny skull was fractured; there was hemorrhaging. A medical examiner would later say she died of blunt head trauma.
    On Tuesday, the Pasco County Sheriff’s Office said the 24-year-old father, Thomas James Ludwig, killed her.

    Ludwig’s adoptive parents and sister say they don’t know what happened that evening, and that they have never known him to be violent toward anyone, let alone to his daughters. But as much as they love Ludwig, they say they wonder: Why did the state let him, a twentysomething with few skills or prospects, take the baby girls in the first place?

    “He didn’t have the abilities to meet the needs of these kids,” said Steven Ludwig, who, with his wife Debbi, gained national attention in 2000 for their adoption of 16 children, including Thomas. “I’m sure his heart was in the right place, but it was a very untenable situation.”

    It turns out that the Department of Children and Families is asking the same questions of itself.

    A 12-page report released by the department late Tuesday night reveals that officials missed a number of red flags, including Ludwig’s unstable living arrangements, his initial refusal to submit to a drug test and his lying about his address.

    Officials also acknowledge that they failed to follow a number of policies, including ones that would have forced them to analyze much more carefully whether Ludwig provided the best environment for the girls.

    “Once the children were released to Thomas Ludwig, an assessment of the service needs did not appear to comprehensively address the multiple risk factors including a young parent now with infant twins, lack of stable housing and employment, admitted drug use and refusal to submit to two prior drug screens,” the report said.

    DCF regional director Nick Cox said Tuesday night that Shyloh, the surviving twin, apparently had a leg injury when she was taken to the hospital for an evaluation following the death of her sister.

    He said that the cross-jurisdictional red tape from Marion County, where the twins were born, to Pasco County, where the father lived, may have gotten in the way of setting a clear path for the children’s care. He said no one ever called for a case review meeting — what the department calls a “staffing” — to figure out what was best for the babies.

    “We needed someone with a sense of urgency,” Cox said. “It’s difficult to understand why we had no planning or preparation in place for the birth of these kids. “I wish to God somebody had had that staffing,” he said, “and we might not have been in this situation.”

    Diella and her sister, Shyloh, were born to Nicholle West, days after she was sent to Lowell Correctional Facility in Marion County. Her arrest record includes felony methamphetamine possession and grand theft. On Oct. 3, she was arrested for violating her probation and sent to Lowell.

    West told caseworkers that the biological father, Ludwig, should get the girls. And not long after they were born, Thomas Ludwig had his sister, Justine Greer, drive him to a Marion County hospital to pick up the twins.

    “He was excited that he had these two little girls,” said Greer, 28. Steven Ludwig said his son was under the impression that he was the only one who’d take care of the girls. “He was convinced nobody was going to do anything to help these kids,” he said. “He kept pushing forward.”

    According to the DCF report, child protection workers in Marion County failed to evaluate whether Ludwig had the proper home environment. Then, the report says, Pasco County child protection investigators — a team from the sheriff’s office that works on behalf of DCF — made the same mistake.

    One Pasco County investigator met with Ludwig three times over 38 days, “with each home visit occurring at a different address which Mr. Ludwig stated was his residence,” the report says. The last contact was on Dec. 1, less than three weeks before the death of Diella.

    The report raises a number of red flags about Ludwig’s behavior, including his lying about his address, his inability to show he had places for the girls to sleep and his initial refusal to submit to drug testing.

    In addition, Ludwig, whose criminal record includes larceny and worthless checks, had been a subject of previous abuse reports, the details of which are redacted on the DCF document.

    Pasco sheriff’s spokesman Kevin Doll said the department had provided services to Ludwig, including helping him find a day care center for the girls. Ludwig had also signed up for food stamps and WIC, though his family says they were helping him buy diapers.

    Cox, the DCF official, said the Pasco sheriff’s team had helped Ludwig sign up for a parenting class last month, but that investigators were apparently not told that the class was full.

    Neither Marion-based or Pasco-based investigators ever ranked the case as a high-risk one. The importance of that designation “cannot be understated in the Ludwig case,” the report says. “This is precisely the kind of case the procedure was developed for; to prevent the breakdown of communication between various individuals and agencies.”

    Thomas Ludwig, along with his two siblings, were adopted by Steven, an insurance salesman, and Debbi, a stay-at-home mom, when they were children.

    The Ludwigs, who live in a 5,400-square-foot home near the water in Port Richey, are strong Christians who homeschooled all 16 of their adopted children and their one biological child. One of Thomas’ biological brothers, Andrew, gave the family such a hard time — terrorizing his siblings, flinging picture frames, punching holes in the walls — that the couple locked him out of the house in 2000, afraid he would hurt the other children.

