Palmyra, N.Y. — The mother and grandparents of two children who were removed from a home in a case of alleged child neglect were expected to make their first court appearance today.
The mother, Kara Jalbert, and grandparents Richard and Verna Thomas have been charged with endangering the welfare of a child, a misdemeanor, after a 9-year-old boy and his 6-year-old sister were removed from their home on Port Gibson Road in East Palmyra. State police said the children were found covered in dirt and flies and had been living in squalor.

Police call it a terrible case of child neglect. A nine year-old boy and his six year old sister are rescued from squalor. State Police say their home was so bad the children were covered with dirt and flies.
Their mother, Kara Jalbert and their grandparents, Richard and Verna Thomas are charged with endangering the welfare of a child, a misdemeanor.
The conditions inside the home on Port Gibson Road were so bad, two children went to the hospital and their mother and grandparents got charged. It's something we had to see for ourselves.
"They don't just come in and take children away just for having clothes on the ground. It's got to be pretty serious," we said. "Yes they did. They said my house was dirty and they took them away just for that reason," Thomas said.
Actually the State Police said it had to do with a lot more than that. We read it to Mr. Thomas.
"The kids were covered with dirt and flies and you couldn't walk through the house without stepping in either human feces or animal feces. The smell was outrageous," we read. "No that's a lie. That's all a big lie," Thomas said.
Thomas admits the children were covered with their own vomit.
"They were covered in throw-up because they were sick," he said.
"Why didn't you clean that off of them?" we asked. "They just came in from outdoors. They were playing in the dirt," he answered.
State police say it was one of the worse cases they've seen. Wayne County District Attorney Rick Healy says he's going to prosecute.
"If adults chose to live in environment like that it's not illegal. They can do that if they wish," Healy said. "But not children. In this case they're young children."
"It's just like the Gestapo, I'll tell you. They come into your house. They go anywhere they want," Thomas said. "You don't stand a chance. You just stand back and they do anything they want."
This happened back in late September. The video shows you about a month and a half of cleaning. There was new carpet. There were bags and bags of garbage at the side of the road. All the clothes were picked up. The smell wasn't that great, but not nearly as bad as the way police describe it when they went in the first time.
