An officer reported Judith F. Collins, 50, was loitering on the side of a closed building in the 900 block of Avenue D and flagged down a man on a bicycle. The area they stood on clearly was marked "no trespassing."
The two talked and the officer approached them. The man said he didn't know Collins, who is 4 feet 11 inches tall, and that "he did not want any part of her".
Collins, who told police she'd been arrested on a prostitution-related charge last year, said she walked to the area to visit some friends she knew when she lived in the area years ago. She said she now lives in the 1000 block of South 27th Street.
"I asked Collins why she would walk 32 city blocks to visit people who she doesn't know where they live or what their names are," the report states. "Collins did not respond."