    In a widely publicized case, the police charged the couple with neglect. A month later, amid public outrage, the charge was dropped.

    He could've been a hero. Caring for newborn twins while their mom was in jail, single dad working hard to get by? He could've turned his shit around, and he'd have had the genuine respect of everyone he enountered. But he failed. Catastrophically. And now he's a baby killer. Where was that huge adoptive family to help him with the day to day? I mean, diapers are nice, but a real support network is the only way a guy with nothing is going to succeed at parenting twin infants. All those kids were adopted, but it seems like maybe they failed to develop real family ties to each other then. It's all just beyond tragic.

    I'm gonna go ahead and say that the number one reason the room mate didn't come out and say something is... she's an addict too. Meth addicts hang with other addicts, if he was moving around to at least 3 different places while they were investigating his "home life", it was probably with others like him. It's so easy for them to just let their "friends" stay at their place, especially if they're buying the dope. She probably didn't say anything because maybe he's the one with the supply, how would she get high later? Maybe she had been up for days and it didn't seem out of the norm for her? All i can say is if those kids were allowed into that world, they had little chance of not being abused or neglected in one way or another. It's so sad, and I cringe when i think of the lifestyle those little babies were exposed to so young. I hope this mother is so racked with guilt she cleans up her fucked up life, and becomes a productive member of society. Meth can be conquered.

    Yep, If the news article is true about his motives, they were quite good concerning the twins. However you would think the adoptive parents had some kind of a clue as to what he was getting himself into and would have definitely done more than buy the twins some diapers. Hell they got into a boat load of trouble themselfs over locking a child out of the house.

    It kind of looks to me like Thomas was useing some of thoughs skills he learned at there house on the twins. The difference is, he was a teen and they are infants.

    St. Petersburg attorney Darryl Rouson has taken on the case of Nicholle West, the mother of a baby who died in December on the watch of child welfare workers. He is preparing to sue the agencies involved in Diella Ludwig's short life.

    An internal review by the Department of Children and Families found caseworkers gave the twins to Ludwig, 24, without exploring if he was fit to care for them. He has a criminal record, a history of drug abuse and faced prior allegations that led DCF investigators to recommend he not be left alone with children.

    Rouson has filed a notice of claim letter — the legal requirement before suing a government entity — on West's behalf. It names the Department of Children and Families, the Pasco County Sheriff's Office, the Marion County Sheriff's Office and two private contractors for DCF, Youth and Family Alternatives and Eckerd Community Alternatives.

    "We're not interested in beating up on DCF," Rouson said. "We're only interested in improving the process, finding out what actually happened and helping Ms. West get through this."

    Rouson, a state House representative, said he hasn't yet decided whether he will represent West in her efforts to regain custody of her other children when she is released from prison. In addition to the surviving twin, West has another daughter and two sons. "She absolutely wants to come out and be the best mother that she can be to all of her children," he said.

    How often are biological fathers actually "Investigated" when the mother is out of the picture and only he is left to care for a child(ren)? I am just curious. It isn't like he is a family member other than the father, right? Is that the failure here? If so, when did it become the responsibility of the state (and tax payers) for this to happen? Maybe I am just too tired to think straight. He should certainly be punished, but the agencies?

    No, I think you are thinking straight - I agree. He's their father, their mother is satisfied with leaving them in his care, CPS reviewed the arrangement and were satisfied he felt confidant in caring for them. I don't think a father should have to prove to the state he's competent to care for his children in order to take them home from the hospital. I think the state needs a compelling reason intrusively investigate him, to lable him high risk and become more involved in his relationship with his kids. A compelling reason more than, well, their mom is in jail, as that doesn't apply to him. Perhaps the state *could* have done more, but I'd be displeased with so unneccessarily intrusive a policy. I'm satisfied that they made good faith efforts to supply him with an array of supportive services. I prefer the support services approach.

    Could you imagine if he were a great dad, only perhaps poor, and he had to prove himself to CPS repeatedly while his infants sat in foster care before they'd let his own newborns go home with him? Now some people here might easily imagine that, and in fact think that's the only way anyone should get to go home with their baby. But I guess I'm in the parents' rights camp - and I think children themselves are still best served by remaining with their imperfect biological families in 99% of all cases. Hey, this is one of the few issues on which I find myself inadvertantly siding with the religious right, LOL.
