When Child Protective Services Fails

I want to hear the stories about CPS/APS, and the helpless childred and special needs adults in their care. I'm trying to provoke the telling of stories, good and bad in order to get a better understanding of the ratio of good vs bad. I have only my story on which I base my opinion and knowledge.
