I'm pretty sure I've seen an idea something similar to this somewhere else, but I don't remember where. I just had a slight sense of Deja vu watching the news last night.
The Chicago Sheriff's department mailed out announcements from "Shoptastic Solutions" promising hundreds of dollars in gift cards to 200 some wanted men. Each lucky recipient was encouraged to call in and make a reservation, using their very own registration code, which was actually the number on their arrest warrant. Sixty of the men actually came to collect. when they showed up at the hotel, they sat through a spiel given by a confetti-popping undercover, and were told to fill out some forms so they could receive their gifts. However, Instead of getting the gift cards, they got some very lovely bracelets for Christmas instead, when deputies came in and arrested everybody in the room.
On the arrest of Raymond Russell, a man who owes nearly ninety thousand in child support, the sheriff commented "That gave us a particular joy, ruining his Christmas"
